What are they trying to hide by blurring out the faces? There are no signs of bullet wounds there, and they obviously aren't hiding their identity, because other faces are being shown. It is possible they are trying to cover up signs of peeling and burnt skin, which would be most visible on the exposed faces.

If the Sri Lankan government assaults the no fire zone and they find there are no LTTE inside, this will be a big loss for the government. All of the bad publicity and international attention, and they will have achieved little. The LTTE will still exist, and the leadership structure will remain intact.

""வாழ்ந்தவர் கோடி, தாழ்ந்தவர் கோடி மக்களின் மனங்களில் நிற்பவர் யார்?'' என்ற புரட்சித் தலைவரின் பாடல் நினைவுக்கு வருகிறது. சாமான்ய மக்கள் எவரும் வேலுப்பிள்ளை பிரபாகரனை சர்வாதிகாரியாகவோ, ஏன் போராளி இயக்கத் தலைவராகவோ கூட பார்க்கவில்லை யென்பதையும், தங்கள் தம்பியாக -அண்ணனாகவே பார்த்தார்கள் என்பதையும் வன்னியில் நான் சுற்றித் திரிந்த அந்நாட்களில் அறிய முடிந்தது.

""தமிழீழ தேசியத் தலைவர் என்ற தகைமையை எவ்வாறு நீங்கள் உணர்கிறீர்கள்?'' என்ற எனது கேள்விக்கு அவர் தந்த பதில் காவியங்களைக் கடந்த வரலாற்றுப் பதிவாக நிற்குமென நினைக்கிறேன்.
இதோ பிரபாகரன் பேசுகிறார். ""பாருங்க ஃபாதர். இப்போ கனபேர் என்னைப்பற்றி கதை எழுதுறாங்கள். ""சாகிறதுக்கு முன்னம் ரெண்டு சிங்கள ஆர்மிக்காரனையோ போலீசையோ சுட்டுப்போட்டு சாகணும்'' என்று தான் வீட்டை விட்டு ஊரைவிட்டு நாங்கள் புறப்பட்டோம்.

Not 80% but 150% of eastern Tamils are enthusiastic LTTE supporters. Karuna and Pillayan are secretly still with the LTTE and are only pretending to kill each other to fool the moda bandas. Eastern Tamils are waiting for the SLA to spread itself out before striking and wiping it out of Batticaloa and Trincomalee.
Just be patient. At the rate we're going, we can achieve Tamileelam in about 5000 years. There might not be any Eelam Tamils or Sinhalese around by then but that shouldn't stop us from declaring pre-emptive victory.

We need to establish even more even-handed and equitable conditions before we can hold a fair referendum for Tamileelam:
1. Let's take things one step further and demand that Liberation Tigers should administer the referendum with guns pointed at any undesirables. Any outsider would surely agree that the LTTE would be the most impartial and unbiased judge as to who should be allowed to vote for Tamileelam.
2. Non-Tamils living in the N-E should not be allowed to vote. Sinhalese and Muslims are not Tamils and therefore have no rights in the thayagam. Int'l community should respect the Eelamoid values of racism and ethnic cleansing as demonstrated by the LTTE's expulsion of Muslims from Jaffna- a very proud moment in Eelam history which brings tears to Peter's eyes.
3. Thurogi should not be allowed to vote either. Any Tamil who does not support the LTTE or a separate and sovereign Tamileelam under LTTE sole control is a thurogi, and it would be highly unfair to allow these Tamils to vote. Only LTTE supporters should be allowed to vote. If no LTTE supporters can be found in the N-E, then some should be brought from Toronto or London to even the playing field (better yet, they shouldn't be brought in but rather should vote from abroad).
When these three conditions are met, then we can have a fair referendum.

Sri Lanka Army (SLA) on Tuesday night launched a full scale ground offensive attempting to break the last earth bund of the Liberation Tigers of Tamileelam (LTTE) situated close to the safety zone on Puthukkudiyiruppu - Mullaiththeevu Road, TamilNet correspondent in Vanni reported Wednesday morning. When the Co-Chairs countries have asked for the extension of ceasefire, Colombo's defiance and ferocious attack on the civilian safety zone are widely seen by political observers as efforts to fulfil the agenda of India, which is scheduled to receive TNA, Wednesday.
Heavy exchange of rocket and gunfire was reported as the fighting intensified in the early hours of Wednesday. Civilians inside the safety zone near the land route gateway were forced to remain inside the bunkers.
As bullets fired by the SLA were whizzing over him, TamilNet correspondent reported from the safety zone warning that a mass human tragedy would unfold if SLA advanced offensive push into the safety zone as it seemed aiming for bifurcating and capturing a part of the so-called safety zone.

Sri Lanka southern expressway Chinese contractor gets more cash
April 15, 2009 (LBO) - A Chinese contractor building a part of an expressway to Sri Lanka's south has more than doubled the original contract value following cost escalations and a decision to widen the road.
The cost of building the section of road from Kottawa in the suburbs of Sri Lanka's capital Colombo to Dodangoda, has increased from 9,585 million rupees to 20,000 million rupees.
Sri Lanka's cabinet of ministers had approved the enhanced contract to China Harbour Engineering Company (CHEC) with the concurrence of Japan Bank for International Co-operation (JBIC), which is funding that part of the project, in March 2009.
The first half of the 130 kilometre expressway from Colombo to Matara running from Kottawa to Kurundugahahetekma is funded by the JBIC. The second half is funded by the Asian Development Bank.
The new contract related to the first half of the JBIC funded section or 'package 01' running from Kottawa to Dodangoda.
The cabinet note from the ministry of highways said the first half had to be widened by an extra 2.5 metres on a government decision to broaden the latter part of the expressway from two lanes to four lanes and extra work undertaken for flood protection.
CHEC had asked for 19.4 billion rupees without contingencies and price escalation after the scope of the contract changed. A cabinet appointed negotiating (CANC) had been appointed to deal with CHEC.
The CANC had negotiated a price of 16,325 million rupees for the section including 15 percent value added tax (VAT).
Physical contingencies of 1,226.25 million rupees and a price escalation of 2,448.75 million including VAT brought the value of the entire project to a round number of 20,000 million rupees.
The original contract was tendered to CHEC in March 2005 for 9,585,860,448 rupees.
The currency portion of the project was agreed at 53 percent Sri Lankan rupees, 17 percent Japanese yen and 30 percent US dollars. CHEC has also won an increase to the mobilization advance from 20 percent to 30 percent.
The section is expected to be completed on December 15, 2010.
Sri Lanka has had high inflation in recent years and a global commodity bubble - which has since collapsed - pushing up costs of bitumen and other raw materials until last year. Petroleum and steel prices have since plummeted.

Civilians were struggling to transport the wounded to the hospital and many of the injured were lying along the roadside as gunfire and artillery barrage by the SLA continues. "It is impossible to assess casualty details, but at least 180 civilians are feared killed within 3 hours in the area between Mu'l'livaaykkaal to Pokka'nai."

I could be totally wrong. But right now I think there had to be some intelligence, HUMINT, or more likely real time satellite imagery, for an attack buildup of this scale to be so decisively destroyed by another attacking force.

Far far more civilians will get killed if the LTTE continues to hold them. That is why I am hoping against hope that Peter is correct and the Tigers will flee to the jungles outside of the no-fire zone- where the SLA will be waiting for them.
Unfortunately, Peter is quite ignorant of the LTTE's strategy, probably due to his unfamiliarity with the LTTE's history. The LTTE will continue to fight until all the Tigers or all the civilians are dead, whichever comes first, unless perhaps somebody knocks off Thalaivar.

Wasn't very reassuring for me though- I hoped it would've described how the LTTE drove the cowardly SLA all the way down to Colombo.

Sri Lanka state bus, rail firms make heavy losses
April 15, 2009 (LBO) - Sri Lanka's over-staffed and inefficient state-owned bus and railway services made heavy losses in 2008 despite higher revenues after fare increases, the central bank said.
"The financial position of the Sri Lanka Transport Board (SLTB) continued to remain weak in 2008," the bank said in its annual report.
SLTB's total revenue increased by 16.8 percent to 17,150 million rupees in 2008 from a year ago mainly owing to bus fare hikes.
Operating expenditure also increased by 21.8 percent to 20,704 million rupees mainly because of higher fuel prices which led to an operational loss of 3,554 million rupees in 2008.
"The operational loss has increased by 53.8 percent in 2008 compared to the previous year, indicating the need for measures to improve the financial position of SLTB to reduce the burden on the government budget," the central bank said.
Sri Lanka Railways (SLR) made a loss of 4,553 million rupees in 2008, up six percent from a year ago.
The total revenue of the SLR increased 22.4 percent to 3,671 million rupees, while spending increased by 12.7 percent to 8,225 million.
Despite the heavy losses and poor service, workers in the state transport sector remain a pampered lot, even getting subsidised travel on their own loss-making services, while constantly demand more pay and perks.
Workers in some regional transport boards staged a strike earlier this month demanding allowances ahead of their due date.
Transport Minister Dallas Alahapperuma said the strike was illegal and aimed at sabotaging the state bus services as the strikers had demanded the allowances before they were scheduled to be paid.
Government officials told reporters last May when the fare hikes were announced that the state bus service, which lost four billion rupees in 2007, had 37,000 employees of which 6,000 were in excess.
They also said that the state railway had 17,000 employees who enjoyed discounted season tickets and paid only three cents a passenger kilometre.
The central bank report for 2008 also said passenger transportation and goods transportation by rail fell by 2.1 percent and 9.4 percent that year.
This was mainly due to cancellation of train operations between several areas due to security reasons and curtailment of unproductive train operations as well as increases in railway fares and freight charges.
At present, Sri Lanka Railways carries only around five percent and one percent of the passenger and goods in the country.
Railway fares were raised by an average rate of 70 percent in June 2008 after a lapse of three years mainly because of increased fuel prices.
However, fares were reduced by about nine percent in line with the reduction in diesel prices in December, 2008.
Still, despite the average railway fare increase of 42 percent in 2008, it was not enough to generate a profit.
"However, the fare revision in 2008 was not sufficient to mitigate the already weakened financial position of the SLR," the central bank said.
Apart from the loss-making rail and bus transport systems, the government is now also subsidising a budget airline, Mihin Lanka.
The government has allocated six billion rupees to the airline in this year's budget despite its losses.

Sri Lanka will be more attractive to investors after IMF bailout: CB official
Apr 14, 2009 (LBO) – Sri Lanka will become more attractive for investors once an International Monetary Fund stamp of approval comes with a bailout package, a top central bank official has said.
"Once the IMF come in there would be more confidence, where you will find more development partners and foreign investors who would come in and invest," Nandalal Weerasinghe, chief economist of the Central Bank of Sri Lanka told reporters after releasing the 2008 annual report of the monetary authority.
"So that way investment would be much higher than if there is no IMF. So that will have some impact on growth as well."
The central bank is forecasting growth at 2.5 percent in 2009, down from 6.0 percent in 2008, though governor Nivard Cabraal says an 'optimistic' estimate would put growth as high as 4.5 percent.
Sri Lanka said it originally applied for a 1.9 billion US dollar bailout at least.
IMF bailouts, known as 'stand-by arrangements', are usually the end result of past fiscal and monetary mis-management.
But under an IMF stand-by arrangement some fiscal restraint and brakes on money printing and government expenditure is expected, which will restore economic stability, bring back balance of payments sustainability and external fiscal solvency.
Other IMF programs, such as a poverty reductions and growth facility (PRGF) or structural adjustment plans, are viewed more favorably as they are a conscious and planned effort by a far-thinking country to lift an economy onto a higher growth path.
Unlike stand-bys which are hatched in haste within weeks largely out of desperation to avoid sovereign default and a complete currency collapse, PRGFs are worked out with World Bank and other donor support, through several months or years.
An IMF PRGF (monetary program) is supported by a World Bank Poverty Reduction Strategy Paper (PRSP) which contains broad-based long-term reforms to liberalize the economy, improve the efficacy of the public sector and the efficiency of the overall economy.
Sri Lanka has had several structural adjustment-type IMF programs with the last in 2003/2004 which was aborted following protests from leftist elements.
In 2000/2001 Sri Lanka had a standby arrangement following an intensifying war which triggered heavy money printing.

SRI LANKA: Economic Crisis Ramping Up, As War Winds Down

COLOMBO, Apr 15 (IPS) - Government troops are closing in on the last remnants of Tamil Tiger resistance in northern Sri Lanka as an upsurge of more that two years of fighting winds down. But, the country’s economic woes aren’t over. More and more pressure it being put on President Mahinda Rajapaksa’s cash-strapped administration.
Even a planned 1.9 billion dollar bailout package from the IMF may not ease economic stresses. National growth is projected to fall to 2-3 percent from 6 percent in 2008 due to the world economic crisis, and many major development projects may be suspended temporarily due also to high military expenditures.
The Central Bank (CB) in its 2008 annual report released last week warned that a string of hydro and coal power projects, new port development, and a modern oil refinery may have to be postponed or slowed down this year due to the financial crisis.
The CB said revenues are seen falling and suggested that it would be "prudent" to postpone the implementation of new projects till the recovery of global financial markets.
Adding to the government’s problems is a new campaign by rights groups opposing IMF intervention without the ‘people’s consent.’ Sarath Fernando, a veteran Sri Lankan campaigner of peasants and farmers’ rights, last week launched a new campaign, saying, "We strongly insist that no loan agreements should be signed without a wide and participatory process of discussion on all relevant aspects not only of the loans but also of the process of development."
Sri Lanka’s crisis is two-fold. First, there is sagging export income and the CB is using the few dollars it has to intervene in local money markets to defend the rupee from depreciating against the U.S. dollar. On the other hand, the government’s access to cheap commercial borrowings from foreign sources to fund the costly war against separatist Tamil rebels has dried up with the global financial meltdown.
The country’s gross official reserves by the end of December 2008 stood at 1.7 billion dollars, sufficient just for 1.5 months of imports, compared to more than 3.5 billion dollars in December 2007.
Exports are down and garments - the biggest earner - are getting squeezed out in other markets, while jobs are being shed across other employment sectors. The Employers Federation, an umbrella group of employers, has asked the government to reduce the number of working days per week to five from five-and-a-half days in a bid to cut costs.
Last week, the Labour Ministry agreed to allow temporary lay-offs for a period of three months, and shorter working days in factories.
Fernando, coordinator for MONLAR, which represents people’s organisations in fisheries and plantations, says they are alarmed that the government is going back to IMF loans under possibly "destructive conditions."
"The country is facing serious problems of foreign reserves and of debt. The government is so bankrupt that the foreign reserves currently available would be sufficient only for one month's imports and the IMF bailout package will materialize only if the government fulfils a set of conditions, one of which is to devalue the rupee which would result in the cost of living going up further by 50 percent," Fernando said.
Following the pledge of billions of dollars by the G20 of non-conditional aid to needy countries, the IMF has indicated that it may dole out money in this fashion to Sri Lanka without the conditions of the past. But, suspicion that such aid would come with strings attached, continues.
Sri Lanka’s main opposition United National Party (UNP) admits that ‘conditional aid’ would be a good thing, as it would ensure the government puts the money to good use instead of wasting it. UNP parliamentarian Kabir Hashim, familiar with the country’s economic issues, told IPS that the government has wasted millions on extravagant projects like a second national airline - Mihin Air - which cost nine billion rupees (more than 90 million dollars) and has reported two years of losses.
"The government has been taking foreign commercial loans to pay off the debt," Hashim said, adding that the IMF needs to ensure that the aid money is channelled in the right direction.
In Sri Lanka the economic crisis began in 2007, soon after the government began pumping billions of rupees into the war effort against the Liberation Tigers of Tamil Eelam (LTTE). The aim has been to crush the rebels, oust them from their eastern and northern strongholds, and clear the area for development and government control.
More than two years later, Rajapaksa’s administration is now on the verge of eliminating the military and conventional capabilities of the Tigers who are boxed in, in a small area in the north - reportedly using the civilian population as a shield against government incursions.
Hundreds of people, including combatants and civilians, have died and scores wounded or maimed. The international community has urged the government to act with restraint, while urging the Tigers to free the civilians. Military analysts expect government troops to seize control of the last remaining areas by the first week of May.
At the end of March, an IMF delegation returned home after an 11-day visit aimed at reviewing the CB’s request for balance of payments support. A flexible exchange rate policy - reduction of imports and increasing export revenues to ensure a surplus (of dollars) - is what the IMF would ask the government to do in the event the 1.9 billion dollar bailout package is approved.
Economists said the team met CB and Finance Ministry officials and also had a meeting with Opposition leader Ranil Wickremesinghe.
The visiting team is expected to submit a report to the IMF board by the end of April, and if a board decision is announced, the first tranche of funds will be received immediately. "There is no doubt the IMF will lend this money. It has a moral duty to help countries in need," said Saman Kelegama, Executive Director of Sri Lanka's Institute of Policy Studies. He said for the past three years the IMF has been dormant and has built up a lot of reserves. "The current crisis [across the world] gives it space to assert itself again."
The last IMF facility was a 567-million-dollar loan given in April 2003 to support the government’s 2003-2006 economic programme. The first tranche of 81 million dollars was immediately received but the loan was suspended in November 2003 due to political problems and in April 2006 it expired. In 2007 the IMF closed its Colombo office after the government decided not to accept conditional aid.

Canada says won't lift ban on Tigers
Canada has done its best to end the long-running conflict in Sri Lanka, but will not bow to pressure to remove the Tigers from the list of banned terrorist groups, a Federal Cabinet Minister said yesterday.
For more than a week, Tamil supporters have been gathering around Parliament Hill to protest the war in the South Asian country and ask Ottawa to intervene.
"We have done everything that these protesters are asking Canada to do - namely call for a ceasefire - except we will not respond to a demand of anyone to legalize a banned, illegal terrorist organization," Immigration Minister Jason Kenney told reporters in Calgary.
In 2006, Canada placed the Liberation Tigers of Tamil Eelam on a list of banned terrorist organizations under the federal Anti-Terrorism Act, which prohibits financing such groups.
Kenney said Canada has called for a ceasefire from both sides, asked the Sri Lankan government to ensure international support reaches people in need and increased Canada's humanitarian aid.

LTTE refuses idea of humanitarian NFZ - Hindu
"Facing annihilation, they [the LTTE] have had no moral compunction in moving into the NFZ with heavy weapons, and using the hard-pressed civilians as a last-ditch shield. Refusing to acknowledge the very idea of a humanitarian NFZ, they have made it clear that the lives and welfare of Tamils, whose sole representative the LTTE claims to be, just do not count in this horrible travesty of a liberation struggle," states the Hindu in an editorial comment on the decision of the Sri Lanka Government to restrict the Security Forces to defensive operations during the Sinhala & Tamil New Year period, beginning April 13.
The Hindu of April 14, states: "There can be no other explanation for this refusal to heed international humanitarian appeals. The 65,000 Tamils who have escaped to government-controlled areas since November 2008 give the lie to the LTTE's claim that the Tamil people are staying with it voluntarily."
The editorial adds that as, "Mr. Ban wanted, it means stepping up the international pressure on the LTTE and giving it no choice but to allow civilians "wishing to leave the conflict zone... to do so without hindrance." That is the real solution to the humanitarian crisis. It will inevitably mean the final defeat of, or surrender by, the LTTE leaders."

President Mahinda Rajapaksa's directive to the Sri Lankan armed forces to observe a 48-hour pause in their victorious offensive operations against the Liberation Tigers of Tamil Eelam may be "less than the full humanitarian pause of several days" pressed for by U.N. Secretary-General Ban Ki-moon but it will be greeted with relief worldwide. Coinciding with the Sinhala and Tamil New Year, this concession from a position of total military dominance is aimed at securing safe passage for an estimated 50,000 to 100,000 civilians.
The plain truth is that they are held hostage by the LTTE in a 17 square kilometre sliver of coastal land in the North that has been demarcated by the government as a No Fire Zone (NFZ). The Tigers have lost no less than 15,000 square km of territory that was in their military control when the current war began in August 2006. As Velupillai Prabakaran's dream of winning 'Tamil Eelam' through armed struggle turned into a nightmare for Tamils trapped or displaced from their homes in the conflict zone, he and the remnants of his battle-hardened cadre have had nowhere to turn. Facing annihilation, they have had no moral compunction in moving into the NFZ with heavy weapons, and using the hard-pressed civilians as a last-ditch shield. It should not be too difficult to persuade the Sri Lankan government to extend the pause to the "several days" Mr. Ban wanted if it means stepping up the international pressure on the LTTE and giving it no choice but to allow civilians "wishing to leave the conflict zone... to do so without hindrance."
That is the real solution to the humanitarian crisis. It will inevitably mean the final defeat of, or surrender by, the LTTE leaders. Sri Lanka's Tamils certainly have longstanding grievances. The Tamil question can be resolved only through their winning equal rights and genuine devolution of power along federal lines in their areas of historical habitation. But what the world needs to be clear about is that the LTTE, far from being an effective instrument of a just political struggle, has been the biggest obstacle in the way of Tamils winning their demands within a united Sri Lanka.

Tamilnet is biased.
As agreed SLGO stopped the operation for 2 days. Then it started against LTTP. LTTP fired at the civilian who tried to move to SLGO control area. I.E why civillians were killed.
SLGO is firing at only LTTP pockets. There may be civillians deployed by force by LTTP in those bunkers.

'World Tamil Movement raised money for weapons purchases' Canadian police
The Tamil Tigers directly controlled a Canadian registered non-profit organization that fundraised and produced propaganda for the Sri Lankan guerrillas, reported the Toronto based 'National Post' paper citing documents produced by police sources on Wednesday (April 15).

The documents allege that the director of the Toronto-based World Tamil Movement of Ontario was personally appointed by the leader of the Tamil Tigers, Velupillai Prabhakaran, who is wanted by Interpol for terrorism. In addition, the documents claim the World Tamil Movement was told in 2005 to help raise $7-million to finance the purchase of anti-aircraft missiles and artillery needed to fight a war for Tamil independence.
The hundreds of pages of seized documents and unproven police allegations are the result of Project Osaluki, an RCMP counterterrorism investigation into the Ontario fundraising activities of the Tamil Tigers. Documents concerning a related investigation in Quebec were released last week.
The papers were filed in Federal Court in Ottawa as part of a government effort to dismantle the World Tamil Movement, which the RCMP says is the Canadian financial and propaganda support wing of the Tamil Tigers.
Reached at home in Scarborough, Ont., on Wednesday, the current president of the World Tamil Movement, Sitta Sittampalam, declined to answer questions about the allegations. "No comment," he said.
The dossier's release comes as protesters waving red flags bearing the Tamil Tigers emblem demonstrate on Parliament Hill to demand that Canada do more to pressure Sri Lanka into calling a ceasefire.
The Sri Lankan forces have cornered the Tamil Tigers in a small pocket of coastal jungle, but the United Nations is concerned about the more than 100,000 civilians in the war zone. The government called a two-day ceasefire on the weekend for New Year's celebrations but has rejected international calls for a permanent truce.
The rebels said they are willing to negotiate but refuse to lay down arms.
Both sides stand accused of human rights abuses. The UN and NGOs say the government has been shelling civilian-populated areas while the rebels have been holding Tamil civilians as human shields and shooting at those attempting to flee.
The Tamil Tigers have long been accused of financing their separatist war with money collected in Canada, some of it raised using pressure tactics amounting to extortion. The World Tamil Movement has denied any involvement in fundraising for the rebels, also known as the Liberation Tigers of Tamil Eelam, or LTTE.
But in an interview with RCMP officers in 2004, Mariyathas Manuel, then the president of the WTM, admitted he had met Mr. Prabhakaran in Sri Lanka and that the guerrilla leader had selected him to run the WTM office in Toronto.
"I believe that this shows that the LTTE is in direct control of the operation of the WTM," RCMP Corporal David Kim wrote in an affidavit. "This relationship between the LTTE and WTM is so direct that his appointment as the WTM President was decided by the LTTE."
In his interview with police, Mr. Manuel said the WTM supported, but were not members of, the Tamil Tigers. "They are fighting, so we are supporting them," he said, according to a transcript filed in court.
Asked if the Canadian group supported the Tamil Tigers financially, Mr. Manuel replied: "Yeah. Financially, yeah. And also we are supporting LTTE too for the propaganda." However, he said the money was strictly for humanitarian aid.
But Cpl. Kim said police had found a 2001 fundraising letter asking Canadian Tamils to "please contribute to the maximum extent so that we continue to maintain our strength in the war front." The letter was printed on WTM letterhead, was signed World Tamil Movement and provided the group's Toronto phone number.
Police also found a password-protected disc in the WTM office in Toronto. It contained a document named "Armscost," which listed the prices of various military items needed by the rebels. It was written in 2005, as a ceasefire was collapsing.
"At this time of the end of peace, situation has arisen to prepare for the next stage of war," it read. "We are giving below, for you as well, some of the Army machinery that are required, for the next stage of the Eelam [Homeland] war: Anti-Aircraft missiles - One Crore Rupees [CDN$122,000], canon or artillery - One Crore Rupees [CDN$122,000], speedboats - Five Crore Rupees [CDN$609,000], aircraft - Twenty Crore Rupees [CDN$2.4-million], helicopter - Thirty Crore Rupees [CDN$3.7-million]. With this in mind, please speedup and undertake your fundraising initiatives."
RCMP forensic accounting reports allege that, between 2002 and 2006, the WTM in Toronto wired almost $3-million to overseas accounts. Most of the money went to a bank account in Malaysia. Wrote Cpl. Kim, the funds raised by the WTM in Canada "have been transmitted to the LTTE for the benefit of the LTTE which is a listed terrorist group in Canada."
The financial reports also note that close to $500,000 was sent to a group called Social and Economic Organization for Tamils, or SEDOT. Cpl. Kim wrote that the Sri Lankan army had recently found the underground bunker of Tamil Tigers leader Prabhakaran, and that it was located in a SEDOT village.
"I believe funds collected by the WTM were collected under the direction of the LTTE and that documents seized from the WTM indicate that the purpose of collections was for the LTTE objective of an independent state," Cpl. Kim wrote.
The Canadian government placed the World Tamil Movement on its official list of terrorist entities last June, calling it a front for the Tamil Tigers and accusing it of using threats and intimidation to elicit donations from Canadians of Sri Lankan origin.
The government is now using the Anti-Terrorism Act to attempt to take over the WTM's buildings, bank accounts and other property. But the court must first approve the forfeitures, and the Montreal branch of the World Tamil Movement has indicated it intends to appeal to the Supreme Court if necessary.

Apr 16, 2009 (LBO) - Sri Lanka's central bank, which has a monopoly on money issue in the island, has made a 5.04 bullion rupee loss in 2008, badly hit by a 22.8 billion rupee forex loss, despite running a dollar peg which has to be backed by US assets.
In 2007, the central bank made a profit of 29.8 billion rupees.
Monopoly Rents
A central bank, which has a state monopoly on money issue, has a captive opportunity to sit back and rake in profits or seigniorage as the cost of issuing fiat paper money is always lower than its face value.
A central banking monetary regime essentially makes profits by financing governments and inflating the economy using the mechanism of legal tender laws which eliminates competition in money.
If mis-used, the state money monopoly can easily lead to economic collapse, as has happened in the case of the US Federal Reserve and more disastrously in the case of Zimbabwe and other hyper-inflating economies.
After going through a bout of hyper-inflation, Zimbabwe has now allowed central bank competition and several foreign currencies have been made legal, giving citizens the economic freedom to choose.
In Sri Lanka, foreign currency banking units have started to dent the money monopoly.
In 2008, Sri Lanka's central bank earned 7.0 billion rupees on interest from its Treasury bills bought with printed money. Until September 2008, the central bank sold down its treasury bills portfolio and collected foreign reserves.
The process reversed thereafter, as the monetary authority engaged in an ill-fated peg defence exercise, which eventually put it at doors of the International Monetary Fund.
From August to December 2008 the central bank's net reserves fell from 3.0 billion US dollars to 1.4 billion dollars.
Foreign Earnings
In monetary authorities that have pegged exchange rates, the yield from investing foreign reserves outside the economy, form a large share of profits.
Sri Lanka's central bank reported 19.9 billion rupees as earnings from foreign reserves in 2008, (19.8 billion rupees in 2007) including interest and capital gains, as global market interest rates fell.
A pegged central bank would normally invest the majority of its foreign reserves in government securities of the anchor currency country, which is used as the intervention currency in the domestic forex market.
Sri Lanka's intervention currency is the US dollar.
But in 2008, Sri Lanka's central bank has reported a record 22.8 billion forex loss, indicating that it has had significant investments in assets which were not denominated in the anchor US dollar currency.
In 2007 the central bank made an exchange gain of 8.8 billion rupees.
A Third World pegged central bank that inflates the economy and depreciates the currency, can usually make gains every year as the exchange rate moves only in one direction. However they are usually passed through the balance sheet instead of the profit and loss account via an asset fluctuation reserve.
In the latter part of 2008, the US dollar zoomed as banks refused to lend to each other and to customers and money was parked in the Federal Reserves as excess reserves.
Meanwhile other floating rate central banks, which were not suffering from central bank impotence, were able to push down their currencies by cutting rates.
Sri Lanka's central bank says the reserve fall in the latter part of 2008 was accelerated by global currency movements against the dollar, to which the rupee is pegged.
"That is because other currencies also went down in price," governor Nivard Cabraal told reporters last week.
"If the pound which was trading at two dollars comes down to one dollar forty something, you take a hit."
Its liabilities to countries in the Asian clearing union, which include Iran and India, also increased to 91.3 billion rupees from 48.4 billion rupees during the year.
Yield Chase
In recent years many pegged central banks in the world increased Euro reserve assets as well as other currencies which were stronger than the dollar due to stricter inflation targeting, far beyond precautionary liquidity needs, forgetting that they were not actually pegged to such currencies.
In doing so, pegged central banks engaged in currency speculation instead of focusing on the responsibility of backing the convertibility of its domestic monetary base and giving confidence to foreign exchange markets.
Discarding lessons earned through centuries, central banks also shifted from liquid anchor currency government securities, to higher yielding private investments.
Sri Lanka's central bank had disclosed earlier that it had moved money out in the nick of time, before banks such as Lehman collapsed.
The Chinese central bank went so far as to buy equity, through a special vehicle, and suffered billions in losses as the value of investments such as Blackstone capital tanked.
Pegged central banks that amassed massive reserves by sterilizing inflows at interest rates higher than that of the anchor currency country were also caught in a negative yield trap and were looking hither and thither to increase the yields on foreign assets.
Such pegged central banks have also forgotten another old lesson from the currency board era - that foreign reserves far above the domestic monetary base, serve no practical purpose and is costly to itself and to the domestic economy.
Meanwhile in another twist, a part of the domestic assets of Sri Lanka's central bank known as 'provisional advances' which is made up of money printed and given interest free to the Treasury, climbed to 76.3 billion rupees from 60.7 billion rupees.
The central bank has to either sell down interest bearing Treasury bills, or issue its own interest bearing securities to sterilize such advances if it wants to keep inflation low, putting additional costs on the bank.
Though it is a short term 'revolving credit', provisional advances have not been repaid for decades, and critics have pointed out that for all intents and purposes the advance is behaving like the biggest and longest running 'non-performing loan' in the country.
Critics have said the auditor general, who passes the central bank accounts, has so far failed to comment on the issue.
Analysts have called for Sri Lanka's monetary law to be changed to stop provisional advances.
Converting existing advances to interest bearing marketable securities which can be sold down, would also help prevent the issue of fresh central bank securities.
The Central Bank's equity meanwhile fell to 120.9 billion rupees in 2008 from 131.3 billion rupees in 2007. It has made an 8.0 billion rupee transfer to the government during the year.

Mar 28, 2009 (LBO) - Sri Lanka has spent 240 million US dollars in February 2009 defending a dollar peg in an ill-fated exercise that has already drained two-thirds of the country's foreign reserves, the latest official data shows.
Sri Lanka's gross official reserves, including fiscal balances, fell to 1,415 million US dollars in January from 3.4 billion dollars at the beginning of September.
But net foreign assets of the central bank were much lower at 1,151 million US dollars in January based on an end month exchange rate of 113.85 rupees to the dollar.
In February the central bank had spent 250.49 million US dollars defending a peg with the US dollar at 114.25 rupees, while collecting only 10.50 million, losing 239.99 million US dollars in the process, according to the latest data.
In the same month the Central Bank said it had received 200 million US dollars of short-term funding from Malaysia.
But the peg defence cost in February is higher than the Malaysian borrowing, indicating an estimated net foreign assets figure of around 1,100 million US dollars for February without accounting for exchange rate changes or interest rate accruals.
By March 27, the central bank's Treasury bill stock, which is a proxy for foreign reserves losses as it shows the cost of sterilizing foreign reserve outflows, was 202 billion rupees, up from 179 billion rupees in February 27.
The monetary base was flat at 265 billion rupees from February 26 to March 26.
The Treasury bills held by the Central Bank had climbed 22.3 billion rupees or 195 million US dollars during March, indicating that net foreign assets could be around 905 million US dollars now.
An International Monetary Fund team is currently in Sri Lanka to discuss a bailout package for the country.
Before the mission arrived, there were hopes of a deal being wrapped up by the first or second week of April, but an IMF official this week refused to be drawn to a deadline.
To reverse a cycle of outflow sterilization by monetizing government debt (printing money) the country has to float the exchange rate.
Then a process of inflow sterilization has to start to build up foreign reserves by selling down government debt held by the central bank.
But to do that the government - which has more than a 100 ministers - also has to curb fiscal profligacy with the revenues receiving a further blow from a contraction in external trade - especially imports - in January.

LTTE comparatively is the most well organized freedom movement in the world with tremendous public backing not only in its country but also internationally.
Prabhakaran has revealed in an interview that he has equipped the movement to survive atleast another 40 years in case even if he was not around.

Now they are split, weakened, their membership has dwindled, and they are f****d. And who is facilitating the talks? Norway. The coincidence is remarkable.” He pointed out that “the US during the Cold War developed them as a listening post. Norway is a US handmaiden”. He underlined “the example of the Nagas separatist movement – who have been locked in talks since 1997. What India could not achieve by fighting them for 50 years they achieved by locking them up in talks.” The “Sri Lankan army in 2001, when things were not going well, had come to a point where it could only think of containing the LTTE because it had lost its offensive capability with the failure of Operation ‘Rod of Fire’ (Agni Khiela) [in April 2001]…The Sri Lankan government’s approach”, emphasised Sivaram, “boiled down to a strategy of containing the LTTE by engaging it in talks.” And “peace talks are a very important component of a containment strategy”, which incorporates the deceitful and reactionary conflict resolution

"There seems to be less civilians getting out during the [New Year] pause than before. So it is clear that LTTE did not allow those who wished to leave even if they wished to leave the area during this pause to do so, they seemed to be actively prevented from doing so, perhaps more actively prevented from doing so during this pause, so that is a matter for great regret," said Sir John Holmes, UN Under Secretary General for Humanitarian Affairs at a briefing on the situation in Sri Lanka at the UN, New York, April 15.
"We believe they should be allowing people, encouraging people to leave the no fire zone. Civilians should not be used as pawns or human shields in this way. So we call on the LTTE very strongly to change their attitude to this and to allow those who wish to leave, which we believe is the vast majority at least, and to do so as soon as possible to get them out of harms way," he added.
Responding to a question by the media on what evidence do UN has that these people actually would like to get out, the John Holmes said: "The UN agencies, International committee of the Red Cross and our staff and people, when they came out of the LTTE hold they made it absolutely clear that people were being held against their will. They had to flee and if they try to leave they are being fired upon. When they try to flee, huge pressure is put on them against their leaving like forced recruitment of the civilians including children against their will, to fight or work for the LTTE. There may be some immediate family members who may stay but overwhelming majority would want to get out at least for safety reasons irrespective of political reasons."
Answering another question whether the UN is calling for a ceasefire, he said: "Regarding a ceasefire, what we have done is to call consistently for a peaceful and orderly end to hostilities and to that end to call for a humanitarian pause which we hope could be transformed into something lasting. It is pretty clear frankly however that a ceasefire is not something that is available in the present circumstances. We are trying to do something realistic in the present circumstances."
Asked how many people have been killed and injured, John Holmes said: "You cannot give verifiable figures. Dozens may be killed per day. It goes up some days, it goes down other days. There were reports 50 - 60 killed or injured and other days it is less but we cannot verify.'
With regard to medical and halt conditions in the NFZ he said there may be water borne diseases. However, there is no danger epidemic at the moment. His full response was:
"There are some rudimentary medical facilities in the zone. There are some doctors, some medical supplies have been delivered, we need to get more urgently. Red Cross ship arrives every two or three days taking supplies, the patients are brought to better facilities for treatment in Trincomalee and Vavuniya. Poor water quality, poor nutrition may give rise to disease etc. Because there is no supply of antibiotics, sometimes amputations have to be carried out. There may be water borne diseases. However, there is no danger epidemic at the moment."
Here is the text of the Opening Statement by the UN Under Secretary-General:
Let me try to give you an update on where we stand on the humanitarian situation in Sri Lanka, in particular, in the very small pocket of land where the fighting is continuing in the so-called no fire zone and the plight of the many civilians trapped there, I believe about 100,000 people are still trapped there and I think the first thing to say is that we warmly welcome the pause in offensive military operation announced by the Government at the beginning of the week. It was a valuable first step and we hoped that it would allow more trapped civilians to leave the conflict area in safety, and it provided a respite for the civilian population from the fighting and the deaths and injuries that it causes, we also hoped that it would be possible to get more aid into the area and also for humanitarian actors themselves to be able to get into look at the situation accompanying with aid and assess the needs of the population in this no fire zone.
I think the Secretary-General himself made it clear in the statement that he made at that time, that he would have liked a longer pause, a longer humanitarian pause, a proper humanitarian pause and preferably one agreed by both sides for more days than two. Nevertheless we welcome this 48 hour pause and we hope that this would allow progress in the various areas we have outlined. Now it is clear that 48-hour was not long enough to allow us to get in significant amounts of more aid or indeed to allow visits by humanitarian workers to the area and unfortunately it is also clear that not only did this not allow more civilians to get out, there seems to be less civilians getting out during the pause than before. So it is clear that LTTE did not allow those who wished to leave even if they wished to leave the area during this pause to do so, they seemed to be actively prevented from doing so, perhaps more actively prevented from doing so during this pause, so that is a matter for great regret.
We believe they should be allowing people, encouraging people to leave the no fire zone. Civilians should not be used as pawns or human shields in this way. So we call on the LTTE very strongly to change their attitude to this and to allow those who wish to leave, which we believe is the vast majority at least and to do so as soon as possible to get them out of harms way. The fighting according to latest reports has now resumed, including in the no fire zone which is effectively the only area now occupied by the LTTE as was always. It was always very difficult for us from the outside to say who started the firing and exactly what is happening, who is firing where, but unfortunately it seems that the casualty toll is once again rising and that is a very worrying situation for that very large civilian population who are trapped there. So we hope that there will be some kind of extension or possibly a renewal of this humanitarian pause again, a pause in military operation so that the civilians will have a further respite and there is more chances and they will be able to get out of harms way and get out of firing and the fighting and to safety.
In addition, obviously if there was a longer pause for more days, it would have given us a better chance of getting more aid in and better chance of getting humanitarian aid workers into the area. I think during the pause, the International Red Cross was able to get a ship in there as they have been doing regularly, even before the pause but they were able to do it more easily and with a greater degree of safety, otherwise than if the pause had not existed; it enabled them to evacuate casualties and bringing some supplies at the same time. We hope that there will be a further World Food Programme ship arriving in the no fire zone to unload food later this week, I hope, setting off tomorrow again and taking in large amounts of food which are desperately needed because although supplies have increased in recent weeks as I have said, food supplies have increased in recent weeks but there is nothing likely sufficient for the population and we are also extremely concerned about the availability of medical supplies and also the availability of shelter and clean water and other essential supplies for the people who are trapped there. Let me repeat that it is essential for all concerned to do everything they can to save civilian lives in this area, to protect the civilians in this area and I call on the Government once again to live up to the promises they made on repeated occasions not to use heavy weapons in this area and I am afraid they have been doing that in some respects and that's what that is obviously one of the factors that is causing these civilian casualties.
We also take the opportunity to call on the Government again to move faster to address the concerns that we have raised about camps themselves and camps to which those who escaped from the zone are able to get to in terms of civilianization of the management of the camps, freedom of movement for those who are in there, better monitoring of people as they come out of the area, to make sure that the screening is being done in a transparent way and the stories of abuses during the screening process can be effectively dealt with because there would be presence of UN agencies or the International Red Cross at that time and of course it is an important part of this as well at the time the assurances, that the people who are in the camps could be allowed to return to their villages or places of origin as soon as possible, once the fighting is over and after essential task of de-mining has been done.

The Sri Lankan economy demonstrated its resilience by recording a real growth of 6 percent in 2008 in the midst of unprecedented and unfavorable developments globally and domestically said Central Bank (CB) Governor Ajith Nivard Cabraal.
“The CB is targeting an economic growth between 4.5 to 5 percent for this year and is optimistic to achieve the target as all economic fundamentals are in place,” Cabraal said at a media conference where it released the annual report of the Central Bank of Sri Lanka for the year 2008.
He said in the midst of these extraordinary challenges, the Central Bank continued its focus on achieving the two key objectives, namely, economic and price stability and financial system stability during the last year.
The Bank’s monetary policy strategy, which is mainly based on restricting monetary expansion through quantitative targeting, demonstrated its effectiveness by recording the sharpest ever deceleration of year on year inflation from 28.2 percent in June 2008 to 5.3 percent by end March 2009, he said.
Cabraal also said that tumbling global food and energy prices and allowing such price reduction to pass through to domestic prices, together with favorable supply side shocks by way of higher domestic agriculture production, also reinforced the monetary policy efforts in achieving price stability.
“Despite the tight monetary policy restraining the expansion in domestic demand and the looming global recession decelerating external demand, agricultural production recorded a favorable development,” Governor said.
He said that continuation of the implementation of major infrastructure development projects also supported the economy to maintain around 6 per cent economic growth for the fourth consecutive year.
Benefits of the continuation of high economic growth were reflected both in the lowest ever levels of unemployment and poverty recorded recently, he said.
The Central Bank Governor also said that prudential regulations and timely action by the Central Bank enabled to maintain financial system stability despite looming threats arising from excessive domestic credit expansion in the past, high interest rates resulting from the tight monetary policy, and the collapse of a domestic illegal deposit taking institution linked to a major financial institution.
“Although the domestic financial sector did not have any adverse impact from the global financial crisis due to the lack of exposure to toxic assets, domestic commercial banks faced the challenges posed by drying up of external credit lines for their operations,” he said.
Central Bank Chief Economist Director of Economic Research Dr Nandalal Weerasinghe said that during the first part of the year, food and energy crises in the global economy was threatening the macroeconomic stability by way of sharply widening trade and current account deficits, raising inflation to the highest ever levels since 1980s.
He said that has exerting pressures on fiscal balances due to tax exemptions arising from duty waivers granted in order to minimise the impact of high food and energy prices on domestic cost of living coupled with high defense expenditure and the cost of rehabilitation, resettlement and reconstruction of the Eastern Province. Economic activities will also be extended to the North he said.

Sri Lanka's economy grew at 6% in 2008'
Colombo, April 06: Sri Lanka's economy in 2008 grew at 6 per cent, the Sri Lankan Central Bank said in its annual report.
"The Sri Lankan economy demonstrated its resilience by recording a real growth of 6 per cent in 2008 in the midst of unprecedented and unfavourable developments globally and domestically," the report for 2008 released today said.
In the year when world's leading economies witnessed sharp falls, Sri Lanka recorded over 7 per cent growth in agriculture in eight years, which boosted the economy of the country.
Sri Lank's industry grew at 5.9 per cent and services sector by to 5.6 per cent compared to 7.6 and 7.1 per cent growth respectively during 2007, the Bank said in its report.

Colombo, Making a gloomy economic forecast, Sri Lanka's Central Bank said Monday that economic growth rate might drop to as low as 3 percent in 2009 from 6 percent in 2008 if adverse conditions persist.
Releasing the annual report for 2008, the bank said that despite unprecedented and unfavourable developments globally and domestically, the Sri Lankan economy has "demonstrated its resilience by recording a growth of 6 percent for 2008".
"We are very optimistic that the economy would grow between 4.5 percent and 5 percent in 2009, but at a more pessimistic scenario, it would grow between 2.5 percent and 3 percent," Central Bank Governor Ajith Nivard Cabraal said.
He said Sri Lanka managed to achieve the 6 percent growth under "very challenging scenario" and predicted that the end of war against the Tamil Tigers would herald immense opportunities to boost the economy.
"The end of the war will be looked at positively by foreign investors. We are at crossroads, notwithstanding global developments," he said.
Sri Lanka's economy posted 6 percent growth in 2008, down from 6.8 percent in 2007.
Economic experts say the cost of the government's military campaign against the Liberation Tigers of Tamil Eelam (LTTE) has hurt the economy over the past one decade. The defence budget is projected at $1.6 billion this year.
President Mahinda Rajapaksa Sunday announced that the military drive against the LTTE was "about to end" and urged the rebel leaders to free thousands of civilians and surrender to the security forces to avoid annihilation.
The LTTE has been fighting to carve out a separate state in the island's northeast over the past quarter century. (IANS)

The Sri Lankan government has the chance to end the decades-long conflict with Tamil Tigers, the United States said Thursday, urging both sides to reach a ceasefire.

SLA is pushing towards Manthuvil centre and aiming to take south of Anandapuram.
Earlier it had progressed up a B-Road from PTK, via Irainaipallai. Across the lagoon is Ampavanpokkani, in the 'safe-zone'.
From Mar. 27 to Apr. 04, there were heavy clashes to the north (Iranaipallai) and west (Sivangar) of Anandapuram. This event morphed into the now infamous siege in which apparently close to 1, 000 LTTE cadres most of the LTTE colonels were killed.
Anadapuram was not fully surrounded. Tigers manged to keep hold of Manthivil which provided exit route into the Vanni jungles.
In that battle, 200 cadres including Lt. Col. Amuthab, Deputy Commander of CASIR, and Brig. Theepan, Special Operations Commander, laid down their lives for our people.

தமிழர் தாயகம் மீது சிறிலங்கா மேற்கொண்டுவரும் இன-அழிப்புப் படையெடுப்பில், இந்த வருடத்தின் முதல் 101 நாட்களில் - கடந்த ஏப்ரல் 11 ஆம் நாள் வரை - மட்டும் 4,795 தமிழர்கள் படுகொலை செய்யப்பட்டு விட்டனர். 9,869 தமிழர்கள் காயமடைந்துவிட்டனர். 'இராஜதந்திரம்', 'வெளியுறவுக் கொள்கை' என்ற திரைகளுக்குப் பின்னால் மறைந்திருந்து உலகம் மௌனம் காக்க, உலகத்தை மௌனமாக்கிவிட்ட இந்திய அரசு துணை செய்ய - தமிழர்களை இன்றும் கொல்கின்றது சிறிலங்கா.
பல உலக நாடுகளிடமும், மற்றும் உலக நிறுவனங்களிடமும் - போர் ஆயுதங்களையும், போர்-சார் தொழில்நுட்ப உதவிகளையும், விடுதலைப் புலிகள் பற்றிய புலனாய்வுத் தகவல்களையும், எல்லாவற்றுக்கும் மேலாக நிதி உதவியையும், அதற்கும் மேலாக போருக்கான தார்மீக ஆதரவையும் பெற்று - இன்றைய இந்திய அரசின் பேராதரவுடன் தமிழர்களுக்கு எதிரான போரை சிறிலங்கா நடத்துகின்றது.

தனது படைகளின் கவசப் போர் ஊர்திகளின் இரும்புச் சங்கிலிகளால் - தமிழரது உடலங்களை மிதித்து கொண்டு தமிழர் தாயகத்தை ஆக்கிரமித்த சிறிலங்கா, அங்கு கடைசியாக எஞ்சியிருந்த அனைத்துலக செஞ்சிலுவைச் சங்கத்தின் வெளிநாட்டுப் பணியாட்களையும் வெளியேற்றிவிட்டது.
போர்ப் பிரதேசங்களில் சேவையாற்றுவதே அனைத்துலக செஞ்சிலுவைச் சங்கத்தின் அடிப்படைப் பணி; ஆனால் - சிறிலங்காவின் உத்தரவுக்கும், இந்திய அரசின் செல்வாக்கிற்கும் அஞ்சி அனைத்துலக செஞ்சிலுவைச் சங்கமும் வெளியேறிவிட்டது.

வாய் கிழிய மனித உரிமைகள் பற்றிப் பிரசங்கம் செய்யும் இந்த உலகமோ, எல்லாம் தெரிந்த போதும், கை கட்டிப் பார்த்து நிற்கின்றது.
இந்திய அரசுக்கு எதிராய் ஒரு சுண்டுவிரலைத் தானும் நீட்ட வக்கற்று இந்த உலகம், 'இராஜதந்திரம்' என்ற பெயரில் வெட்கம் கெட்டு நிற்கின்றது.
"இலங்கை விடயத்தில் இருந்து நீங்கள் வெளியில் போய் விடுங்கள்" என்று எம்.கே.நாராயணன் தன்னிடம் நேரடியாகவே சொன்னதாக, எரிக் சொல்ஹெய்ம் எனது நண்பர் ஒருவரிடம் வெளிப்படையாகவே சொல்லியுள்ளார்.
மேலும், அண்மையில் - தம்மால் "அதிசயம் எதனையும் நிகழ்த்த முடியாது" என்று சொன்ன எரிக் சொல்ஹெய்ம், "அமெரிக்காவோடு பேசுவேன், ஜப்பானோடு பேசுவேன், ஐரோப்பிய ஒன்றியத்தோடு பேசுவேன்" என்றுவிட்டு இந்தியா பற்றி வாய் திறப்பதை வேண்டும் என்றே தவிர்த்துவிட்டார்.
ஏற்கெனவே விலக்கப்பட்டிருந்த நோர்வேயை, இப்போது - சிறிலங்காவை வைத்து அதிகாரபூர்வமாகவே அங்கிருந்து வெளியேற்றிவிட்டது இந்தியா.
இன்னொரு வகைளில் சொல்லப் போனால் - 'இலங்கைப் போரை நாம் தான் நடத்துகின்றோம்; வேறு யாரும் அங்கு தலையிடத் தேவையில்லை' என்று மேற்குலகிற்கு இந்தியா அரசு சொன்ன செய்தி அது.
'போரை நிறுத்து' என்று சும்மா சொன்னால் போர் நிற்காது என்பது தெரிந்திருந்தும், 'போரை நிறுத்து' என்று புலம்புகின்றது இந்த உலகு.
ஈழத் தமிழனைக் காப்பதே தன் 'கடைசிச் சாதனை' என்று வாய்ச் சவடால் விட்ட கருணாநிதியோ, தமிழனை 'அம்போ' என்று கைவிட்டுவிட்டு, தனது ஏதோ ஒரு கடைசி ஆசைக்காக காங்கிரஸ் காரர்களின் கால்களில் விழுந்து நக்கத் தொடங்கிவிட்டார்.
எல்லோருமாகச் சேர்ந்து - தமிழனின் காதிலே பூ சுற்றி, அவனின் தலையிலே இப்போது மிளகாயும் அரைக்கின்றார்கள்.
சிங்களப் படையெடுப்பை நிறுத்தி, நடந்துகொண்டிருக்கும் மாபெரும் மனிதப் பேரவலத்தைத் தடுக்கத் திராணியற்ற உலகமோ, இப்போது - உலகத் தமிழ் செயற்பாட்டாளர்களை அழைத்து வைத்துக்கொண்டு - 'போருக்குப் பின்னான காலம்' என்றும் 'புலிகளுக்குப் பின்னான காலம்' என்றும் பசப்பு வார்த்தைகள் பேசத் தொடங்குகின்றது.
போரும் முடிந்து, புலிகளும் முடிந்த பின்னர் - ஏதோ அவர்களே இறங்கி நல்ல தீர்வு வாங்கித் தருவார்கள் என்று எம்மை நம்பவைக்கும் விதமாகப் பேசி மயக்கத் தொடங்குகின்றது உலகு.
போரும் முடிந்து, புலிகளும் முடிந்து போன பின்னர் யாரும் தமிழனை ஏறெடுத்தும் பார்க்கப் போவதில்லை என்பது, சொல்லுகின்ற அவர்களுக்கும் கேட்கின்ற எமக்கும் தெளிவாகவே தெரியும்.
யாருடைய மயக்குதலுக்கும் நாங்கள் இனி ஆளாகத் தேவையில்லை; எல்லாம் முடிந்து போன பின்னர், கருணாநிதியின் கருணையும் எமக்குத் தேவையில்லை.
இந்த உலகத்தையே இப்போது நாங்கள் உலுக்க தொடங்கிவிட்டோம்.
சிவப்பும், மஞ்சளும், புலி பாயும் எங்கள் செங்கொடியுமாக - உலகத் தலைநகரங்களை நாங்கள் நிறைத்த பின்னர்தான், எமது செய்தி என்ன என்பதை நிதானமாகக் கேட்கின்றது உலகு.
'பயங்கரவாத'ப் பட்டம் சூட்டி - நிராகரித்து - எம்மைப் பயமுறுத்தி வைத்திருந்த காலம் எல்லாம் மலையேறிப் போயே போய் விட்டது.
உலக ஊடகங்களின் படப்பிடிப்புக் கருவிகளுக்கு நேர் முன்னால் நின்று - "விடுதலைப் புலிகள் எங்கள் சுதந்திரப் பேராளிகள்!" என்று நேரடியாகச் சொல்ல நாம் துணிந்து விட்டோம்.
"புலிகளுக்கு எதிரான போர் என்பது தமிழர்களுக்கு எதிரான போரேதான்" என்று நாம் உரக்கச் சொல்லத் தொடங்கிவிட்டோம்.
புலிகளைத் தடைசெய்து விட்டு - 'பயங்கரவாதிகள்' என்று தமிழனைக் கொச்சைப்படுத்தி ஒதுக்கிய நாடுகளின் காவல்துறையும், சட்டமும் - இன்று, புலிக்கொடிகள் தாங்கி நாங்கள் லட்சக்கணக்கில் அவர்களது தெருக்களிளேயே அணிவகுக்கின்றபோது - ஒரு ஓரமாகப் பார்த்து நிற்கின்றன என்பது தான் யதார்த்தம்.
இப்படி ஒரு காட்சியை இரண்டு வருடங்களுக்கு முன்னால் நாங்கள் கற்பனை கூடச் செய்து பார்த்தது கிடையாது.
புலிக்கொடி பிடித்தாலோ அல்லது புலிகள் பற்றிக் கதைத்தாலோ இந்த உலகம் எம் கதையைக் கேட்காது என்று மிக அண்மைக்காலம் வரை நாமே எமக்குச் சொல்லிக்கொண்டு சும்மா கிடந்தோம்.
ஆனால், இவ்வளவு காலமும் எமது போராட்டங்களுக்குச் செவிமடுக்காத உலகு, இன்று - புலிக்கொடிகளோடு நாங்கள் வீதிகளில் இறங்கிய பின்னர் தான் எங்கள் கதையைக் கேட்கின்றது.
விடாப்பிடியான - ஓய்வற்ற - எங்கள் போராட்டத்தின் மூலம் உலகத்தின் மனச்சாட்சிக்குள் பெரும் பூகம்பத்தையே நாங்கள் இன்று நிகழ்த்த தொடங்கிவிட்டோம்.
இருந்தாலும் - எமக்குச் சாதகமாக உலகில் எதுவும் நடக்காதது போல எமது பார்வைக்கு இப்போது தோன்றலாம்; அதில் இப்போதைக்கு ஓரளவுக்கு உண்மையும் இருக்கலாம்.
புலிக்கொடிகளோடு நாம் அலைந்து திரிவது தான் அதற்குக் காரணம் என்று சிலர் சொல்லப்பார்க்கின்றார்கள்; ஆனால், உண்மைக் காரணம் அதுவல்ல.
எமக்குச் சாதகமான சூழல் வெளிப்படையக அமைவது தாமதம் ஆகுவதற்கு இரண்டு முதன்மையான காரணங்கள் உள்ளன:
ஒன்று -
தங்களது தலைநகரங்களை நிறைத்துப் போராடுகின்ற தமிழரது உணர்வுகளுக்கு அடிப்படையாக உள்ள தமது 'மனிதாபிமான விழுமியங்களுக்கும்' (Humanitarian Values) -
சிறிலங்காவைத் தனது கைப்பொம்மையாக வைத்து ஆட்டுகின்ற இன்றைய இந்திய அரசுடனான தமது 'வெளியுறவுக் கொள்கை'க்கும் -
தென்னாசிய, இந்த சமுத்திர பிராந்தியத்தில் தமக்கு இருக்கின்ற 'கேந்திர நலனுக்கும்' இடையில் பின்னப்பட்டிருக்கின்ற 'இராஜதந்திர' வலையில் இந்த உலகு சிக்குண்டிருக்கின்றது.
இரண்டாவது -
அங்கீகாரம் பெற்ற ஒரு நாட்டின் அரசாங்கம் (Government of a Sovereign State) என்ற வகையில் - தனது ஆட்சி எல்லைக்குள் உள்ள நிலம் மீதும், மக்கள் மீதும் தனது சக்தியையும் அதிகாரத்தையும் பிரயோகிக்கும் உரிமை சிறிலங்கா அரசிற்கு உள்ளதால், தனது அதிகார பலத்தை தனது எல்லைக்குள் மட்டும் பிரயோகிக்கும் ஒர் அரசாங்கத்திற்கு எதிராக எதுவும் செய்ய முடியாத 'சட்ட வலைக்குள்ளும்' இந்த உலகு சிக்குண்டுள்ளது.
எமக்குச் சாதகமான சூழல் உலகில் ஏற்படாதது போல தோன்றுவதற்கு இவை இரண்டுமே முதன்மைக் காரணிகள்; ஒரு அளவுக்கு மேல் எம்மால் எதனையும் இந்த உலகிடம் இப்போதைக்கு எதிர்பார்க்கவும் முடியாது.
உலகை ஆளும் இயங்கு மையம் 'மேற்கில் இருந்து கிழக்கு நோக்கி' நகர்ந்து தென்னாசியப் பிராந்தியத்தில் இப்போது நிலைகொள்வதாகச் செல்லப்படுகின்றது.
'ஒற்றை வல்லரசு' தகுதியை அமெரிக்கா இழந்துவர - 'பூகோள வல்லரசு' என்ற நிலைக்காக இந்தியாவும் சீனாவும் இப்போது போட்டியிடுவதாகவும் நோக்கப்படுகின்றது.
இவற்றுக்குப் பின்புலமாக - பொருளாதார, அரசியல், பாதுகாப்பு மற்றும் கேந்திர நலன்கள் கொண்ட - நுணுக்கமான பல காரணங்கள் இருக்கின்றன.
நடந்துவரும் இந்த உலக மாற்றத்தைப் பின்னணியாக வைத்தே, தமிழ்த் தேசிய விடுதலைப் போராட்டத்தையும் நாம் நோக்க வேண்டியுள்ளது.
இந்தியாவை மீறி இப்போதைக்கு இந்த உலகம் எதுவும் செய்ய முடியாதுள்ளது என்பதையும் இந்தப் பின்னணியை வைத்துத்தான் நாம் பார்க்க வேண்டும்.
2001 செப்ரெம்பருக்குப் பின்னான உலகச் சூழலைச் சரிவரக் கணிக்காமல் விடுதலைப் புலிகள் இயக்கம் விட்ட சில அரசியல் - இராஜதந்திர - இராணுவத் தவறுகளும் இன்றைய பின்னடைவு நிலைக்குக் காரணம் என்பதும் உண்மைதான்.
ஆனால், இன்று நிலைமை எப்படி இருந்தாலும், எமக்கான காலம் உலகில் கனிந்து வருகின்றது என்பது தான் உண்மை; ஆனால், அது சற்று காலதாமதம் ஆகின்றது.
அடுத்து வருகின்ற ஓரிரு மாத காலம் தான் தமிழினத்தின் தலைவிதியைத் தீர்மானிக்கப் போகின்ற காலம்.
இதுதான் உச்ச நேரம்; இந்த ஒரிரு மாத காலத்தின் ஒவ்வொரு நாளும் பெறுமதியானவை.
உலக ஓட்டத்தை உற்று நோக்கினால் ஒரு விடயம் எமக்குத் தெளிவாகப் புரியும்; இனத் துடைத்தழிப்புப் படுகொலைகள் உலகில் நிகழ்ந்த போது, எங்குமே அவை தடுக்கப்பட்டதில்லை.
இன அழிப்புக்கள் நிகழும் போது யாரும் அதில் தலையிடுவதுமில்லை: அவ்வாறு தலையிடாமல் இருப்பதற்கு அவரவருக்கு அவரவரது சொந்தக் காரணங்கள் உண்டு; யாரையும் இதில் குற்றம் சாட்டவும் முடியாது.
எல்லாம் முடிந்த பின்னர் தலையிட்டு - விசாரணை, புனர்வாழ்வு, மீள் கட்டுமானம், அது, இது என்று அடுக்கெடுப்பது தான் உலக வழமை.
அதுதான் - "Post Conflict Scenario"
இப்போது - எமது விடயத்திலும் - போரும் முடிந்து, இன அழிவும் முடிந்த பின்னர் - பெட்டி படுக்கைகளோடு வந்து இறங்குவதைத் தான் "போருக்குப் பின்னான காலம்" என்று பேசுகின்றார்கள்.
ஆனால், தமிழர்களைப் பொறுத்தவரையில் -
முன்னைய காலங்களில் இனத்-துடைத்தழிப்புக்கு உள்ளாகிய இனங்களுக்கு இருந்திருக்காத சாதகமான புற மற்றும் அகச் சூழ்நிலைகள் எமக்கு இப்போது உள்ளன என்பது தான் நாம் இங்கே கவனிக்க வேண்டிய விடயம்.
நான்கு விடயங்கள் முக்கியமானவை:
ஒன்று - எப்போதோ முடிந்துவிடும் என எல்லோராலும் எதிர்பார்க்கப்பட்ட போதும், மிகப் பலமாக இன்னமும் தொடரும் விடுதலைப் புலிகளின் மரபுவழி ஆயுதப் போராட்டம்.
இரண்டாவது - அனைத்துலக அரங்கில் தமிழர்கள் நடத்தும் - மிக வலிமையான - உதாசீனம் செய்து ஒதுக்கிவிட முடியாத பேரெழுச்சிப் போராட்டங்கள்.
மூன்றாவது - தமிழ்நாட்டு மக்களின் - கேள்விக்கிடமற்ற - ஏகோபித்த துணையும், உலகத் தமிழினம் ஒரே குடையின் கீழ் அணிதிரண்டிருக்கும் பலமும்.
நான்காவது - உலக வல்லரசு நிலைமாற்றங்கள், தென்னாசியாவின் வளர்ந்து வரும் கேந்திர முக்கியத்துவம் என்பவற்றுடன், இந்தியத் தேர்தல்.
இந்த நான்கில் முதல் இரண்டு விடயங்களும் ஒன்றோடு ஒன்று பிணைந்துள்ளன.
இன அழிப்புப் படுகொலையைத் தடுத்து நிறுத்துங்கள் என்று போராடினால் தான் உலகத்தின் கவனத்தை நாம் ஈர்க்க முடியும் என்பது எந்த அளவுக்கு உண்மையோ, ஆயுதப் போராட்டம் உச்சமாக நிகழ்கின்ற போது முன்வைத்தால்தான் எமது அரசியல் கோரிக்கைகளும் எடுபடும் என்பதும் அதே அளவுக்கு உண்மை.
இன அழிப்பைத் தடுத்து நிறுத்துங்கள் என்று மட்டும் போராடினால், சில சமயம் இன அழிப்பைத் தடுக்க முடியாமலே கூட போய்விடலாம்; ஆனால், தெளிவான அரசியல் கோரிக்கையையும் முன்வைத்துப் போராடினால் - இன அழிவையும் தடுத்து, அரசியல் உரிமைகளையும் பெற்றுவிடும் சாதகச் சூழல் எமக்கு கனிந்து வருகின்றது.
எனவே - இன அழிப்பைத் தடுக்கும் படி போராடி உலகத்தின் கவனத்தை ஈர்த்து, ஈர்க்கப்பட்ட அந்தக் கவனத்தின் முன்னால் எமது தெளிவான அரசியல் போரிக்கைகளையும் நாம் முன்வைக்க வேண்டும்.
அதற்கு இது தான் மிகச் சரியான நேரம்.
அடிப்படையான எமது அரசியற் கோரிக்கைகள் இரண்டே இரண்டு தான்.
அந்த இரண்டு அடிப்படை அரசியல் கோரிக்கைகளில் எந்தவித மாற்றங்களும் இருக்கக் கூடாது; ஏனெனில், அவை இரண்டுமே, மேற்குலகு போற்றும் 'ஜனநாயக' வழிமுறைகளினூடாகத் தமிழர்களால் ஏற்கெனவே தெளிவாகச் சொல்லப்பட்டுவிட்ட விடயங்கள்.
ஒன்று - 'தமிழீழத் தனியரசே எமக்கான தீர்வு': 1977 நாடாளுமன்றத் தேர்தலில், அந்தத் தீர்வுக்கு வக்களித்து, நாம் அதனைத் தெளிவாகச் சொல்லியாகிவிட்டது. அதில் இப்போது எந்த மாற்றமும் இல்லை; தமிழர்களுக்கு என்ன தேவை என்பதைத் தீர்மானிக்க இனி ஒரு பொதுவாக்கெடுப்பும் (Referendum) தேவையில்லை.
இரண்டாவது - தமிழீழ விடுதலைப் புலிகளே எமது ஏற்றுக்கொள்ளப்பட்ட அரசியல் பிரதிநிதிகள் (Authentic representatives): 2004 நாடாளுமன்றத் தேர்தலில் அந்த அங்கீகாரத்திற்கு வாக்களித்து, விடுதலைப் புலிகள் பற்றிய தமிழர்களின் நிலைப்பாடு தெளிவாகச் சொல்லப்பட்டுவிட்டது. அதில் எந்த மாற்றத்திற்கும் இனி இடமில்லை.
இந்த இரண்டு அடிப்படை அரசியல் கோரிக்கைளையும் இந்த உலகம் வெளிப்படையாக ஏற்றுக்கொள்ளும் விதமான புறச்சூழல் நிச்சயமாக ஏற்படும்.
- 'புலிகள் எங்கள் சுதந்திரப் போராளிகள்' என்பதை இந்த உலகத்தின் செவிப்பறை கிழிய நாம் தொடர்ந்து சொல்லிக்கொண்டேயிருக்க -
- சிங்களப் படைகளின் முன்னேற்றங்களுக்கு எதிராகப் புலிகள் தொடர்ந்து போராடிக் கொண்டே இருக்க -
- காங்கிரஸ் - கருணாநிதி கூட்டணியைத் தோற்கடித்துத் தமிழ்நாட்டு மக்கள் புறந்தள்ள -
இந்த மூன்று நான்கு விடயங்களும் ஒரு சேர நடக்கின்றபோது - எமக்கான ஒருநாள் நல்லவிதமாக விடிந்தே ஆகும்.
இந்த மூன்று விடயங்களும் ஒருசேர நடக்கின்ற போது - இந்த உலகம் எமது குரலைக் கேட்டுத்தான் ஆகும்; எமக்குச் சாதகமான முடிவுகளை எடுத்துத்தான் ஆகும்.

Conventional war is almost over. If Sonia-Congress is not ousted in India, or if a new government there maintains same level of involvement in the Eelam issue, we are set to enter a period of Iraqi style insurgency. During that time, safeguarding the Tamil civilians, by holding internal apex institutions accountable, becomes the sole responsibility of the Diaspora.

The United States government is deeply concerned about the current danger to civilian lives and the dire humanitarian situation created by the fighting in the Mullaittivu area in Sri Lanka. We call upon the government and military of Sri Lanka, and the Tamil Tigers to immediately stop hostilities until the more than 140,000 civilians in the conflict area are safely out. Both sides must immediately return to a humanitarian pause and both must respect the right of free movement of those civilian men, women and children trapped by the fighting.
The United States calls upon the government of Sri Lanka to assist its Tamil citizens by halting shelling of the safe zone, permitting international monitors to ensure the safe exit of the civilians. The government of Sri Lanka should also enforce international humanitarian standards in IDP camps, grant visas to international aid groups and permit entry into Sri Lanka of international monitors and media access to those camps.
The Sri Lankan government, as the legitimate sovereign power, has before it an opportunity to put an end to this lengthy conflict. A durable and lasting peace will only be achieved through a political solution that addresses the legitimate aspirations of all Sri Lankan communities. Further killing, particularly killing of civilians, will not end the conflict and will stain any eventual peace. We urge the Sri Lankan government to employ diplomacy to permit a peaceful outcome of this conflict. We call on the Sri Lankan government to put forward a proposal now to engage Tamils who do not espouse violence or terrorism, and to develop power sharing arrangements so that lasting peace and reconciliation can be achieved.

The wounded Tamil estate workers are admitted to the Intensive Care Unit (ICU) in Monaragala government hospital.
Following the killing of twelve Sinhala villagers in Buttala in two separate incidents by unidentified armed men Saturday and Monday, a Sinhalese youth had come to the Tamil estate workers and threatened all of them to leave.
The Tamil youths in the houses had got together and chased the Sinhalese youth away.
The youth had returned with the gang of Sinhalese armed men who opened fire on the estate workers’ houses.
The terrified Tamil estate workers in their hundreds had fled away seeking safety in the nearby jungles.

IC is limited in what it can do. While Sri Lanka is no major player on the international scene, nobody wants to take on India.
Many in the UK have been very open about their limitations in intervening in what even they call 'India's issue'.

By the way, DBS's latest story on Theepan is again stupid with no logical basis. He tries to convince the Tamils of his story by glorifying Theepan, saying he refused to escape so that he could die with his men. Well said Wijayapala. By the rate Peter and Badri & Co going, they must be the most enthusiastic diaspora a country can every have (my mistake, an imaginery country) can ever have. I'm just waitng how long LTTP will take to ackowledge the Sun God's death, when and if it happens. Two more generations I guess.
One thing I must admit though is their perseverance. It is second to none. By the looks of it, fund flows may not be stopped for a quite while yet.
However, one thing is sure these diasporas will never send their own children for teh 'cause' fighting alongside with the 'low class' peoples' kids. I am also sure, if Ealam is ever established, they will never come to live their either.

President visits Kilinochchi: 'first ever visit by a head of state'
H.E the President and Commander-in-Chief, Mahinda Rajapaksa visited the recently liberated Northern Town of Kilinochchi today (April 16).
The President made this goodwill visit during the traditional Sinhala and Hindu New Year period to meet with the troops stationed there as well as IDPs and other civilians.
This is the first visit by a Head of State to this part of Sri Lanka after the first Prime Minister Rt. Hon. Mahamanya D.S. Senanayake toured the area in early 1950s.
Killinochchi was considered the headquarters and administrative centre of the separatist LTTE, until it was taken over by the security forces on January 02 this year, in the current operations to eliminate terrorism from this country.
On the arrival at the proposed new hospital complex in the heart of Kilinochchi town Thursday (16) morning, the President and his entourage were received by Defence Secretary Mr. Gotabaya Rajapaksa, Chief of Defence Staff Air Chief Marshal Donald Perera, Commander of the Army Lieutenant General Sarath Fonseka, Commander of the Navy Vice Admiral Wasantha Karannagoda, Commander of the Air Force Air Marshal Roshan Goonatilake and Inspector General of Police Jayantha Wickaramratne who had arrived in Kilinochchi prior to the visit of the Presidential team.
At the outset, General Officers Commanding 57 and 58 Divisions Major General Jagath Dias and Brigadier Shavendra Silva briefed the President on the tiring long march made for liberation of Kilinochchi by respective Divisions from the commencement of the Wanni humanitarian operation.
During this historic visit, President shared his thoughts with valiant soldiers present at the venue while joining them to taste traditional sweetmeats during tea. A cross section of soldiers from all ranks representing Wanni-based military units received New Year gifts from the President. A large stock of weaponry including artillery and other sophisticated guns captured by the Army from the LTTE was also kept on display for President's inspection.
President Mahinda Rajapaksa along with President's Secretary Mr. Lalith Weeratunge, Defence Secretary Mr. Gotabaya Rajapaksa and military top brass saw with his own eyes the damage caused by the LTTE to public property such as schools, hospital and the water tank before their eviction.
He also visited the former LTTE Peace Secretariat and Political Headquarters in Kilinochchi town.
On his return, President and the retinue landed in Vavuniya where Commander Security Forces Headquarters-Wanni (SFHQ-W) Maj. Gen. Jagath Jayasuriya received them. President Mahinda Rajapaksa as Commander-in-Chief addressed the members of tri services, Police and Civil Defence Force in Wanni and appreciated their service before he distributed parcels of sweetmeats among them.

Father perished with a son, Saving another son: During the second week of April, a father managed to save his 17 year old son from conscription in this way. However he was he was shot on the forehead and killed on the spot by a group of pursuing militants as he was making good his escape with his family. He had been leading a group of families along an escape route about 11.00 AM dodging militant sentries who had been placed at the edge of the NFZ. Just as they were part way across the lagoon, a group of militants spotted them and came after them firing. This father was carrying his 10 year son on his shoulders and fell just as he was climbing ashore at the other end. The younger son on his shoulders got injured just below his chest. He had initially started running with the crowd crying to his God for help, and then returned to his father and lay over his body sobbing in silence. In the meantime the wife, the 17 year son and his younger sister had, after getting to the shore run towards the army with their fellow escapees, thinking that the father was also coming behind them. The gun fire from the pursuing militants gave them no chance to stop and look behind. The escapees were encouraging each other to push ahead without a moment’s delay. It was only as they stopped at the other end that they were told by one who had come behind them that the father was fallen at the water’s edge and the son was injured and was clinging to the father. The elder son took out his purse with the NIC and other documents threw it on the ground and ran back. He picked up his younger brother, tugged at his father for some time only to spot the wound, and ran back. The army received them with real sympathy, fed them and gave priority to send this family to Omanthai. Word got to the brother of the deceased living in the government-controlled area. They went to Vavuniya. The mother and the injured son had been brought to Vavuniya hospital by this time. The boy succumbed to his injuries. The police OIC showed a lot of sympathy in responding to the request of the family to get the other two children down from Omanthai in order to take them to the funeral. He used his cell phone to get in touch with the officer in Omanthai, got them down and completed the paper work to release them.

The Liberation Tigers of Tamil Eelam: Essential Points

A Fascinating Terrorist Group
Arising in the mid-1970s, the Liberation Tigers of Tamil Eelam (LTTE) have become one of the world's leading terrorist groups. Following the classic model of a 'National Liberation' movement of those years, they escalated their activities in the early 1980s to create a guerrilla force, and the resulting civil war has continued ever since.
The LTTE remain noteworthy for several reasons. These include:
1. A history of innovative tactics and techniques. The LTTE were (until surpassed by various Palestinian groups during the 2000-04 Second Intifada) the most prolific users of suicide bombing tactics, pioneered the use of the suicide belt-bomb, and introduced many new tactics including the use of hang-gliders and ultra-light aircraft, frogmen, improvised submarines and much else.
2. A unique use of Émigré communities to support their cause. While the use of emigrated nationals to support various homeland conflicts is an old story; the Tigers were unique in facilitating the Diaspora of Sri Lankan Tamils into Western democratic states. As hundreds of thousands of Tamils made the transition from poor refugees and newly landed immigrants to prosperous citizens, they were controlled to a degree never seen before and systemically milked for contributions to support the LTTE's war effort. Diaspora organizations that opposed Tiger perspectives were simply not allowed to exist.
3. An immediate resort to sophisticated organized crime. There is a very long history of various insurgent movements turning to organized crime to meet their expenses and payroll; this is usually a gradual process. As the Tigers helped establish the Sri Lankan Tamil Diaspora, they also used it as a foundation to help spread an international network of smugglers and narcotics traffickers. The vast majority of Tamil émigrés are law-abiding with little tolerance for the criminals in their own community: Yet the speed with which Tamil organized crime networks became established in the 1980s and early '90s was remarkable.
4. Close harmonization of all aspects of the movement. Few terrorist groups act in isolation. Most have some manner of political front, arrangements for logistics, and mechanisms to raise money through legitimate and criminal means. For the LTTE ever since the early 1980s, a variety of political fronts, fundraising organizations, arms and equipment purchasing, and various criminal enterprises have always worked closely together.
On the War in Sri Lanka
Few conflicts have simple causes, and the human appetite for easily understood narratives inevitably casts the players in a conflict into roles as 'good guys' and 'bad guys', with helpless victims on the side. The reality is always different.
Sri Lanka is a complex society with complex problems. The insurgency that the Tamil Tigers began in the mid-1970s arose for a number of reasons. Some of the validations for the conflict and the Tigers' behaviour are true, as many are false. Some of the conditions that generated the conflict have changed, some never will.
As of 2001, the Sinhalese constitute 74% of Sri Lanka's population, Tamils are 18%, Muslims 7% and Burghers comprise most of the rest of the country's people.
Sri Lanka underwent major population growth after independence in 1948. The new country invested heavily in education (and many Tamils were predisposed to embrace the opportunities this presented). By the 1960s there were greater expectations among young Sinhalese and Tamils than the island could provide. In such circumstances many under-employed youth will be attracted to extremist ideologies. This included Maoism and a 1971 revolt by the Maoist young Sinhalese of the Janatha Vimukthi Peramuna (JVP) was quashed -- leaving an estimated 15,000 dead.
Frequent episodes of Sinhalese nationalism during this time also limited the ability of many Tamils to find education or employment according to their expectations and the international climate of revolutionary politics and national liberation movements had its attractions. The successful independence of Bangladesh from Pakistan (accomplished after severe repression and a major Indo-Pakistani war) was also an inspiration. In the early 1970s, some 30 Tamil independence groups had formed and five armed factions made their appearance:
The war itself has gone through a number of phases. These include:
* 1970-1976: Growing violence within Sri Lankan Tamil community: Internal militancy grew as young militants attacked high caste Tamil elites and federalist Tamil politicians while emerging Tamil 'national liberation' movements attempted to redirect violence towards Sinhalese.
* 1976-1983: Classic Terrorist Group: The LTTE is created and established connections with Middle Eastern terrorist groups and Indian intelligence agencies. It worked to limit effects of liberalizing government policies and to destabilize local areas, encouraging repression by police and military to polarize Tamil society. Terrorist cells evolved into embryonic guerrilla forces. Base organization of Diaspora political front organizations and overseas organized crime by LTTE-related gangs first appeared in Europe.
* 1983-1987: Classic Guerrilla Warfare: LTTE attacks provoked violent communal rioting by Sinhalese, hundreds of Tamils were killed and tens of thousands displaced inside Sri Lanka. LTTE guerrillas began to engage in conventional warfare with the Sri Lankan Army. The Tigers encouraged refugee emigration into Western Europe, Australia and Canada while using political fronts to tap them for support in their new countries. The Tigers began to destroy rival Tamil militant organizations and absorb other factions.
* 1987-1990 Indian Imposed Peace Accords: The imposed settlement of the conflict resulted in extremely hostile opposition among Tamils and Sinhalese alike. The Sinhalese JVP initiated a second revolt against the government, which was suppressed with the loss of over 40,000 lives. The Tigers took on the Indian peacekeeping force and inflicted very heavy casualties. By 1990, India bailed out and the Sri Lankan civil war returned with full force.
* 1990-2002 Nearly Continuous Civil War: Aside from a brief ceasefire in 1994/5; warfare continued, with first the Army and then the Tigers gaining the upper hand in fighting around key areas in the Island's north. The Tigers assassinated two national leaders -- India's Rajiv Gandhi and Sri Lanka's President Ranasinghe Premadasa -- and engaged in "ethnic cleansing" against Sinhalese and Muslims. They conducted frequent terrorist attacks elsewhere in Sri Lanka, and encouraged the growth of the Diaspora movement. During this time, the Tigers first resorted to maritime piracy; established their own shipping line and created a sophisticated administrative apparatus inside their controlled territories.
* 2002-2008 The Attempted Peace Process: Twelve years of warfare in northern Sri Lanka had resulted in a deadlock, and in early 2002 a cease-fire agreement was signed by the LTTE and the government. However, both sides had fundamentally irreconcilable positions - Sri Lanka wanted to remain intact while LTTE demands inevitably led to a fractured state. By September 2004 the Tiger Fronts started to condition the Diaspora community for a return to the conflict and a series of incidents suggested the LTTE hoped to provoke a response from the Sri Lankan military. The 2004 Tsunami hit eastern Sri Lanka especially hard, probably delaying the return of the conflict but giving the Tigers new opportunities to raise money, stockpile supplies and recruit children. The Tigers also murdered hundreds of Tamil politicians from non-Tiger parties (particularly during the 2004 elections).
* 2008-2009 Return to War: The Tigers were not alone in preparing for a return to hostilities and the LTTE's desire for a return to the conflict had estranged many former supporters inside Sri Lanka and the Diaspora. The Sri Lankan government went heavily into debt to finance an expanded military and acquire new capabilities. The 2004 defection of a senior LTTE leader - Colonel Karuna - had also enabled the Army to shift resources when the fighting resumed. The Sri Lankan military was able to concentrate in a series of offensives and inflicted enormous losses on the LTTE through late 2008 and into 2009.
After 25 years of more or less continuous guerrilla war, the Sri Lankan government finally tipped the balance. Employing new weapons and expensive new resources, the Army was able to drive the LTTE out of many areas and overran sanctuaries that the Tigers had controlled for years. In January 2009, after a series of battlefield defeats, the LTTE guerrilla force retreated into a tiny enclave (less than 30 square km) between two lagoons in northeastern Sri Lanka around the town of Puthukkudiyiruppu.
The Tigers pulled between 70,000 (Army estimate) and 200,000 (LTTE estimate) Tamil civilians into their enclave with them, and have been using them as human shields, a forced labour pool, and a last source of compelled conscripts and child soldiers. Two months later, the LTTE's situation had not changed, and the end of the guerrilla war is in sight. Taking your own people hostage, then pleading for their safety and welfare is unusual. Even at bay the Tigers remained innovative.
The Genocide Myth
Terrorist groups, aspiring revolutionaries and other kinds of insurgents usually like to present a simplistic and unambiguous narrative that justifies their behaviour. Like all simple stories, there have to be heroes and villains, and evil to be overcome� it's not hard to imagine where those who construct such narratives like to place themselves.
The LTTE's first and most enduring objective was the creation of a Tamil homeland on Sri Lanka; the justification for this goal was the idea of Sinhalese genocide against Sri Lankan Tamils. The offered proof for this genocide was the communal rioting of 1983 in which many Tamils were killed, injured or dispossessed. Since then, Tigers have used the events of 1983 as justification for their own deeds; and the Diaspora's reaction to the imminent victory of the Sri Lankan military is a redoubled effort to brand Sri Lanka as a genocidal regime.
A basic principle in the revolutionary 'National Liberation' model that the Tigers followed in the 1970s and early 1980s is the use of violence to provoke an over-response by aggrieved authorities. Whenever police and military can be induced to use indiscriminant violence against a community that an insurgent claims to represent, it makes the insurgent's case for him. By way of analogy, imagine being repeatedly kicked in the shins by someone until you punch him in response, so that he can cry to all nearby that you just hit him without provocation. There's always someone prepared to believe him.
In the LTTE's formative years, many Sri Lankan police and military obligingly went along with the pre-written script; clumsily using violence in response to provocative outrages; and alienating more and more Tamils. On July 23rd, 1983; 13 Sri Lankan soldiers were killed in a Tiger ambush, and the incident was given full play by the Sri Lankan government (although it kept quiet about the subsequent murder of 14 Tamils by the Army the next day). At the funeral for the soldiers on the evening of the 24th, rioting broke out and subsequently, somewhere between 200 and 2,000 Tamils - estimates vary widely -- were killed and up to 100,000 were displaced by Sinhalese mobs.
Despite the numerous examples of Sinhalese sheltering their Tamil neighbours, the damage had been done, and the Tigers then had all the justification they ever needed. They seldom discuss the years preceding 1983, and often would have credulous Westerners believe that they arose solely in response to these riots.
However; since 1983; there has been no repeat performance of similar mob behaviour by Sinhalese. No mob violence followed the news that 1,200 Sri Lankan soldiers were killed by LTTE guerrillas (300 after surrendering) when the Mullativu army base was overrun in 1996. Nor was there any vigilantism after some spectacular LTTE truck bombings in Colombo. No mobs appeared in 1998 when the Temple of the Tooth - one of the holiest places in Sir Lankan Buddhism - was attacked by a Tiger suicide bomber. Part of the Tiger's incentive for these outrages may have been a hope that Sri Lankan Sinhalese would repeat their behaviour of 1983, but they never have.
There have been frequent instances of human rights abuses, extra-judicial homicide and carelessness about collateral damage by the Sri Lankan military. These are distressing, but do not constitute genocide.
Genocide, as we have all too often seen, requires much more extensive and enthusiastic massacres than a week of violent rioting 26 years ago. It requires wholesale ethnic cleansing - which is something the Tigers have repeatedly attempted, but not so the Sri Lankan authorities. It requires labour camps and death camps - something that the Sri Lankans have never built. Notwithstanding the events of 1983, Colombo and other Sri Lankan cities have large populations of Tamils who haven't felt the need to live in fear and apprehension of their neighbours for the past quarter century.
The charges of genocide from the LTTE and their supporters have no merit, and should be immediately ignored whenever they are raised.
The Tigers Claim to Tamil Leadership
In the 33 years of the LTTE's existence the Tigers have repeatedly claimed to speak for all Sri Lankan Tamils. This has never been true, although thousands of Tamils have been killed by the Tigers to substantiate this claim.
In numerous other instances around the world, terrorists and insurgents have expended a great deal of time and effort to ensure that they are the sole 'legitimate' voice for the people they claim to represent. What is seldom remembered is that it took intimidation and murder to ensure this situation could be achieved. One should remember how that much of the violence in Apartheid South Africa of the 1980s, in Ulster in the 1970s, or among the Palestinians in the 1950s, was the result of infighting among various factions. Many of the first victims of the Bolsheviks in Russia were other Leftists; and Hitler's first spree of mass murder was to suppress Rohm's SA within his own Nazi Party.
Whatever the claims of the LTTE, Sri Lanka's Tamils were never one united community. Some Tamils have ancestors who arrived in Sri Lanka over 1,500 years ago; other Tamil communities have been present for less than 200 years. There are cleavages within the Tamil community based on class, region, religious caste, and occupation. Some Tamils are so intermarried with their Sinhalese, Muslim or Burgher neighbours that they are barely conscious of their identity.
Many Tamils have no love for the LTTE - with profound reason. The Tigers were ruthless in murdering the leaders of rival insurgent groups such as PLOTE, the EPRLF, and TELO; and in purging potential rivals within their own ranks to their leader, Vellupillai Prabhakaran. The toll among Tamil figures who were opposed to a militant path has been very heavy and continuous - some 200 in 2004 alone. It must be remembered that the first murder by the embryonic LTTE was a Tamil federalist politician, killed by Prabhakaran personally.
The LTTE's indiscriminate attacks with time bombs and booby traps on buses, and with truck bombs on office buildings, could not distinguish between Tamils, Sinhalese, Muslims and Burghers. Ethnic cleansing activities often involved massacres and midnight attacks on rural communities, which also made it difficult for machete-wielding Tigers to distinguish Tamils from intended victims.
Tamils in Sri Lanka who have tried to shield their children from conscription by the Tigers (who are notorious for using child soldiers) and educators who tried to keep the Tigers out of their school rooms have been killed by the LTTE. Tamils who objected to paying war-taxes, or who opposed the Tigers in other ways have also disappeared, or have been wiped out along with their families.
In the past two months, many of the Tamils compelled to act as human shields have been killed by the Tigers as they tried to escape. Others, hastily armed and forced into the ranks of the Tigers, have fired on the guerrillas in an attempt to save themselves and their families.
Whenever the Tigers or their supporters insist they are speaking for all Sri Lankan Tamils, it is an insult to some very brave people to accept this claim.
Some Questionable Chums
The Tigers began by adopting the traditional model of a national liberation movement in the 1970s, and they were soon tied into the networks of indirectly Soviet sponsored international terrorism that existed in those days. At various times, Asian Defence Journals, investigative reporters, and Jane's Defence Review have linked the LTTE to:
* The Popular Front for the Liberation of Palestine (PFLP); LTTE members were at their training camps in South Lebanon during the late 1970s and apparently again after 1983.
* The Palestinian Liberation Organization; again, this was in the 1970s when the PLO was a terrorist group in Lebanon. The PLO was also said to be providing some training for the LTTE in southern India.
* The Moro Islamic Liberation Front (MILF); The LTTE was reported to be helping train members of this al Qaeda-related group from Mindanao in the Philippines during the 1990s.
* The Abu Sayyaf Group; a successor to the MILF and more conventionally tied to al Qaeda. The LTTE was also said to be training their members in the late 1990s.
* Jemaah Islamiya: The Indonesian 'franchise' of al Qaeda. The LTTE is said to have helped train JI members in maritime terrorist tactics in the 1990s.
* Al Qaeda: Besides providing training (presumably on a commercial basis) to a number of member organizations within al Qaeda; the LTTE has assisted members of al Qaeda with false passports and in joint arms purchases before the 9/11 attacks.
Over the decades, the LTTE has frequently pioneered terrorist techniques that have been copied by other groups. These include the suicide belt bomb famously used in the 1991 assassination of Rajiv Gandhi and later to such effect during the Second Intifada by the Palestinians, the use of chlorine tanks in vehicle bombings to generate a gas cloud, later much copied by al Qaeda in Iraq,and suicide speed boat attacks such as were later seen in the attack on the USS Cole. This has led to widespread speculation that the LTTE provides training and instruction for other terrorist groups.
The LTTE has been involved in heroin trafficking since the late 1970s. They have been linked to heroin distribution in Canada, France, Italy, Poland and Switzerland; and major shipments of heroin and opium to and from India, Myanmar, Pakistan, Thailand and Sri Lanka itself.
The LTTE has been accused of piracy on numerous occasions and is linked to the capture of eight freighters in the Indian Ocean since 1995. The entire crews of two ships are missing, and it is assumed they were murdered by their captors.
Criminal enterprises associated with former LTTE members in many countries include human trafficking, extortion, credit card fraud, counterfeiting, commercial fraud and much else. Organized criminal activity in any Western country requires a degree of cooperation with various other criminal societies and Tiger criminal enterprises have cooperated with Bikers, Chinese Triads, Russian and Italian Mafias, and a variety of other groups over the years.
Protesting for the Tigers
Notwithstanding their interest in carving out a single ethnic state in Sri Lanka, LTTE political fronts in Diaspora communities have always stressed multicultural politics in their new societies. The Tiger Fronts in Canada made early connections with 'anti-racism' groups as a way of securing allies in their fight to keep liberalized refugee policies that facilitated easier immigration. They were also quick to cultivate political contacts, particularly with incumbent politicians. In Canada, this meant (in the mid-1990s) wooing the NDP at the municipal level, the Liberals federally, and the Conservatives in Ontario. Similar behaviour has been seen in Europe and Australia.
Among the Diaspora, the only organizations that were permitted to exist were at best strictly neutral and non-partisan. However, most were pro-Tiger. Tamils who had left Sri Lanka found that every Tamil cultural body, temple, newspaper, or language and immigration service that they might resort to was pro-Tiger. Being known to hold Anti-Tiger views was to risk ostracism (a severe threat to a new immigrant) or a beating. Trying to avoid paying 'War Taxes' meant running the same risks; and could result in penalties to family members still living in Tiger-controlled areas back in Sri Lanka.
Frequently, if the Tiger controlled front organizations needed to make a point, mass attendance at a protest march might be compelled. In recent years, Tamil store owners have been ordered to shut their shops to maximize attendance; and the men used to collect War Taxes might also go door to door in Tamil neighbourhoods ordering people to appear at events. However, as the Diaspora community matured and disappointment with the failure of the 2002 ceasefire grew, a growing number of Tamils started avoiding Tiger events. Legal prohibitions and orders against the LTTE and its front organizations in a number of countries have also encouraged many Tamils to defy these groups.
However, the LTTE has controlled Tamil language media and education in Diaspora communities for years and many Sri Lankan Tamils still see the Tigers as champions of their people. There are many who remember the events of 1983 or human rights abuses and have decided to side with the Tigers. Much of the support for the Tigers is genuine and will remain so in future.
As the war in Sri Lanka grinds to a conclusion; the flare-up in protest activities is a natural outcome. It could be seen as a displacement activity and a rejection of an unpalatable reality for many Tamils. Imagine a Tamil immigrant in their 50s who gave a child to the movement and contributed thousands of dollars over 30 years; now imagine how desperate they might be to avoid seeing the cause come to an end and all their sacrifices come to naught.
For many of the children of Tamil immigrants, their idea of their Sri Lankan Tamil identity was entirely defined by the Tigers. The heroes they were encouraged to emulate were LTTE veterans at the Diaspora's "Martyr's Day" celebrations who paraded under the Tiger flag in their old uniforms. They cannot accept that the Tigers were ruthless killers under the control of a pitiless sociopathic leader.
The problem for Tamils in the Diaspora is that they cannot really fit into their new societies as long as the Tigers exist and influence their lives. The problem for Sri Lanka is that it can never realize its true potential, as many other Asian countries have, so long as the Tigers remain. The LTTE arose as a radical response to a situation that existed decades ago, and it has long outlived its time.

A SEVEN-day hunger strike by Sri Lankan Tamils has ended after Government officials agreed to help their cause.Over 8000 supporters gathered outside the Department of Foreign Affairs and Trade (DFAT) office in Canberra's state circle this evening.
The protesters were demonstrating against the Sri Lankan government's treatment of Tamil Tiger separatists.
Geetha Mano, a protester, said a DFAT representative met with a delegation from the group and assured them the Australian government would do what it could to pressure Sri Lanka.
"We have been given assurance," Ms Mano said.
"We will wait and see if they will keep these promises."
Earlier, 27-year-old Mathivanan Sinathurai collapsed outside the protest and was taken by ambulance to hospital.
He was one of six hunger strikers who were taken around the state circle in wheelchairs.
Demonstrators said they were buoyed by a visit from Greens leader Bob Brown, who assured them he would push for media to gain access to the conflict zone in Sri Lanka and urge Australia's foreign minister to call for a ceasefire.
Protesters left a list of demands for Prime Minister Kevin Rudd before dispersing.
