Sri Lanka: East Has Become Bihar-Like

The abduction of Varsha and the Extra-judicial killings of the Alleged Abductors

Sri Lankans looked at their TV screens and newspapers last week with shock and shame as the story of the abduction and killing of six year old Varsha Jude Regi of Trincomalee came to the attention of the entire nation. Although much has been talked and written about this horror story, the real societal meaning has been glossed over. The abduction has taken place in an area where abductions for ransom are now quite common. People, depressed by the absence of the rule of law or any sort of protection, appeared to show pleasure when they heard about the extra-judicial killings of such abductors. These are clear features of a place where law does not exist. The other area in the Indian subcontinent which has become infamous for similar abductions and lawlessness is Bihar in India. Now the common saying in India is “if you are from Bihar do not tell anyone.”

Varsha’s tragic story is that this six year old went to school on Wednesday 11 March. By noon she was allegedly abducted by a person trusted by the family to teach the computer to her and her brother. He was known as “computer-uncle.” The abductors thereafter began negotiations with the relatives and the father who is working in the Middle East. The kidnappers demanded a Rs 30 million ransom. While the family members were negotiating giving a Rs 1 million, the girl’s body was found in a bag on Friday, 13 March. Her throat had been slit and the bag containing her body was left in a drain on New Moors lane in the heart of Trincomalee town.

Adding more to the horror of the story, two persons, Oswin Mervin Rinawushan and Vardharajen Janarathan were both found dead while in police custody. The police reported that after Rinawushan had been arrested and in police custody, he was taken out and that he then attacked the police. In retaliation the police shot him dead. The story relating to Janarathan is that when he, too, was taken out by police in handcuffs, he managed to pick up some cyanide and swallow it. It is said that there are a few more suspects. It is very likely that if they are arrested something similar would happen to them as to the earlier suspects.

Further adding yet more horror to the story, the two main political parties of the east TMVP and what is known as Kuruna’s party accused each other of being behind the kidnapping and the killing of the little girl. The TMVP has been accused of being behind the murder because the school bag belonging to little Varsha was found in the TMVP office. The TMVP stated that together with two thousand of their former cadres, Kuruna has joined the Sri Lanka freedom party and they had taken with them some of the office equipment of the TMVP. The issue for the public would not be which one of these groups is responsible but that it is the new political guardians of the Eastern province that are allegedly behind the assassination of little Varsha for purposes of ransom.

It has also come to light recently that there had been several other earlier abductions for ransom including a leading businessman, a manager of a movie theater and a bus conductor in Trincomalee. They are of course in addition to a much larger list of such abductions.

Important Considerations

a. When abductions become a common occurrence; this is a clear indicator of the breakdown of law enforcement. This is not a surprise in the East which was a theatre of civil war for a long time and which has come out of the control of LTTE not long ago. However, the role of government under these circumstances is to re-establish law enforcement as its number one task. The government has not approached the matter in this way and perhaps the government is not even capable of addressing the matter in this way. The reason the government is incapable of dealing with the matter is because, even in the safer area in the South, the failure of the rule of law is an admitted fact. A government that is not capable of imposing the rule of law in more safe areas in the South cannot be expected to be capable of ensuring the rule of law in the East.

b. Handing over the East to political groups which have no commitment to the rule of law; perhaps due to the very incapacity to uphold the rule of law, even in the South, the government has been willing to hand over the East to anyone so long as they do not oppose the government. The primary concern seems to be to accept electoral support from anyone who wishes to give it, irrespective of whether they are bandits or political criminals.

c. People’s pleasure in seeing extra-judicial killings of abductors; the police seem to be quite happy that the arrested abductors are no longer alive and even state that people are very happy about their deaths. This kind of mental attitude is a sad demonstration of people’s helplessness in the face of failed law enforcement. In such situations people either take to lynching of alleged criminals themselves or are quite happy when the police do it for them. Almost daily stories of this kind are heard from Bihar. Sometimes a few people are killed in what is called encounter killings. Some video clips have been published in which a policeman on a scooter is shown with the alleged suspect tied to the back of the scooter and dragged along roads in a public place. When humanity descends to such a wretched situation, the only pleasure they can derive is to see cruelty perpetrated on their alleged tormentors. Any consideration of law or due process does not even enter their minds.

d. The entire population accepts the police story of the way the suspects had been found dead and do not want to probe it further to find the truth. Almost everyone suspects the police story about such deaths in police custody. In fact, no one believes these stories are true. But neither the government nor any other agency will want to probe into the matter. Any probe will surface too many additional factors which government and society are unwilling to deal with. To the extent of such unwillingness, the situation of lawlessness will remain unchallenged. Again, this is another similarity with Bihar. The problem of lawlessness is so complete and complex in Bihar that even the central government of India has not taken any significant action to deal with that part of India.

A Society Crippled by Shock and Shame

Sri Lanka today is a society crippled by shock and shame. It cannot even deal with such a humanly moving tragic situation of a child’s abduction and murder as in the case of Varsha Jude Regi. It is just another incident and another tragedy. To forget the tragedy as soon as possible is the best way out. Put the entire blame on the alleged abductors and then feel happy that those suspects are no longer alive. When the human psyche reaches such a state of uncaring, only extremely bold decisions by governments, with foresight enough to want to re-establish the rule of law, can rescue such a society again. Today, however, the leaders of the present regime are themselves the prisoners of the same situation. They can only shed crocodile tears for the loss of a child like Varsha.

It is civil society that must take the initiative and try to break out of this base condition of lawlessness seen everywhere in the country.

LTTE fighters are disciplined. Those who cannot remain disciplined join the SLA, SLFP barbarians to get government protection and become barbarians. These Karuna and Pillayan can kill any nmber of Tamils and will still be protected by the singhala genocidal armed forces becoz these two are contributing to achieve the GOSL's goal. This is the reason that Tamils should continue to struggle to get independence from the singhala barbarians!

These TMVP criminals were never LTTE cadres (except for the leaders like Karuna). All LTTE fighters that were under Karuna returned to Vanni LTTE, and Karuna freshly recruited criminals, murderers and child molesters as his new cadre. The Sri Lankan government is quick to embrace these low lifes as long as they pledge allegiance to Rajapaksa and the Lion flag. When LTTE ruled the east these criminals were locked up and hiding, because they would be punished by the just law of the LTTE.

A year and half ago my aunty visited SL where in Vavuniya she was abducted by PLOTE for money, and later they released her after getting some ransom money. In the same period, one of my family relatives, a local of Vavuniya, held for ransom by PLOTE in Vavuniya, and he had to pay 8 laks SLR before his release.

II.4 Abuses in the LTTE-controlled East: The Tragedy of Paduvankarai

II 4.1 The Disappearance of Children from Arivuchcholai


On 14th August the Sri Lankan Air Force bombed a camp for schoolgirls in Vallipunam in the Vanni where the girls were under compulsion attending training that could at worst be termed pre-military. The LTTE placed the dead at 55 (the SLMM counted 19 but believed there were more) and claimed that 400 girls were attending a leadership session at the Chencholai (Red Blossomed Garden) children’s homes. Our sources confirmed that the premises were previously used by Chencholai and there were no military installations in the area.

The bombing of the girls rightly evoked worldwide indignation. Behind the cover it provided, the LTTE carried out a disappearing act for children in its parallel Arivuchcholai (Garden of Wisdom) home in Paduvankarai, Batticaloa. The LTTE started a home in Palugamam, which was run by the TRO. It had around 40 children below the age of 15, down to about 6. Many of them were orphans or children lost during the tsunami and who fell into LTTE hands. Many had parents who survived the tsunami and were looking for them and ultimately traced them to the Arivuchcholai home. The LTTE tried various ruses to put them off such as promising to educate them and hand them over later. This did not stop the parents’ importunity.

A few days after the Vallipunam bombing the children were missing. Those who went looking for the children were told that they had been taken on a tour. Many theories did the rounds on what happened to them. One was that they were taken to the Vanni to be installed in the bombed Vallipunam camp to prove that it actually housed orphan children. But within a few days the LTTE had dropped its original claim of the place being actively part of Chencholai. It is more likely that wherever the children are now, they were removed to cut off their families and relatives. The TRO staff who actually cared for the children are very upset by what happened.

The 10-year-old boy Vijitharan, a native of Ambalanthurai, was an orphan in the Arivuchcholai home in Palugamam, missing after being taken on the ‘tour’. Among those who sought him within a few days of the Vallipunam incident was his 16-year-old sister, who was in the Sakthi Illam orphanage in Arasaditivu. She was told by the Mavadimunmari political commissar and Uthayaraj of LTTE intelligence that her brother had been moved to a home in Ambalanthurai. Being a native of Ambalanthurai, she went and looked there. Neighbours reiterated the belief that Vijitharan was in the Vanni.

II 4.2 Conscription in Paduvankarai:
Aside from the case of Arivuchcholai, the LTTE used severe methods for acquiring children. Each civilian home was required to provide the LTTE with a minimum of one fighting cadre. While some care is exercised over the age in the Vanni, there were far fewer scruples in Paduvankarai. This led to a continuous flight of people.

Incident at the Manmunai Ferry: A father and mother were recently trying to get their son across to the government-controlled area by the Manmunai ferry from Kokkadichcholai. The boy was a dark, well-built strapper of 13 years. They had boarded a vessel and were about to cross when the LTTE rushed in and tried to remove the boy. The boy jumped into the water and refused to come back. The LTTE pushed the vessel into the water, whacked the boy on the head with an oar, then shoved him into a vehicle and took him away. The following are some instances of conscription of minors:

27th November 2006: Arasaditivu: Paramasivam Kirisanthan (just 16) was abducted by Swami Anna. Murugamoorthy Sri (16) from Kokkadichcholai was abducted about the same time. Kirisanthan was apparently released when he returned home after training. But on 10th March people fleeing the shelling saw him with the LTTE at Manmunai.

9th December 2006: Arasaditivu: Lohithasan (17) was abducted by Paskaran of the LTTE

17th January 2007: Mudalaikkudah West: Nesan Komathan (14 or 15) was abducted by Karuna, a driver for the TRO while he was with people on the road. Komathan was dumb, had lost his father and his mother had married again. The Ashram at Kokkadichcholai Sivan Thanthonreeswaran Temple took Komathan and sent him for surgery to cure his disability, but he did not heal. Komathan lived with his maternal grandmother, worked as a mason and also followed classes locally.

Karuna had served the LTTE as a soldier for 8 years and his first wife was from a fairly well to do family in Jaffna, through whom he had a son. The wife is said to have left him because of his loose habits with women and joined her family in London with her son. The LTTE had sent Karuna abroad as a worker for some time where his task was to organise collections from Tamil workers under the pretext of caring for orphans. On his return Karuna was posted as a TRO driver and now reportedly has two wives, one in Mudalaikkudah and one in Kokkadichcholai. As a sideline persons like Karuna are paid Rs. 10 000 a head for catching children.

1st February 2007: Ambalanthurai: Seenithamby Sathiyaseelan (15) was abducted by Roshan of the LTTE while playing in a sports field.

5th February 2007: Mudalaikkudah: Vellaiyan Kanthan (15), an orphan who used to do work in the temple was abducted from the temple by Uthayaraj. Uthayaraj is supervised by Vili from the Vanni.

23rd February 2007: Education in Paduvankarai was at a standstill with parents not sending children above Grade 6 (11 years) to school. Instead they tried desperately to get their children across to friends and relatives in Batticaloa or to put them into children’s homes in the government-controlled area. On 23rd February some parents from Munaikkadu thought of a novel way of getting their children across to Batticaloa.

Two sons each of Masilamani and Vanniasingham teacher and one son of Ketharan were brought to the Mahiladithivu hospital. The boys were all O. Level and below (16 and below). The idea was to transport them by ambulance as sick persons needing treatment at Batticaloa Hospital. Vanniasingham’s sister was a senior member of the Mahiladitivu hospital staff. Ketharan followed the ambulance on his motorcycle.

The Kavalthurai (Police) got wind of it and apprehended the boys in the ambulance and also Ketharan between the hospital and the ferry point. The five boys were taken away and Ketharan was placed under arrest. His motorcycle and house were ‘sealed’.

The situation changed by 27th February (see below). Even before the incident involving foreign diplomats at the Batticaloa, the LTTE appears to have received orders from the Vanni to prepare for a pull out. The LTTE slowed down conscription and released up to 150 recent conscripts, the five above reportedly among them. Pushparaj Jeyaprasath (14 years, born 20 Nov.1992) and abducted by the LTTE from the tsunami refugee camp at Thiraimadu on 6th Nov.2006, was reportedly released in late February. Those released were among the very young who had not undergone training or the physically weak. There were also instances where conscripts who had escaped and were in hiding and recently tried to join the general exodus to Batticaloa of people fleeing government shelling, were caught by the LTTE. Vellaithamby Sivendran (16) of Kallimadu, Kannankuda, was caught by LTTE lookouts at Manatpiddy on 9th March. Two children in the 14 to15 age group released by the LTTE and now in Batticaloa said that they were firmly told that they must come back when called.

II 4.3 The LTTE and the Handicapped:
Under the LTTE’s insistence that every family must provide at least one combatant, whether blind or maimed, it picked up several handicapped recruits. On 9th December, Anbumaran of the LTTE abducted Nesathurai Kirisan (18) who was mentally unbalanced. According to local sources, Kirisan was taken to Vaharai to dig bunkers and died in a Kfir bomber attack later that month. Nesan Komathan (14 or 15), a dumb boy conscripted by the LTTE has been noted above.

Sritharan (15 to 17) is a mentally depressed boy from Mudalaikkuda who was much of the time at the temple and used to do such things as chasing cows that came by. He was usually dishevelled and a figure of fun. Anbumaran of the LTTE conscripted him and put him to work in an LTTE farm under Dayamohan Master.

A 16-year-old mentally handicapped boy whom we call Raveendran was conscripted by the LTTE at Koppaveli. Raveendran is from Neelavanai, and because of his handicap his father kept Raveendran with him while herding cattle. People used to call Raveendran by such names as Singi and some hit him as they passed by. The only knowledge one could reputedly elicit from him is the number of head of cattle herded by his father. The LTTE we learn took him to their interior Kudumbimalai base for training.

II 4.4 Training Ordeal in Kudumbimalai:
The conscripts are shaved and taken deep into the interior to Kudumbimalai. They are kept 30 in a hut, 100 yards apart from one another. Escape is hazardous; the perils of nature are severe to begin with. One either comes out a very durable fighter or perishes. The casualty rate during training is high. Death by snakebite, drowning and training accidents are common.

Conscripts are first trained in the very hard environment for a month, then sent on active duty for about 45 days and brought back for further training. During the first month the conscripts have to be up at the whistle around 5.00 AM. From 6.00 AM to 12.00 PM they undergo training during which only a cup of tea is given. They are then given a meal and have to reassemble when the whistle is blown at 2.30 PM for more training. The training includes use of weapons, running, making their way through barbed or bladed wire, jumping down from trees, sliding down from a tree, hill or an artificial elevation using a rope. They are taken to the river to bathe once in two days. Accidents, fractures, broken bones and cracked heads are common. Persons also suffer grievous injuries when beaten by a trainer for slacking or under-performing.

The trainees are also put through mock battles with live firing. On occasions one side dresses up as the Sri Lankan Army and the battle is videoed for propaganda. Fatalities are not uncommon.

The conscripts are scared of talking to one another in any manner that carries a hint of dissidence. Those who are educated and articulate are also given propaganda duties. Their nom de guerres reflect their skills. Although there are 30 in a hut, intimate friendships where persons speak freely crystallize around smaller groups. A plan of escape materialised around such a group.

Escape: One group of 15 decided on making a break when they were placed on sentry duty. Their experience stands testimony to the hazardous environment. They picked an unguarded route, and hence one that was least safe. They crossed three stretches of water and Santhanamadu River (a branch of the Mahaveli River) with crocodiles was especially dangerous. This river is crossed downstream by Mannampitiya road and rail bridge.

Four died while crossing the river and another two died of snakebite. One who could not swim crossed the river by holding a piece of wood. They were in the jungle for about 5 days without food, eating tamarind leaves. Once elephants chased them at midnight. On another occasion they heard a growl and before they knew what it was a bear was near them. The bear caught one. The others escaped and do not know what happened to the victim. Fleeing hazards also caused them to be separated.

Five of them went to villages where they had help and eventually made it across the lagoon to Batticaloa. They believe that three fell into the hands of the LTTE, which then intensified the search for the escapees. The torture of those handed over to the Kavalthurai (Police) competes with the worst at the hands of the Government.

II 4.5 The LTTE Kavalthurai (Police) and Torture: (Badri's favorite section)
Varathan commands the Police in Kokkadichcholai. Like most of those who exercise real power, he had been sent from the Vanni. He overrules military wing persons from Batticaloa who are nominally powerful. Locals feel that he is very vindictive towards those from Batticaloa. It is a costly mistake to complain against any LTTE institution, as a young mother found out on New Year’s Day.

Sornalingam Komathy from near Kokkadichcholai is a young mother bearing an infant of three months. There was jewellery in her home as her husband worked abroad. A group of 8 persons from the LTTE’s auxilliary force, including a local thug and womanizer, Moorthy, attempted to break into her home in the night. Although they broke into the compound, Komathy’s dog thwarted their attempt.

Manickappodi used to sleep at the house as a watcher. The next day Moorthy came home with the gun issued to him and threatened Manickappodi that he would cut his neck if they complained. Komathy went to the police station and complained to Varathan. Varathan who got angry remanded her. Those who tried to appeal on her behalf were chased away. Komathy was in the police lockup with her infant and was released 5 days later only after she began screaming and refused to eat. Anyone going beyond Varathan and complaining to Nadesan, the LTTE Police Chief in the Vanni, could expect his full wrath against which there is no appeal.

The punishment for conscripts caught escaping is to be hung upside down by the toes with a thorny stick from an orange tree placed under folded and tied knees and pressing against the thighs. The victim is then assaulted all over and buffeted about in the hanging position while he bleeds. Among the key torturers are Varathan himself, Nizam and Sri.

Among Varathan’s tasks was to watch over marriages, which many arranged early for their children as a means to evade conscription. One of the regulations people were enjoined to observe was to obtain clearance from the Kavalthurai before any wedding.

In September 2006, Nallathamby Sitha (40), a senior nurse at Mahiladitivu Hospital married a man of 39 from Kannankuda who had worked in the Middle East. The marriage ceremony was at 12.00 PM and acting on a tip off the Kavalthurai was there at 12.15 PM to arrest the couple. The bride was released immediately as a person of local importance. The bridegroom was released 3 days later. An elder brother who protested was also taken and released.

Karuna’s daughter (early 30s), a teacher in a UNICEF scheme, is the eldest among three daughters of tractor driver Karuna (50s) from the housing scheme in Munaikkadu West. The daughter arranged to marry the man she loved on 25th January 2007. But they had not told the Kavalthurai. Close friends and relatives were invited home at 9.00 PM. On a tip-off, the Police who pounced on them at 4.00 PM on the wedding day and tied the hands of the daughter, her parents and two sisters and with a motorcycle escort marched them through Munaikkadu, Mahiladitivu, Mudalaikkuda and Kokkadichcholai. Finally, they were taken to Pattipalai. They were sentenced to punishment in the Pannais or farms. The second girl, who had finished her education in Batticaloa, had come home only to celebrate a happy occasion. They had so far not been released. The bridegroom reportedly denied his intention of marriage and has since escaped to Batticaloa.

Narayanan of Mahiladitivu was murdered by Sri Lanka’s notorious STF in the infamous January 1987 prawn farm massacre. His son Kirupaharan married the eldest of a family of 5 girls, the second of whom was in the LTTE. The latter escaped and Kirupaharan hid his sister-in-law in a house in Munaikkadu. The Kavalthurai suspected him and arrested him while he was eating at home. His mother and periyamma (mother’s elder sister) went to the Police Station and told Varathan that they wished to meet Kirupaharan. Varathan pushed them onto the road and screamed that the next time they would be deemed thesaththrohis (traitors to the nation). He told them that they would release Kirupaharan only if they brought in his sister-in-law. The fugitive was surrendered to the Kavalthurai, but neither she nor Kirupaharan was released. Kirupaharan was among those given the orange stick, upside down treatment described.

Vaiththiyakkaddu Manickappody is a man of 83 years from Kokkadichcholai. Recently some Kavalthuari men went to his house and wanted young drinking coconuts. When Manickappody told them to help themselves, the policemen ordered him to pluck them. Manickappody protested that he was stricken in years and they should not expect this of him. The policemen threw him down into a drain and beat him and later took him to the Police station where he was again mistreated. Kannankuda Podiyar (squire), a good friend of Manickappody, had also contacts with the LTTE hierarchy. By cell phone he complained to Vanni police chief Nadesan about the treatment of his elderly friend. Varathan in turn detained him for 10 days for complaining.

The Kavalthurai also has some other mundane tasks. One who purchases a milch cow must pay an LTTE tax of Rs. 2000. One need not guess what punishment awaited transgressors. An old lady living alone fell sick and had to be taken to Batticaloa Hospital. The Kavalthurai lost no time in rushing to her home and placing their seal. Among others tortured by the Kavalthurai are Markandan from Thumpankerni. He died later at home and to stop local talk the Kavalthurai ordered the funeral to be held within an hour. Another from Munaikkadu died at home after being tortured by the Police.

The LTTE police also had a prison in Arasaditivu at Columban’s (Colombo Man’s) house. As demand for prison space increased, ad hoc extensions were made to Columban’s house by adding tiny rooms. Prisoners were thus kept in airless rooms and facilities for ablutions were atrocious. With the Army moving into Paduvankarai, Kokkadichcholai police station was closed and Varathan and co. have withdrawn to the interior. Relatives are very anxious about the fate of the prisoners. Our sources said that Kirupaharan above has either been released or one must fear something grim.

II 4.6 The Fissured Leadership:
The recent state of Paduvankarai, the indiscipline among LTTE cadres, disillusionment, the need for Vanni to place Northerners like Jeyam and Pirabha over Ramesh from Batticaloa, and a keenly felt anti-Batticaloa streak may in sum suggest the disintegration of the LTTE in the East. However, with the wisdom of hindsight, that is wishful thinking.

We saw it in October 1987, when with the Indian Army marching into Jaffna, well-known and detested LTTEers were deserting in droves. After the forced Jaffna Exodus of 1995, despite the Government’s callousness such as the bombing of the Navaly Church, almost everyone was cursing the LTTE as never before. In the North too many resented the Valvettithurai domination of the LTTE and the anti-Saiva Vellala streak in many LTTE leaders and supporters. Those from the rural North felt discriminated within it.

During military advances by the Government, many said in the past and say it today; “We suffered terribly, but at least good riddance to these fellows. Now the trains will resume between Colombo and Jaffna and life won’t be so barbarous.” But the LTTE always bounced back and inflicted sensational defeats on the Government.

The reality is that soon the very people who cursed the LTTE start resenting the arrogant, patronising and belittling approach of governments that have failed dismally. Every unthinking action of the Government hurts. Insensitive articles in the daily papers sarcastically asking to be educated on Tamil grievances and calling ex-parte for the continuation of the unitary state and the de-merger of the North-East, which are based on a refusal to face the failure of the nation building in Sri Lanka and its tragic consequences, creates frustration and anger among the Tamils who have suffered the effects too long. Such blindness to the Tamil experience of the State’s arrogance and manipulation led to such alienation and mistrust as to make anyone despair of ever reforming the Sri Lankan state.

Many are naturally angry about the LTTE’s murder on 7th February of Parameshwara Kurukkal (Priest) at Santhiveli, a helpless and frightened father of three, whom the Army took to Vaharai four days earlier to give President Rajapakse the victor’s photo opportunity. The LTTE assassins came across the lagoon by boat after nightfall. However, the people would be angrier about the mindless arrogance of the Government that gave no thought for the poor man’s safety, and took to a victory exhibition in Colombo 150 displaced school children from Vaharai, who only recently faced the brunt of government shelling. Against such attitudes, the LTTE’s purely negative and destructive approach is a sure winner.

Whatever the long-term significance, among LTTEers of standing from Batticaloa, Yohes of Kannankuda, a senior intelligence man, ran away. Ramanan was killed. Gadaffi, a senior intelligence man from Mudalaikkuda has gone abroad. A number of LTTE cadres from Batticaloa have fled and are trying to go abroad. Yohes had questioned Winson, who is in charge of finance: he held all monies received by way of tax and extortion. Winson’s bodyguard had run away with 30 lakhs of rupees in his keeping. Yohes asked why Winson kept a large sum with his bodyguard. Yohes was asked to report to Karadian Aru. Fearing punitive action, Yohes bunked.

Forestry is under Rambo, Records under Aingaran; women fighters under Banumathy, Pavatana, Valipirai and Virichiya; the medical wing under Selvakumar, Education under Manivannan, Nimalraj and Thayakan; and the policewomen under Kuveni (who also is known by other names such as Thenilavu). Among those most powerful are those high up in intelligence such as Kannappan, Keerthi and Kamson. Kannappan has a reputation for abusing women who go to him for favours.

Another man reputed for misconduct is Sivaneethan of Mannampiddy, the explosives expert, who was under Ramanan and Yogan. He is credited with executing the attack on naval personnel at Habarana. Reputed a robber, his modus operandi with women who take his fancy is to make an offer of marriage and misuse them. Locals say that a woman who consents receives material favours, and could even have enemies killed by him. Those who refuse his advances could expect to have bombs planted and then discovered in their homes and taken into custody as spies. There are similarities between abuses in LTTE-controlled areas and government-controlled areas by dominant military groups.

II.5 TRO Abductions of January 2006 – A Second Follow-Up
We take this opportunity to present additional testimony on what has been for us an elusive episode. A TRO vehicle, which left Batticaloa on the evening of 29th January, was taken over by the Karuna group. The three female employees were questioned and released. Kasinathar Ganeshalingam and Kathirkamar Thavarasa, the driver, are missing. Unaware of this, a second TRO vehicle left about 24 hours later on 30th January. Five in this vehicle were abducted and the rest were released.

We could now say that our first information, which appeared in Special Report No.20 that the abductions were staged by the LTTE for advantage before the Geneva talks, is wrong. We are still puzzled as to how this story arose within sources close to the LTTE and why little was done to refute it. We followed up in the Supplement to Special Report No.23 with further information, which is mostly correct except for some discrepancies regarding the first vehicle.

We talked to persons who worked very closely with the TRO in Paduvankarai, and know those abducted in the second vehicle on 30th January. The inference from the testimonies of the three girls from the first vehicle (29th) given to the Human Rights Commission and Amnesty International was that Thavarasa being new to the job lost his way into danger. Our new inside sources tell us that Thavarasa was an old hand who had done this trip for three years, several times a month. They don’t know Ganeshalingam and are convinced that the first vehicle didn’t get lost, but the Karuna group planned the abductions.

As for the second vehicle, our sources say that nearly all those travelling were new recruits being taken to Killinochchi for training in office work and had no LTTE connections. Many of them were closely related to persons from groups such as EPRLF and TELO whose members were massacred by the LTTE and were in the TRO for a job. Many people they add are not very conscious of TRO’s links to the LTTE.

The target of these abductions was Miss. Thanusody Premini, described as TRO’s Chief Accountant for Batticaloa. Sources we cited in the previous follow up said that she was a key person in the intelligence wing and a direct link between the Vanni leadership and leaders in the East. Our new sources confirmed that persons working closely with Vanni intelligence man the higher levels of the TRO and as people rise in the organisation they couldn’t escape its intelligence functions.

As for Premini, they said that she was very important and everyone in the TRO was conscious of it. Though described as chief accountant, she was the real boss. She was a northerner following an external degree course along management lines in the Eastern University. She was sent wherever good coaching was to be obtained. Wherever she stayed, she was given special quarters and special facilities. She also knew that she was in danger. When she joined TRO vehicles going out of Batticaloa, she did so at different locations. She also told others in the TRO not to talk about her movements.

The new sources tend to place Premini’s intelligence profile lower than that given in earlier testimony. They described her role as institutional intelligence, keeping track of what other organisations were doing and to bring them under TRO control. Among those watched were the more than 40 children’s homes in the District. This involves in part auditing, tracking their sources of funds and centralising the funding. Were her intelligence profile very high, the security lapse on the part of the LTTE is inexplicable. Had the TRO known that the first van was missing when the second was to set off a day later, Premini would have escaped her fate. While the abduction of persons in the second van was publicised a few hours later on 30th January, it was a day later that the TRO announced the van that set off on 29th January was also missing.

Our new sources who know passengers in the second van said that Premini had boarded after Santhiveli. The passengers were surprised and asked her if she too was going to Killinochchi. Premini answered evasively that she was going to Colombo. Karuna’s men (or Karuna’s men with military persons) stopped the van after Welikanda and made them get out. They asked pointedly for Premini. Without answering them directly, Premini asked, “Why are you asking for Premini?” The men tied her hands and mouth. The others screamed. Most of them were let off, especially those connected to groups massacred by the LTTE. Premini remained dignified and defiant.

Others from the second vehicle not released according to the TRO are: Mr. Shanmuganathan Sujendram TRO Accountant, Manikkavasahar Children’s Home, Santhivelli; Mr. Thambiraja Vasantharajan Accountant, TRO Batticaloa; Mr. Kailayapillai Ravindran Accountant, Vipulananda Children’s Home, Palugamam and Mr. Arunesarasa Satheesharan Accounts Trainee, Vellavali.

Our new sources knew the foregoing individually, confirmed their credentials and the fact that they were abducted. They also affirmed that these persons were new recruits of Batticaloa origin and none except Ravindran had LTTE connections of any sort. Ravindran was a nephew of Keerthi of LTTE intelligence, which does not link him personally. Their families were earlier hopeful, but now fear the worst.

In our previous follow up we raised the question why the TRO did not arrange for any released from the second vehicle to testify as they did for the first. Our sources said that they declined to testify as the TRO wanted, since there were now competing killer groups and they needed to be careful.

A good source told us that in the wake of international concern about the abductions, the Army sent an official to Karuna’s area interior of Welikanda to inquire. He, we learn, returned and filed a report that all those abducted had been killed. The Government kept mum. As to the role of government intelligence in this episode, we will not know for sometime. Without it the level of impunity enjoyed by the Karuna group is hard to understand and the Government could have saved those abducted by giving Karuna an informal warning as soon as the news was out.

As for the subsequent fate of those abducted, we have just one report by D.B.S. Jeyaraj (Sunday Leader and TamilWeek, 3 Feb.07). Jeyaraj quotes former members of the Karuna group. All, according to the report, were tortured and interrogated by Sittha who resides in Batticaloa town and handed over to Sinthujan. The men, the report says, were made to dig a pit, shot as they wept and then buried; while Premini was taken to another camp, gang-raped by Karuna cadres, beginning with Sinthujan and then killed.

Any speculation about Premini’s intelligence connection must now end. If Jeyaraj is right, what was done to her is a crime against humanity. Sinthjan has a nasty public reputation as a leading child abductor for Karuna. A few months ago he ran his operations from an office next to and protected by the Akkaraipattu STF. The Government tries to evade responsibility for the Karuna group’s actions by pretending they have nothing to do with them, but for the people who have to live with both, the nexus is a fact of life.

II.6 Tragedy, Struggle and Opposition under the LTTE
People living in the LTTE-controlled areas are conscious of oppression from several sources. They are constantly challenged to make intelligent choices to protect life. After many years of iron fisted internal repression, opposition cannot be expected to take clearly articulated political forms. But when it comes to issues of the heart or life, natural collectives exist to articulate spontaneous opposition to the LTTE.

II 6.1 The TRO and the struggle of children’s homes in the East: (another Badri section)
After many decades of destruction resulting in thousands of widows and orphans, many children’s homes came up through village level dedication, often focussed on the temple. Christian homes tend to be larger and more urban unlike those in the LTTE area. Having started these homes, they began receiving funds from temples patronised by overseas Tamil communities. The religious and supporter affiliations of the homes could be found in their names such as Kathiroli Siruvar Illam and London Sivayoham Illam. The TRO has tried hard to take over these children’s homes, given the LTTE’s predilection for catching them young.

The TRO (LTTE) has no registered home in the Batticaloa District. Arivuchcholai started by them with children picked up from the tsunami affected has not been registered. The TRO was thus tasked to bring the 42 or so children’s homes under their control. A strong hint of the methods where LTTE intelligence bats for the TRO, could be found in Bulletin No.37, where we describe LTTE intelligence’s attempts to secure a TRO monopoly on relief funds pouring in after the 2004 tsunami, threatening independent fund raisers. There are similarities in the LTTE’s attempt to takeover children’s homes.

One of the means used was to call those running these homes for meetings with the TRO, asking them to bring their accounts and tracking donors and sources of funds. They are also taken to the Vanni on tours of children’s homes run by them and lectured to adopt these models. A form of subtle pressure is to tell the homes to fly the ‘national (Tiger) flag’. The LTTE’s overseas networks approach temples and churches supporting independent institutions and put it to them, often through accomplices within, that the TRO is looking after children, claiming besides that all other institutions are working under it. The donors are pressed to send contributions to a central TRO fund.

Nearly all the homes and their supporters did not want to lose their independence. They did not want to fly the Tiger flag and have themselves branded. Many of the homes were affiliated to temples and served only vegetarian food, and wanted to keep things that way. When their funding was taken over by the TRO, they received 60 or 70 % of what they used to and with time it was often irregular. In the present confusion it almost dried up. The institutions continued by canvassing local contributions, such as food items.

Their problems did not end there. LTTE recruiters came to a children’s home in the Kokkadichcholai area having children under 16 and demanded half a dozen or so to be handed over. The man running the home, who also had other scrapes with the LTTE, argued with them and refused. Later the Police were ordered to arrest him and send him for military training. His standing led to a protest by the girls at Sakthi Mahalir Illam in Arasaditivu who went to the LTTE political office and demanded his release. Those at Sakthi Illam later moved Rohini, a 17-year-old A. Level student who played a leading role in the protest, to a home in the government-controlled area.

Recently the LTTE abducted an A. Level student from Vipulananda Siruvar Illam in Palugamam managed by Piraba. The parents of the 76 children protested jointly. The LTTE released the boy. A sense of spontaneous solidarity within and between children’s homes in the LTTE-controlled Paduvankarai enabled them to struggle on.

There were many other Tamil armed groups as well such as TULF, TELO and PLOT. And Prabhakaran was a wanted criminal even in 1972. It is said so even in the interview given by his sister in Canada.
Tamils were always ready to take arms and resort to terrorism. They(TULF and TELO) helped the JVP in the 1971 riots.

Your comments carry an undertone of racism, where you seem to beleive that there are 'superior' and 'inferior' races. Racism should be shunned regardless of whether the racist is Sinhalese or Tamil.
I suggest you read some of the early writings of Tamil leaders sorrounding and since independance to get an idea of the their thinking. (Yes, there was a time that our leaders were able to write and articulate their thoughts through words!). Do not rely by the 'history' fed to you by different people with ulterior motives. As a starter, biography of Chelva written by his son-in-law would provide some historical perspectives.

Chelvanayagam promised the Tamils in North that Tamil will be made an official state language in SL, but Bandaranayake made Sinhala the official language! This made the Tamils, specially Chelva, angry. They were the ones that started the riot. The Sinhalese had to take up arms for safety.
We have made tamil an official language in SL, but why should we?? It is not an official language even in the country of it s origin,India!!

It seems that all of you have very simplified theories for how the world works in general and the causes of Tamil seperatism in particular. My guess is that it's a case of deciding what position to take first and then building up a story (which a blend of facts and fantasies) around it so as to justify that position. The alternative view is that all of you are incapable of rational thinking but I refuse to beleive that it is the case.
Anyway, at the moment the bounded rationality of singhala racist bloggers here doesn't seem to affect the Singhalese too much as their current crop of leaders show some capacitiy to manage internal and external forces successfully to achive their goals.
On the other hand the situation among the Tamil leadership is quite pathetic as what we hear from the so called 'sole representatives' is no good and sometime even worse than the most silly comments we see here from oridinary folks. With these guys as the sole representatives, we don't need any more enemies. They will effectively end our race pretty quickly. They already have done pretty well in making us the laughing stock of the world so that nobody takes us seriously anymore.
Personally, I beleive blogs such as these can be used for constructive exchange of views rather than hurling of abuses, but maybe I am asking for too much.

The TMVP and Karuna people are not ex-LTTE. They are hoodlums and criminals recruited to fill their ranks after LTTE was driven out of the east. Karuna and Pillaiyan became this way by associating with the Sri Lankan government. When they were with the LTTE they had discipline and followed the rules of law established by LTTE.

This war has turned people on both sides into barbarians in various ways. Even those who fight for good principles have to do barbarious things (killing, even in war, is still barbarious).

On both sides we see that people who give up the "aim" tend to take to cheap criminal violence instead. Take Karuna for example, or on the other side take the many army deserters. They are taught to engage in violence for a "cause", but once they give up that cause they are left only with the violence. I think even Karuna and Pillaiyan are more humane than to rape and kill a 6 year old girl. But their guilt is that they allowed these crimes in general to go on, with their approval. Their cadres have been murdering and abducting people for years, and they personally get a cut of the ransom money. The government isn't funding the TMVP, it's the extortions and murders that pay the "salaries". So Karuna and Pillaiyan have created a system where violence is encouraged because it generates money. In order to carry it on, they needed to recruit low class criminals who would be willing to kill people for money.

In the course of events one of the murder victims happens to be a child, and then everyone becomes upset. But why was everyone silent when the other 3,000 murders were committed by this same gang? Sri Lankans have become desensitized to violence. They do not care if people are being murdered every day for money. In fact they do not even notice it. There is a mechanism in everyone's mind to pass over information of violence by assuming those killed deserved it. If someone is murdered in the east, "Oh, they must have been LTTE." If someone is killed in the South, "Oh, they must have been Sri Lankan soldiers." Both sides no longer are affected by violence and that shows the entire society has become dehumanized. There is no easy solution for this, except for people to somehow feel compassion for the other side. But it looks like that is never going to happen.

If a Tamil leader comes who supports independence for Tamils (even by nonviolent, democratic means) you will label them an LTTE agent, and they will eventually be killed or driven out. Just today a TNA MP's brother was kidnapped in Columbo and will probably turn up dead. How can a Tamil politician act according to his conscience under such circumstances? If a Tamil leader will have his relatives killed if he disagrees with the Sri Lankan government, then there is no point for him to represent the Tamil people. Better just have the Sri Lankan government rule over everyone by force.

{Police exposes Police

Preliminary investigations into a case of police shooting two persons at Urubokka area on Monday night indicate that the policemen who rushed to the area to apprehend some extortionists on information had mistaken two unsuspecting persons as criminals and had opened fire on them. The final investigation report is yet to be released.

Highly placed police sources told The Nation, the Urubokka Police had fabricated a story to cover up their mistake stating that two other suspected extortionists escaped during the shooting incident and that the suspects fired at Police with locally made galkatas. It has been ascertained that the two injured victims had no involvement in the extortion incident.

A special police team led by Matara Division ASP I. P. Hettiarachchi is now probing into the shooting incident. The special team will conduct two investigations, on the inquiry done by the Urubokka Police in connection with the shooting incident and the other on the extortion case.

The two victims who were shot had been pasting funeral notices of a fellow villager who had died. Angry villagers of the area took to the street in a massive protest against the shooting completely blocking the Matara – Kotapola Road on Tuesday
Urubokka Police had said, they came in civies to the area to arrest the two suspects who were said to collect a ransom of Rs.500,000 from an indigenous doctor in the area on Monday(16) night.

The complaint that the said doctor lodged with the police had stated that he was told by the extortionists to pay a ransom of Rs. 500,000 or his child would be abducted by them, Urubokka Police had said.

According to the police the complainant was threatened several times by the suspects over the telephone and was asked to walk along the road just about half a mile to meet them on that Monday night to hand over the money
The cops who were guarding the road to catch the suspects had ordered a trishaw that was coming in their direction in which the alleged suspects were travelling to stop.

Urubokka police claimed that the suspects did not obey the police and therefore police opened fire as they were trying to flee after shooting at cops using a galkatas weapon. Two injured suspects were arrested by them with the galkatas and the trishaw while two other suspects had run away.

The two persons who sustained severe injuries due to the police shooting are receiving treatment at the Matara General Hospital under remand custody.
Several attempts made by The Nation to contact Urubokka Police OIC regarding the findings of the independent investigation were unsuccessful as he was said to be out of the station each time we phoned.}

well as much as extra judicial killings cannot be condoned in anyway... I'd say that certain cops do take the risk and take out hardcore criminals when they do get them cos with their experiences they know it's very difficult to convict these criminals and get a sentence through proper legal means. Government lawyers are no where near the high priced defence lawyers that are usually hired by top shot criminals. Even a confession can be taken back citing it was made under duress etc...
this is not the first time cops have taken out these sorta criminals... And for sure it wont be the last time...

Mar 25, Colombo: Education Minister Susil Premajayantha has instructed the Secretary to the Education Ministry to accept all the resignation letters of the principals who threatened to submit resignation letters if their grievances not resolved.

The Secretary to the Education Ministry Nimal Bandara told the media that the principals are planning to resign when the Ministry has already taken measures to promote them.

According to the Minister this process will be completed by May. Until this process is completed the payment of their salaries will be done as per a circular issued on February 3rd, Secretary Nimal Bandara pointed out.

Some 3,000 school principals in Sri Lanka yesterday threatened to resign if the government is unable to resolve their longstanding salary anomalies and promotions as quickly as possible.

Mar 25, Colombo: Requesting his release from detention, the chief editor of Sudar Oli Tamil newspaper S. Vidyadaran today filed a fundamental rights petition at Sri Lanka's Supreme Court.

The petitioner has named the Inspector General of Police, the Director of the Colombo Crime Division and few others as respondents in the petition filed through his lawyers.

Vidyadaran stated that the police had not provided any reasonable grounds for his detention and that the continued detention amounts to infringement of his fundamental rights. He requested the Supreme Court to consider his release.

The police arrested chief editor of Sudar Oli was over the failed LTTE air attack on Colombo last month.

Grenade attack on Tamil newspaper in Jaffna

Reporters Without Borders is outraged by a grenade attack on the headquarters of the Tamil daily newspaper Uthayan in the northern city of Jaffna at about 11 p.m. last night. The grenade exploded in the patio of the building, causing considerable damage and injuring a guard.

“This was yet another attempt to stop distribution of Uthayan and comes less than a month after the arrest of N. Vithyatharan, the editor of the Tamil daily Sudar Oli, an Uthayan press group publication,” Reporters Without Borders said.

“The use of violence and intimidation against the staff of Sudar Oli and Uthayan is absolutely unacceptable,” the press freedom organisation added. “We urge the Sri Lankan authorities to carry out a thorough investigation with the aim of arresting those responsible and bringing them to trial.”

Tamil media voiced the suspicion that the orders for the attack on Uthayan came from within the government.
Senior officials had reportedly just told news organisations not publish reports about civilian victims of the fighting in the northern district of Vanni or to reproduce interviews which the Tamil Tiger rebels have given to foreign news media. Uthayan and other newspaper, Valampuri, had nonetheless printed photos of children killed in Vanni.

A member of the Uthayan staff said the grenade attack was an attempt to sabotage the newspaper’s operations. The newspaper was nonetheless able to bring out today’s issue.

Speaking to journalists at the UN in New York on Tuesday Sir John Holmes said with the absence of any reliable source on the ground,

it was difficult to verify or blame any particular party for the shelling on the no-fire zone but evidence suggested that it was taking place.

Sir Holmes added that while the situation in Sri Lanka had not changed, the casualty rate, in terms of deaths and injuries, was also very high and unacceptable and said that both parties to the conflict had a huge responsibility under international humanitarian law to do more to protect the civilians.

“These are heavy casualties with unacceptable figures which need to be stopped,” Sir Holmes said.

However when questioned by journalists on specific casualty figures, Sir Holmes said figures could not be released as the extent of casualties could not be verified.

On Sri Lanka, UN Official Describes "Nightmare Scenario," Treaty Official "Knows Better"

UNITED NATIONS, March 25 -- While the UN allows Sri Lanka's government to claim that the UN High Commissioner for Human Rights, who said that both the Tamil Tigers and the government might be guilty of war crimes, "is not the UN," in New York on March 25 a senior UN official described to Inner City Press what the UN is trying to do about Sri Lanka. The trapped civilians, who the official said are being shot at by both the Tamil Tigers and the government, must be extracted. But how?

The official described a plan to convince both the Tamil Tigers and the government, which have so far refused, to accept a cessation of fighting and international observers to get the civilians out.

What we are afraid of, the UN official said, is a nightmare scenario in which in a final drive against the Tigers, tens of thousands of civilians are killed and the UN looks guilty, like in Srebrenica. This must be avoided.

The official said that Norway has been trying to talk with both sides, quietly, to broker such a deal. But the UN is growing dubious that Norway has the necessary connection. The US, he said, offered its military strength but was rejected.

US Ambassador to the UN Susan Rice on March 20 told Inner City Press that the US favors the Security Council getting full information on the humanitarian situation in Sri Lanka. On March 25, Austria's Ambassador to the UN told Inner City Press that a way is being devised to let this happen.

The UN official also described what he called a strategy of letting "the Tamil diaspora" know that any support of the Tamil Tigers might subject them to war crimes prosecution. This gambit seems to ignore something that the Sri Lankan government and is supports brag about, that the country's refusal to join the International Criminal Court makes it -- and crimes on its territory -- unreachable by the International Criminal Court. The threat against Tamil Tiger supporters, then, must involve the War on Terror.

Recently long-time UN official Lakhdar Brahimi wrote an op-ed in the International Herald Tribune warning of the mounting dangers to civilians in Sri Lanka, and urging Secretary General Ban Ki-moon to demand access to the conflict zone and to appoint a special envoy.

The envoy named by the UK, Des Browne, has been denied entry to the country. Following Ban's meeting with the UK's Gordon Brown on March 25, Ban said that Sri Lanka was one of four country conflicts they discussed. The others were Sudan, Afghanistan and Myanmar. Brown offered some specifics on Sudan and Afghanistan, but nothing on Sri Lanka.

Inner City Press sought to ask for a read-out, but the two men took only four questions. Afterwards, Inner City Press asked both the UK Mission spokesman and Ban's spokesperson for a read out of the meeting, which will be reported on this site upon receipt, as well any response to the unanswered portion of the questions Inner City Press asked at the UN noon briefing on March 25:

Inner City Press: There was a statement by the Foreign Secretary of Sri Lanka that the country has received no criticism from the UN of how it’s conducting its conflict in the north. He says that Ms. [Navi] Pillay, the Human Rights Commissioner, “is not the UN”, and apparently implies that, in the discussions between the President and the Secretary-General, there’s been no criticism whatsoever of any action of the Government. I wanted to know, is that consistent with your understanding of those calls?

Spokesperson Michele Montas: As far as I know, a number of issues were raised. Humanitarian issues were also raised.

Inner City Press: And also, the Foreign Ministry of Sri Lanka has put out a statement condemning the OCHA document that says there were 2,683 deaths, saying it’s entirely unverified and asking the UN to retract it. Is the UN considering retracting its own document that’s that specific on numbers?

Spokesperson: As far as I know, OCHA is standing by its numbers.

Question: Okay. Neil Buhne was quoted as saying that he is not standing by it. He’s been quoted in Sri Lanka saying that he doesn’t stand by the number. Maybe he’s been misquoted. The Resident Coordinator, Neil Buhne, has been quoted as saying that he doesn’t stand by the number.

Spokesperson: So he is saying that it’s just an evaluation? That’s what I said earlier…

[The Spokesperson later said that the Office for the Coordination of Humanitarian Affairs is not in a position to verify numbers put out by local groups on deaths.]

Inner City Press: He’s saying it was a report for donor countries, not meant for public distribution, whatever that means.

Spokesperson: Okay. I can verify what those numbers meant.

Inner City Press: That would be great. Then just one factual thing is that the Voice of America has in a report said that the Government of Sri Lanka makes it such that international employees of NGOs as well as independent journalists are prohibited from travelling to the north. So I know in your report you’d said how the Red Cross and WFP are delivering this aid. Is it your understanding that, as in Darfur currently, that international staff of NGOs can’t go to that region?

Spokesperson: I can ask the people there for you. We can ask for more information.

[The Spokesperson later said that only national United Nations and non-governmental organization staff were in the conflict zone.]

Inner City Press: Okay, that’d be great. I’d appreciate it.

It should be noted that Sri Lanka's foreign secretary Palitha Kohona, who said the UN High Commission for Human rights "is not the UN" himself served in and led the UN's Treaty Section. "He knows better," one official told Inner City Press. More than one officials questioned Neil Buhne's performance in Sri Lanka, one said that Buhne has been "captured." On that, Inner City Press has repeatedly asked the UN for more information about its staff member forcible recruited into the Tamil Tigers -- for the record, for those pro-government activists who claim that any question about civilians is support for the Tamil Tigers, such recruitment is to be condemned.

The MDMK leader, who has appealed to the German and Sweden officials to take up the plight of the Tamils, said the officials had come to meet him as they wanted to communicate the “realities to their respective governments” after reaching their embassies in Delhi.

Vaiko also said he told the officials as to how hundreds of women and children were being killed even in the safety zones and hospitals.

Vaiko also told them that the women were being forced to abort their pregnancy and there had been reports of the recovery of full-grown fetuses, which were buried.

He said the Tamil populations in the war zone were still with the LTTE, as they feared Sri Lankan armed forces. “They are not forcefully retained as human shields by the LTTE. They themselves have decided to stay put,” he said.

When officials asked him as to “how the tragedy could be averted,” Vaiko told them that the only way would be the intervention of the international community which would force the Mahinda Rajapaksa government to agree to a ceasefire. He also added that India should stop the arms assistance to Sri Lanka.

He said the international community had every right to intervene in Lanka like it happened in Kosova and East Timor, where a referendum was held due to the intervention of the international community.

Without medicine or sanitation, situation in Vanni, Sri Lanka, deteriorates as heavy rains fall

With heavy rains pouring down in the last days, the situation in Sri Lanka’s northern Vanni region has deteriorated further. Médecins sans Frontières (MSF) is concerned that watery diarhoea and respiratory infections will pose serious threats to the more than 150,000 civilians still estimated to be trapped in the area.
People have been lacking drinking water, medicines and a sanitation system for weeks. Aid agencies have thus far been denied access to the people.

Living in makeshift shelters, or surviving under the open sky, it is reported that people suffer from shelling while being prevented to escape by the LTTE. Desperate for food, water, medical care and safety, an increasing number of people try to cross government lines, despite the risk of not making it into safer territory alive. Last week saw a wave of about 5,000 people arriving in the government controlled area of Vavuniya, bringing the total number of people who escaped the Vanni to nearly 50, 000.

Patient influx expected
MSF is expecting an influx of new patients in the days to come. There are still a reported 1,000 amputees awaiting evacuation on the beach in the Vanni and MSF fears the medical needs among internally displaced persons (IDPs) could overwhelm local capacity.

On Jaffna Peninsula, 3,426 IDPs are housed in five camps in Jaffna district. Two IDP camps were set up in Kodikamam and Mirosuvil of Chavakachcheri district in the southern part of Jaffna, but access to these two camps is restricted.

Despite an official request to the authorities, MSF has been denied authorization to conduct an assessment in these two camps by the Ministry of Defense. MSF keeps on trying to access these IDPs in Jaffna. Some of them were referred to Point Pedro Hospital for stabilization after having been shot during their trip from the conflict area.

Second MSF surgeon arrived
A second MSF surgeon arrived in Vavunyia hospital this week to work alongside Ministry of Health surgical staff. Last week the surgical team operated on 204 people, 193 of whom needed surgery for violence related injuries.

Space is running out in Vavuniya hospital, with two or more patients now sharing a bed. There are insufficient medical facilities to discharge patients to, and the level of care needed is such that they cannot stay in one of the shelter camps around Vavuniya. MSF has hired 55 local people to assist patients in their basic needs.

UNP MP Ravi Karunanayake said that the remittance from the Sri Lankan expatriate workers have gone down by 40% during recent times.

Mr. Karunanayake made this point at a public gathering in Boralasgmuwa yesterday.

He explained that the reason for this is the collapse of the Middle Eastern economics brought on by the global economic recession.

Painting a grimmer picture of the Sri Lankan economy he said the number of garment factories in the country had gone down from 732 prior to 1994 to 244 as of today. He warned that this number would go down to 200 in a few months time.

He said the plantation industry is also facing a similar situation with tea, rubber and coconut drawing low prices.

“This shows that the cat had been let out of the bag though the government is claiming that Sri Lanka has not been affected by the global economic crisis though it is being covered up,”
he pointed out.

Referring to the Rs 1.9 billion IMF bail out, Mr. Karunanayake alleged that the government had already bowed down to the conditions laid out by the donor agency.

US says Sri Lanka continues to shell no-fire zone

UN humanitarian authorities say dozens of civilians are dying every day and that about up to 190,000 remain trapped in the no-fire zone.

The United States has accused Sri Lanka of breaking promises to stop shelling a zone where thousands of civilians are trapped by fighting between separatists and government forces.

But the Sri Lankan government has rejected the allegation, saying its military is not using heavy weapons to attack the separatist-held, no-fire zone in the north of the country.

The exchange came at the United Nations in New York.

The UN Security Council has met informally behind closed doors to discuss the Sri Lanka conflict, but as expected took no action.

I am just saying he and the eelamoids are so super duper smart that they just don't stop at Sri Lanka, but they ruin the whole global economy.

I am sure Navindran will agree with me that Eelam Tamils should run the economies of Brazil, Canada, and Ukraine as well

Extremely worrying'

United Nations humanitarian chief John Holmes told reporters that the main concern was that the Tigers were not allowing trapped civilians to leave the area.

"We suggested the idea of some kind of humanitarian pause to allow that to happen and to allow the civilian population to leave," news agency AFP quoted Mr Holmes as saying.

"This is an extremely worrying situation and therefore, our first appeal is to the Tamil Tigers to let the civilians out in a safe and orderly fashion."

Senior US official Rosemary DiCarlo also voiced her government's "concern at the deteriorating situation in Sri Lanka".

"We certainly condemn the fact that the [Tamil Tigers] use civilians as human shields... We call on them to lay down their arms, renounce violence and negotiate with the government," Associated Press quoted Ms DiCarlo as saying.

SHIP SET SAIL TO SRI LANKA TODAY

Members of the city's Tamil community – more than 700 families – joined forces to collect 12 large vanloads of humanitarian supplies to help men, women and children trapped in the civil war zone.

"It was a fantastic response. Everybody helped and we had a huge amount of items donated," said Suresh Nesaratnam from the Milton Keynes Tamil Welfare Association.

These items included urgent medical supplies as well as baby food, powdered milk, rice, lentils and tinned food.

Together with other collections from Tamil people all over the UK, the goods will be shipped to Sri Lanka on the liner Vananga Man leaving Southampton today, Thursday.

The relief cargo will go to help the 200,000 civilians currently trapped in the north of Sri Lanka with no shelter, food or medicine. Already 3,000 people have been killed and 7,000 seriously wounded by bomb attacks.

Caught up in the carnage were 80 orphaned children who are sponsored by the people of Milton Keynes. This month all the orphans managed to miraculously escape and are currently recovering in rehabilitation centres.

Meanwhile the Milton Keynes Tamils, many of whom are desperately worried about friends and family left in Sri Lanka, are hoping the bombing will soon end.

This week the British government was asked to consider striking Sri Lanka out of the Commonwealth unless a ceasefire was agreed.

MP for Milton Keynes South West Phyllis Starkey has already called for a halt to the war and urgent negotiations for a political solution

SKY TIGERS REMAINS STRONG
AIR correspondent Kanchan Prasad reports from Colombo that Colombo has been put on high alert following reports that Tamil tigers may still have a functional aircraft in their possession. Memories of the last month daring air attack by the two black tigers which was successfully thwarted by the Government forces is still fresh in the mind of the people. Civilians and ground intelligence sources have revealed that this air craft has been kept inside a hut. People have reportedly seen repairs being done on the aircraft by the LTTE technicians inside the hut and it seems to be functional.

Economy: Worst in 26 years
The nation's gross domestic product declined by 6.3% in the fourth quarter -- the biggest drop since 1982.

NEW YORK (CNNMoney.com) -- The government confirmed Thursday that the U.S. economy suffered its largest drop in 26 years during the fourth quarter.

The nation's gross domestic product, the broadest measure of economic activity, fell at an annual rate of 6.3% during the final three months of 2008. That's slightly worse than the government's previous estimate of a 6.2% drop in the period.

Economists surveyed by Briefing.com had forecast that GDP would fall at a 6.6% rate in the latest reading.

The drop is the biggest one-quarter decline in this key measure since the first three months of 1982.

The report showed broad based declines across various measures of economic activity. Spending by consumers fell at a 4.3% rate, with purchases of large ticket items plunging 22%. Investment in housing fell 23% from already depressed levels, completing three straight years of declines in that sector.

Investment in equipment and software, taken as a measure of business spending, plunged at a 28% rate. Exports tumbled at a 24% rate.

The economic problems have obviously not ended with the fourth quarter report. Economists surveyed by the National Association for Business Economics forecast a 5% rate of decline in the first quarter, which ends Tuesday, followed by a 1.7% drop in the second quarter.

Still, Bernard Baumohl, executive director of The Economic Outlook Group, said that some recent economic readings on housing and retail sales that have come in better than expected in the last couple of weeks suggest that the recession may be approaching a bottom.

"I'm much more encouraged than I was at the end of 2008," he said. "I think it's winding down."

Baumohl added there could be a slight improvement in GDP the second half of this year, but the economy is likely to stay sluggish well into 2010.

But other economists say it's too soon to say the worst is over. Brian Bethune, chief U.S. financial economist at Global Insight, said there needs to be signs of a more widespread economic recovery in the auto and retailing sectors before banks start lending again. He doesn't expect even a modest pick-up in GDP until the fourth quarter of this year.

"The underlying economy is still very precarious," said Bethune. "Even if housing is showing signs of a turnaround, there are several more boxes to check before we get to the point where the overall economy starts to revive."
