Rumors the Sri Lankan military used chemical weapons

There have been rumors going around that the Sri Lankan military used chemical weapons yesterday in its battle against the LTTE. We do not have proof one way or the other, but two odd points cast doubts on the government. For the first time ever, pictures of the dead LTTE bodies have unusual burn wounds and skin peeling off in many places. In the past the bodies have never had such wounds. Secondly, the Sri Lankan military has blurred out parts of the dead fighters' bodies, most commonly the face (but many faces are also left unblured, so they are not trying to hide the person's identity). There are no signs of blood in the blured out area, so the only logical conclusion is that they want to hide the oddly peeled and burnt skin, which would be most visible on the exposed face. Below are a few examples of these wounds:




In the photo above, why is his chest blurred out? There is no sign of a bullet wound, but you can see a rash or burn around his neck and the blurred area, plus his skin is peeling off on many places.





















Why did the Sri Lankan government blur out the faces in the top row, but not the faces below:





What are they trying to hide by blurring out the faces? There are no signs of bullet wounds there, and they obviously aren't hiding their identity, because other faces are being shown. It is possible they are trying to cover up signs of peeling and burnt skin, which would be most visible on the exposed faces.

When people struggle for daily meals and safety, they always look for safety place to survive whether it is friend's place or foe's place they hardly care at this point since the amount of struggles they faced is unmatched by any mankind in this 21st century. Nambiar's refusal to brief is likely have been influenced by Indian officials during Nambiar's stop-over in India after his three day visit to Sri Lanka, political sources in Colombo said.

Earlier Saturday, LTTE political head, B. Nadesan said that he had already expressed his willingness during recent deliberations to receive the UN Chief of Staff in Vanni, but the GoSL sabotaged Nambiar's visit to Vanni.

ICP further reported all 15 members of the UN Security Council, including China and Russia had agreed for an "informal interactive dialogue" with Nambiar.

Nambiar has argued that as a "mediator," what he discussed with Sri Lanka's president Mahinda Rajapaksa and his brothers was "confidential," even from the Security Council, ICP reported.

"Council and other UN sources expressed amazement that in this Sri Lanka case a UN Under Secretary General would attempt to rebuff a request to brief the Council, on one of his few pieces of public work during Ban Ki-moon's administration. Perhaps the Security Council needs to serve Nambiar a subpoena," ICP report further said"

Two top LTTE leaders, Velayuthan Thayanithi alias Daya Master and Kumar Pancharathnam alias George have sought refuge with Sri Lanka Army.

According to defence sources, the two LTTE leaders along with their family members arrived at the army defence line at Puthumathalan area this morning (Apr 22) and surrendered themselves to the Army officials.

Daya Master, a former private English tutor later joined the terrorists outfit is known to be one of the most senior member of the LTTE. He was the head of the LTTE media and propaganda machinery for years until he was sacked from his position.

George, a former postmaster in the government postal department is also known to be one of the most senior LTTE cadre. He is also a language translator of the outfit and once performed as the English translator to Thamiselvam, former LTTE "political head".

India said the Liberation Tigers of Tamil Eelam (LTTE) should stop its barbaric acts to hold civilians leaving from its last foothold in Sri Lanka .

India also expressed its discontentment over the continued killings of innocent Tamils in Sri Lanka . The statement was released after Prime Minister Manmohan Singh reviewed the current situation in the island nation.

When over 100,000 civilians held hostage by them started to seek refuge with Sri Lanka Army since Monday (Apr 20) , LTTE terrorists have been spaying bullets on the fleeing civilians in a desperate bid to protect the human shield they once enjoyed.

On the first day itself, LTTE exploded three of its brainwashed suicide bombers killing 17 people including infants. So far , Sri Lanka Air Force has air lifted 238 others injured in the LTTE attacks to the government hospital in Anuradhapura. Army medical personnel also have treated hundreds of others for gunshot injuries before being admitted to the hospitals.

An agency report said, "A special meeting, attended also by External Affairs Minister Pranab Mukherjee, Defence Minister A K Antony, National Security Adviser M K Narayanan and Foreign Secretary Shivshankar Menon was convened amid mounting pressure from Tamil Nadu parties on the Centre to stop war in Sri Lanka.

"We are very unhappy at the continued killing of innocent Tamil civilians in Sri Lanka . These killings must stop," Mr. Mukherjee told reporters after the hour-long meeting called to discuss the situation in the island nation."

for somebody who can’t see way to live till tomorrow only thing important is to survive, it does not matter who wins the war, or how many years they have gone through hardship, ONLY thing that matters is staying alive, this is only objective of all those innocents caught in the NFZ. What is unacceptable is in knowing that LTTE cannot hold on against SLA, why they are sacrificing the innocent even now. Its one thing to fight by the most Nobel thing is to do is save these lifes, as you say SLA is nothing but killer squads, so can’t expect them to do anything, but at least if the does ltte have the balls to scarifies themselves so the innocent can be safe..

Air Force assists in hostage rescue mission
Air Force spokesman Wing Commander Janaka Nanayakkara said the Air Force has contributed to the largest hostage rescue mission by using its close surveillance and air transport.

Addressing the media yesterday at the MCNS , Wing Commander Nanayakkara said that the Air Force has airlifted over 238 sick and wounded civilians from the NFZ to the Anuradhapura hospital in their hostage rescue mission. He said the Air Force supported in the hostage rescue operation by providing close surveillance of LTTE activities and civilian movement in the NFZ, as well as air transport.

Wing Commander Nanayakkara noted that 20,000 packets of dried food items were being airlifted from Anuradhapura to Killinochchi daily.

Another 6,000 cooked meal packets were dispatched yesterday by MI-17 helicoptors from Colombo to Killinochchi on the direction of President Mahinda Rajapaksa and Air Force Commander Air Marshal Roshan Goonatilake.

Navy spokesman Commander Mahesh Karunaratne said around 6,000 civilians escaping the LTTE were rescued by naval troops.

"Special arrangements have been made to treat and provide essential at two naval points in Point Pedro and Pulmodai upon the arrival of displaced civilians," he added.

He observed that naval troops were facing obstacles and difficulties in rescuing civilians who are coming by sea, though LTTE suicide cadres were coming posing as civilians. A special naval vessel has been deployed to identify LTTE suicide cadres", he added.

Meanwhile, he said civilians are taking a risk to reach the safe area by taking the sea passage.

They have to spend at least seven hours to reach the shore.Commander Karunaratne pointed out that throughout the humanitarian mission, the Navy has kept in place special arrangements to assist civilians fleeing the LTTE.

Naval personnel and vessels along with stand-by rescue and medical teams have been on special deployment for this humanitarian assistance mission in the North-eastern seas.

Latest reports say Srilankan high commissioner for Canada, Mr. Dayan Pererra, reportedly paid $10,000 to the talk show host of 580 CFRA News Talk, Mr.Lowell Green, to say something in his yesterday's show in favor of Government of Sri Lanka. $10,000 for his 2 hour work is not bad for a person like Mr.Lowel who obviously surpassed his client's expectations with new lies. Money talks my friend, but god has to answer the cries of 6,000 innocent Tamil kids and women who are mercilessly massacred by Srilankan army in last 3 months alone.

CHENNAI: Five women who were on an indefinite fast for over a week protesting the alleged ‘killing of Tamils’ in Sri Lanka and demanding an immediate ceasefire were arrested on Wednesday and admitted to hospital.

According to police, the five females Thangamani, Chitra, Lokanayaki, Jeyamani and Sumathy were admitted to the Kilpauk Medical College Hospital (KMCH), after their health deteriorated.

The women were on an indefinite fast at the MDMK headquarters after party founder Vaiko allowed them to use part of the premises for the purpose.

According to news reports, the Sri Lankan Army has tracked LTTE chief V Prabhakaran near Mullaitivu.

Reports coming from Sri Lanka suggest that the Sri Lankan Army’s operation against the LTTE could be over as early as Friday. According to a private news channel, Sri Lankan Army has tracked the LTTE Chief V Prabhakaran near Mullaitivu. Although the Spokesperson of Sri Lankan government has refused to confirm reports of any deadline set by the Army to get Prabhakaran it is being widely predicted that with the army closing in on LTTE chief, the gun battle could be over by Friday.

While speaking to a Private TV channel in India, Lakshman Hulugalle said that his government’s top priority was to ensure the safety of over hundred thousand civilians who are still trapped in the war zone. Sri Lankan government is also trying to settle those rescued before provincial election which happens on Saturday.


As reported Sri Lankan army is merely 6 to 8 Kilometers away from LTTE. Government official revealed that only 200 to 300 LTTE cadres are left with Prabhakaran.

Sri Lankan Army commander has said that Prabhakaran might be, in South around no fire zone, hiding among the civilians and is unlikely to by the sea. There are 10,000 civilian are still held by the LTTE.

UN demands LTTE to lay down arms and free civilians immediately

The United Nations Security Council has demanded LTTE terrorists to renounce violence, lay down arms and to stop using civilians as human shield immediately.

"The LTTE is a terrorist organization and should be condemned for its use of civilian as a human shield. The LTTE should immediately lay down arms and renounce its terror tactics", said Ambassador Claude Heller, the President of the UN Security Council summing up the views expressed by the Members of the Security Council at an informal briefing on Wednesday (April 22).

According to defence observers this is a strong message to the LTTE terrorists and a denial of any breather what so ever expected by its sympathizers and its paid henchmen.

The informal briefing to the Council was a follow-up to the visit of UN Under-Secretary General Vijey Nambiar to Sri Lanka earlier this week. The Security Council unanimously agreed that the LTTE's holding civilians hostage was unacceptable and welcomed the movement of large numbers of civilians out of harms way. They called on the international community to extend all assistance to the Sri Lankan Government to deal with the influx of civilians who are fleeing from the LTTE's hold.

Significantly, the Security Council did not call for a ceasefire or a humanitarian pause believing that this would only provide a breathing space for the LTTE and prolong the civilian suffering. They concluded that the quickest way to end this conflict was for LTTE to lay down arms, surrender and let the political process proceed as there was no military solution.

At this informal interactive session held yesterday, the members also urged the government to be cautious about the civilians when taking military action to secure a safe passage for civilians. They also called on the Government to work closely with the UN in providing humanitarian assistance to the displaced civilians including those in transit.

Sri Lanka's Permanent Representative to UN, Ambassador Palihakkara gave assurances to the Council Members that the military was not planning any final assault that could endanger the lives of civilians. He also recalled the assurances given by the Government that it was not firing heavy weapons into the safe zone

Declared by the government and stated that if these allegations were true the civilians would not have left in such large numbers seeking safety from the Government. He gave a detailed account of the steps taken by the Government to address the humanitarian situation in close collaboration with the UN and other humanitarian agencies on the Ground.

Meanwhile, China, Russia and other countries view that Sri Lanka's fight against terrorism as an internal problem rather than a situation for any international intervention.

Did I not argue strongly that the LTTE should mend fences with Karuna in the long term interests of the Tamils? COLOMBO, April 23, 2009 (AFP) - Sri Lanka was under pressure Thursday from the United Nations and aid groups to allow humanitarian access to tens of thousands of sick and injured civilians who have fled Tamil Tiger rebel areas.

The island's government has been blocking most aid agencies from working in the war-torn north for months, and has herded escaping Tamil civilians into closely-guarded internment camps so it can weed out suspected rebels.

The UN's top humanitarian official in Sri Lanka said the situation was disastrous.

"I saw infants with dysentery, malnourished children and women, untended wounds, and people dressed in the ragged clothing they've been wearing for months," said Neil Buhne, the UN's Humanitarian Coordinator in Sri Lanka.

"We need funds for all the basics like food, medicine, water, sanitation, nutrition, shelter, and clothing," Buhne said after managing to visit the northern town of Vavuniya where over 80,000 people are stuck in makeshift camps.

Above all, however, the Sri Lankan government has been told by UN chief Ban Ki-moon that aid workers must be given full access to the north. The European Union and United States also pressed the same demand again on Thursday, diplomats said.

Over 102,000 civilians have crossed over to government-controlled areas since Monday and Sri Lanka estimates between 15,000 to 20,000 people still remain inside the warzone -- meaning the demand for emergency aid is certain to rise.

French medical aid group Medecins Sans Frontieres said the small number of aid workers allowed to work in the north were unable to cope with the crisis. It also painted a grim picture of life in the camps.

"They arrive, wounded, lost and skinny and then they are put in a camp where they can't leave and they can't call their family," an MSF mental health officer said of the fleeing civilians.

"They have no communication, they have nothing. There can be a husband and wife in two separate camps and they would never know."

Sri Lanka in September asked international aid agencies to leave the conflict zone, saying it could not guarantee their safety in the face of the military onslaught against the Liberation Tigers of Tamil Eelam (LTTE).

But the government also regularly accuses UN agencies and NGOs of colluding with the Tamil Tigers, especially when the conduct of the Sri Lankan armed forces is called into question.

Sri Lanka's Foreign Minister Rohitha Bogollagama said the government has since relaxed access and has allowed 14 international aid agencies to work inside the camps -- which he referred to as "welfare villages".

Still, he signalled the government remained suspicious of foreign aid groups.

"Access is dependent primarily on the security situation on the ground and also the government does not wish to encourage... tourism by allowing unstructured visits to the welfare villages," he said.

Journalists and human rights workers are also subject to tight restrictions, with travel to the north and contact with fleeing Tamil civilians invariably blocked.

Sri Lanka's Human Rights Minister Mahinda Samarasinghe also told AFP that while the camps were "certainly not five-star accommodation, we are trying very hard."

According to the UN, some 4,500 civilians have been killed in the past three months of fighting. The UN's rights chief has also said both sides -- the Tamil Tigers and the government -- may be guilty of war crimes.

The International Committee of the Red Cross also said its staff had reported "many civilian casualties" in recent days as the Tamil Tigers lose ground.

COLOMBO, Sri Lanka (AP) — Sri Lanka pleaded for international help Thursday in what it called an "emergency humanitarian situation," after a medical relief group warned that civilian casualties are rising rapidly in the country's war zone despite the exodus of more than 100,000 in recent days.

Red Cross spokeswomen Sarasi Wijeratne said Wednesday about 1,000 badly wounded people were in desperate need of treatment or to be evacuated to better hospitals outside the conflict zone. Only two ill-equipped makeshift hospitals function in the tiny zone.

LTTE simply failed to protect the innocent civilians from Sinhala barbarians. If there was a critical blunder militarily made by LTTE, that was right there in Paranthan where they should have put all their resources to stop the SLA from further moving into Kili town. Look what have happened now.

LTTE miscalculated that IC won't allow GoSL's indiscriminate bombings of Tamil civilians, but it turned out to be a big gamble for LTTE. We witnessed an unprecedented human catastrophe in Wanni, and even the Indians simply looked back and watched this carnage. This will go down as the darkest chapter of Tamil history in terms of traitorous acts and barbarism. One thing i can guarantee you the history will repeat.

BRUSSELS, April 23 (Reuters) - United Nations Secretary General Ban Ki-Moon said on Thursday he was concerned about the situation in Sri Lanka and was sending a humanitarian team to a "no-fire zone" where civilians are trapped.

He urged all sides to respect a U.N. Security Council appeal on Wednesday which also expressed concern about the humanitarian situation and the plight of civilians.

"I am most concerned at the rapidly deteriorating situation in Sri Lanka," Ban told a news conference in Brussels after attending an international donors conference on Somalia.

"I intend to immediately dispatch a U.N. humanitarian team to the no-fire zone. The purpose of this humanitarian team would be to first of all monitor the situation and support humanitarian assistance and try to do whatever we can to protect the civilian population who are caught in the fire zone."

He said the U.N. team must be allowed into the no-fire zone as quickly as possible and asked for strong support and speedy assistance from the government

Guys, i doubt that UN aid group will reach the war zone any time soon. Intense battles are reported for last two days from Wanni and it might delay the claim of GoSL's deadline of Friday for reaching the military victory. More civilian casualties are no the way.

Congress deserves to lose India's elections

Today Indians begin heading to the polls in a month-long election for a new government. The Congress party is standing on the record of the government it has led since 2004. But polls are taking place when the Indian economy has taken a sharp turn for the worse, in a climate of global economic crisis. This exposes the do-nothing, zero-reform record of Manmohan Singh, prime minister, and his government. More generally, it lays bare India's huge reform gaps and its brittle, decaying institutions. Finally, it deflates the "India hype" peddled by smooth-talking upper-caste politicians, ambassadors, businessmen, management consultants and some academics.

A word about India hype. It highlights high-end services, and now manufacturing sectors, with their globalising, world-beating companies. But it overlooks reform deficits in agriculture, services and manufacturing. It talks of "Chindia", the notion that India plays in the same league as China as an emerging superpower - which is pure myth. Not least, it glosses over the record of the present Congress-led government.

There have been practically no market reforms since 2004, save for the opening of domestic civil aviation. Nothing has moved on privatisation, the reduction of government equity in banks and insurance companies, pensions, competition regulation or the administration of subsidies. Industrial tariffs have come down, but otherwise external protection has not been reduced. India remains the most protectionist large emerging market.

Worse, there has been reform backsliding and reversal. Fiscal restraint, written into law in 2003, has been thrown to the winds. Now, with an economic downturn, the consolidated government deficit is projected to rise above 10 per cent of gross domestic product. Funding for much-needed infrastructure projects will suffer. Controlled pricing of petroleum products was reintroduced in 2008. Off-budget expenditure has increased significantly, especially through populist measures to support rural employment and the energy sector.

The government's response to the present global economic crisis was to introduce further market-distorting restrictions, including higher tariffs, anti-dumping duties and assorted non-tariff import barriers.

Finally, the Congress party entered the general election campaign with pledges to expand its hugely wasteful rural employment guarantee programme and increase food subsidies.

The government has squandered the boom years, left the country more vulnerable to malign global economic conditions and compromised prospects for a healthy recovery. But Manmohan Singh and his "dream team" have been given an easy ride: they have escaped blame, especially outside India. The conventional excuse is that their hands are tied by Sonia Gandhi and her Congress coterie, and by coalition politics.

This explanation just does not wash. Mr Singh has impeccable academic credentials and is by all accounts incorruptible. He deserves credit for his performance as finance minister in the 1990s - although credit should also go to Narasimha Rao, then prime minister, who took the tough decisions.

But Mr Singh has proved a hopeless decision-maker as prime minister. Sadly, he proves the rule that academics should generally be "on tap" but not "on top".

The whole reform programme relies on the prime minister himself. Mr Rao and A.B. Vajpayee proved their mettle, despite heavy political constraints. Mr Singh has failed; he should bear much of the blame. The Congress party does not deserve to be re-elected and the dream team does not deserve to continue in office. An alternative BJP-led government may do better if it has a decisive leader with a core of able reformers. It will not if its leader follows the dictates of short-term opportunism and messy coalition politics.

Nevertheless, the failures of the Congress-led government should be put into a larger institutional context. The Indian state, led by a venal political-bureaucratic elite, remains unreformed. State institutions - the political class, political parties, parliaments, the bureaucracy, the judiciary - have got worse at both national and state levels. Since the late 1980s, "stealth" reforms have taken place outside the state. But India cannot be expected to grow fast with such shaky foundations. The upshot is that much-needed market reforms cannot continue to skirt round the reform of the state itself. Politically, that is the hardest nut to crack.

IMF Says Recession Will Be Deeper, Recovery Slower (Update3)

April 22 (Bloomberg) -- The International Monetary Fund said the global recession will be deeper and the recovery slower than previously thought as financial markets take longer to stabilize.

The Washington-based IMF said in a forecast released today that the world economy will shrink 1.3 percent this year, compared with its January projection of 0.5 percent growth. The lender predicted expansion of 1.9 percent next year instead of its earlier 3 percent estimate.

The fund’s latest outlook highlights the precarious state in which the world economy remains, even amid signs the worst slump since World War II may be easing. Recovery isn’t assured and will depend on policy efforts to cleanse banks’ balance sheets and craft measures that spur demand, the IMF said.

“The key factor determining the course of the downturn and recovery will be the rate of progress toward returning the financial sector to health,” the fund said in its semi-annual World Economic Outlook. At a briefing in Washington, IMF Chief Economist Olivier Blanchard said while a recovery will start early next year, a “return to normal” will take much longer.

Having said this time last year that the world economy would grow 3.8 percent in 2009, the IMF tied its more pessimistic assessment to a “recognition that financial stabilization will take longer than previously envisaged.” Managing Director Dominique Strauss-Kahn foreshadowed the prediction of a contraction a month ago.

Credit Losses

The revised outlook comes a day after the fund calculated worldwide losses from distressed loans and securitized assets may reach $4.1 trillion by the end of 2010 as the recession and credit crunch exact a higher toll on financial institutions.

“Financial strains in the mature markets will remain heavy well into 2010,” that report said.

U.S. regulators are putting some of the largest U.S. banks through so-called stress tests to determine the amount of capital each needs to withstand a further economic slide. Morgan Stanley today reported a bigger-than-estimated $177 million loss and slashed its dividend to 5 cents as real estate and debt- related writedowns overwhelmed trading gains.

Even as the IMF acknowledged “tentative indications” that the rate of contraction is moderating around the world, the fund said output per capita would decline this year in countries representing about 75 percent of the global economy.

Output Gap

The rebound will be slower than usual because the slump was caused by a financial crisis and is synchronized around the world, the fund said. The report included a table which showed the so-called output gap, the excess of world supply over demand, will remain negative for the foreseeable future.

Advanced economies will continue to lead the slump by shrinking 3.8 percent this year and failing to grow in 2010, the IMF said. The fund cut its forecasts for this year and next for all the Group of Seven economies and said Germany, Italy and the U.K. will still be shrinking in 2010.

The U.S. economy will slide 2.8 percent this year before stalling next year and the euro area will contract 4.2 percent in 2009 and 0.4 percent in 2010, the report said. While Japanese gross domestic product will fall 6.2 percent this year, it will then rise 0.5 percent next year.

Speaking ahead of their April 24 meeting in Washington, finance ministers from G-7 nations today said that even given signs of stabilization, their economies are still in trouble and that they would continue to pursue policies designed to restore growth.

U.S. Role

U.S. Treasury Secretary Timothy Geithner cited the IMF data as reason for officials “to strengthen the basis for recovery.” Canadian Finance Minister Jim Flaherty said while he sees “small, encouraging signs” in the global economy, it remains “in the midst of” the crisis.

Blanchard said in a Bloomberg Television interview today that the U.S. will play a “major role” in determining when the global economy and key nations start turning around. “The rest of the world is not going to recover unless the U.S. recovers.”

Emerging and developing economies will grow 1.6 percent this year and 4 percent next year, reductions of 1.7 percentage point and 1 percentage point respectively from previous forecasts, the IMF said. They will suffer net capital outflows of more than 1 percent of GDP this year and only the highest- grade borrowers will be able to tap new funding.

The risk of corporate defaults in such economies is also “rising to dangerous levels,” the IMF said.

China, India

Growth in China, where the IMF said there is scope for further easing of monetary and fiscal policy, is forecast to slow to 6.5 percent this year before climbing to 7.5 percent in 2010. India’s economy will grow 4.5 percent in 2009 and 5.6 percent in 2010, compared with 7.3 percent last year.

While stopping short of predicting deflation, the fund said the risk was greater than during the last such scare earlier this decade. Consumer prices will drop 0.2 percent in advanced economies this year before rising 0.3 percent next year and there is a risk of a steeper initial decline, the IMF said.

Policy makers were urged to “act decisively” and not delay their responses to the financial crisis. Balance sheets should be revived by removing bad assets and injecting new capital, the IMF said.

Monetary and fiscal policies should be “geared as far as possible” to bolstering demand and where flexibility remains for more monetary stimulus, such as at the European Central Bank, it “should be used quickly,” the fund said.

Measures’ Impact

“In advanced economies, scope for easing monetary policy further should be used aggressively to counter deflation risks,” the fund said, forecasting interest rates will remain near zero in major economies. Governments should not prematurely withdraw stimulus measures and perhaps add to them, it said.

At the briefing after the report was released, Blanchard said “strong” fiscal policies thus far have made a “gigantic difference,” while urging governments to resist complacency.

“Things are not great, they could have been extremely bad,” Blanchard said. “To the extent that more can be done, it should be done.”

Exit strategies also should be outlined for when recovery takes hold, the fund said. “Acting too quickly would risk undercutting what is likely to be a fragile recovery, but acting too slowly could risk a return to overheating and new asset- price bubbles,” it said.

Downside Risks

Risks to the outlook remain skewed to the downside and include the possibility that policies will fail to stop weakening economies and financial conditions from feeding on each other. “In a highly uncertain context, fiscal and monetary policies may fail to gain traction,” the report said.

Meanwhile, the fund said confidence and spending could be revived faster than expected should investors endorse policy steps by authorities.

Global trade is forecast to plunge 11 percent this year after expanding 3.3 percent in 2008, undermining economies that rely on exports such as those of Germany and China, according to the report. The crisis has prompted a “flight to safety” which boosted the major currencies.

The slowdown is hurting companies such as Caterpillar Inc., the world’s largest maker of bulldozers and excavators, which yesterday posted its first quarterly net loss in 16 years as a result of the global recession.

Peoria, Illinois-based Caterpillar said it expects the world economy to decline about 1.3 percent this year. Chief Executive Officer Jim Owens has already cut more than 24,000 jobs since December.

Unemployment

Such cutbacks will propel unemployment to 9.2 percent next year in the advanced economies from 8.1 percent this year, while in the U.S. the jobless rate will jump to 10.1 percent in 2010, the IMF said. The Labor Department said this month that unemployment in the U.S. climbed to a 25-year high of 8.5 percent in March.

Yahoo! Inc., owner of the second-most popular U.S. Internet search engine, announced payroll cuts yesterday, citing a slowdown in online-advertisement sales. The company, based in Sunnyvale, California, said it will cut 5 percent of its workforce or 700 jobs.

The IMF also issued a new definition of a global recession based on a drop in real per capita world GDP alongside changes in industrial production, capital flows, trade, oil consumption and unemployment. Under this measure, the current recession is the world’s first since 1991 and the fourth since World War II. The new interpretation supersedes a rule-of-thumb that declared a downturn when growth was less than 2.5 percent or 3 percent.

“It’s going to be a while before a report is going to say there’s clear signs of an economic recovery,” said Colin Bradford, an economist at the Brookings Institution in Washington.

SRI LANKA: Economic Crisis Ramping Up, As War Winds Down

COLOMBO, Apr 15 (IPS) - Government troops are closing in on the last remnants of Tamil Tiger resistance in northern Sri Lanka as an upsurge of more that two years of fighting winds down. But, the country’s economic woes aren’t over. More and more pressure it being put on President Mahinda Rajapaksa’s cash-strapped administration.

Even a planned 1.9 billion dollar bailout package from the IMF may not ease economic stresses. National growth is projected to fall to 2-3 percent from 6 percent in 2008 due to the world economic crisis, and many major development projects may be suspended temporarily due also to high military expenditures.

The Central Bank (CB) in its 2008 annual report released last week warned that a string of hydro and coal power projects, new port development, and a modern oil refinery may have to be postponed or slowed down this year due to the financial crisis.

The CB said revenues are seen falling and suggested that it would be "prudent" to postpone the implementation of new projects till the recovery of global financial markets.

Adding to the government’s problems is a new campaign by rights groups opposing IMF intervention without the ‘people’s consent.’ Sarath Fernando, a veteran Sri Lankan campaigner of peasants and farmers’ rights, last week launched a new campaign, saying, "We strongly insist that no loan agreements should be signed without a wide and participatory process of discussion on all relevant aspects not only of the loans but also of the process of development."

Sri Lanka’s crisis is two-fold. First, there is sagging export income and the CB is using the few dollars it has to intervene in local money markets to defend the rupee from depreciating against the U.S. dollar. On the other hand, the government’s access to cheap commercial borrowings from foreign sources to fund the costly war against separatist Tamil rebels has dried up with the global financial meltdown.

The country’s gross official reserves by the end of December 2008 stood at 1.7 billion dollars, sufficient just for 1.5 months of imports, compared to more than 3.5 billion dollars in December 2007.

Exports are down and garments - the biggest earner - are getting squeezed out in other markets, while jobs are being shed across other employment sectors. The Employers Federation, an umbrella group of employers, has asked the government to reduce the number of working days per week to five from five-and-a-half days in a bid to cut costs.

Last week, the Labour Ministry agreed to allow temporary lay-offs for a period of three months, and shorter working days in factories.

Fernando, coordinator for MONLAR, which represents people’s organisations in fisheries and plantations, says they are alarmed that the government is going back to IMF loans under possibly "destructive conditions."

"The country is facing serious problems of foreign reserves and of debt. The government is so bankrupt that the foreign reserves currently available would be sufficient only for one month's imports and the IMF bailout package will materialize only if the government fulfils a set of conditions, one of which is to devalue the rupee which would result in the cost of living going up further by 50 percent," Fernando said.

Following the pledge of billions of dollars by the G20 of non-conditional aid to needy countries, the IMF has indicated that it may dole out money in this fashion to Sri Lanka without the conditions of the past. But, suspicion that such aid would come with strings attached, continues.

Sri Lanka’s main opposition United National Party (UNP) admits that ‘conditional aid’ would be a good thing, as it would ensure the government puts the money to good use instead of wasting it. UNP parliamentarian Kabir Hashim, familiar with the country’s economic issues, told IPS that the government has wasted millions on extravagant projects like a second national airline - Mihin Air - which cost nine billion rupees (more than 90 million dollars) and has reported two years of losses.

"The government has been taking foreign commercial loans to pay off the debt," Hashim said, adding that the IMF needs to ensure that the aid money is channelled in the right direction.

In Sri Lanka the economic crisis began in 2007, soon after the government began pumping billions of rupees into the war effort against the Liberation Tigers of Tamil Eelam (LTTE). The aim has been to crush the rebels, oust them from their eastern and northern strongholds, and clear the area for development and government control.

More than two years later, Rajapaksa’s administration is now on the verge of eliminating the military and conventional capabilities of the Tigers who are boxed in, in a small area in the north - reportedly using the civilian population as a shield against government incursions.

Hundreds of people, including combatants and civilians, have died and scores wounded or maimed. The international community has urged the government to act with restraint, while urging the Tigers to free the civilians. Military analysts expect government troops to seize control of the last remaining areas by the first week of May.

At the end of March, an IMF delegation returned home after an 11-day visit aimed at reviewing the CB’s request for balance of payments support. A flexible exchange rate policy - reduction of imports and increasing export revenues to ensure a surplus (of dollars) - is what the IMF would ask the government to do in the event the 1.9 billion dollar bailout package is approved.

Economists said the team met CB and Finance Ministry officials and also had a meeting with Opposition leader Ranil Wickremesinghe.

The visiting team is expected to submit a report to the IMF board by the end of April, and if a board decision is announced, the first tranche of funds will be received immediately. "There is no doubt the IMF will lend this money. It has a moral duty to help countries in need," said Saman Kelegama, Executive Director of Sri Lanka's Institute of Policy Studies. He said for the past three years the IMF has been dormant and has built up a lot of reserves. "The current crisis [across the world] gives it space to assert itself again."

The last IMF facility was a 567-million-dollar loan given in April 2003 to support the government’s 2003-2006 economic programme. The first tranche of 81 million dollars was immediately received but the loan was suspended in November 2003 due to political problems and in April 2006 it expired. In 2007 the IMF closed its Colombo office after the government decided not to accept conditional aid.

The global economy is in the middle of a synchronized contraction that will push global growth into negative territory in 2009 for the first time in decades. This will be the worst financial crisis since the Great Depression and the worst global economic downturn in decades. Global trade volumes face their sharpest contractions of the postwar era--trade is expected to contract 12% in 2009 due to the severe and prolonged slump in global demand, excess capacity across supply chains and the continued crunch in trade finance.

Many analysts and commentators are pointing out that the second derivative of economic activity is turning positive (i.e., economies are still contracting, but at a slower rather than accelerated rate) and that the green shoots of an economic recovery are peeping out. My analysis of the data suggests that the global economic contraction is still in full swing with a very severe, deep and protracted U-shaped recession.

Last year's economic consensus forecast of a V-shaped short and shallow recession has vanished. While the rate of economic contraction is slowing compared to the free fall rates of the fourth quarter of 2008 and the first quarter of 2009, we are still a long way away from the economic bottom and from a sustained recovery of growth. In particular, in Europe and Japan there is little evidence of a positive second derivative of economic activity.

However, by the end of the first quarter of 2009, there were some signs that the pace of contraction had slowed in many economies, especially in the U.S. and China, where policy responses have been more significant and leading indicators in the manufacturing sector may have bottomed before they did in Europe and Japan. However, major economies, including all of the G7, will continue to contract throughout 2009, albeit at a slower pace than at the beginning of the year.

Moreover, the global recovery might be sluggish at best in 2010 given the overhang of the credit losses of financial institutions, the lingering credit crunch, the need for retrenchment by overstretched and over-indebted households in current-account-deficit countries, and a slow resumption of demand prompted by extensive government stimulus.

Some key elements of my outlook include:

--Global economic activity is expected to contract by 1.9% in 2009. Advanced economies are expected to contract 4% in 2009. Japan and the eurozone will suffer the sharpest downturns. U.S. gross domestic product will continue to contract, albeit at a slower pace throughout 2009, with negative growth in every quarter.

--Emerging markets will slow down sharply from the stellar growth rates of the past few years, with the BRIC economies growing at half their 2008 pace.

--Deteriorated terms of trade, slower capital flows and tighter credit will push Latin America into recession from the 4.1% growth of 2008. Argentina, Brazil, Chile, Colombia, Mexico and Venezuela will all shift to negative territory on a year-over-year basis, while smaller economies, like Peru, will experience a significant slowdown.

--Countries in Eastern Europe and the sphere of Russia will experience some of the sharpest contractions given the withdrawal of foreign credit and the risk of a severe financial crisis. The reduction in oil revenues and financial stress will contribute to a 5% year-over-year contraction in Russia, and some countries--especially in the Baltics--are at risk of double-digit contractions

--Export-dependent Asia's growth will slow significantly to less than 3% in 2009. China will have a hard landing with GDP growth falling to 5.5% while India will slow sharply to 4.3%. All four Asian Tigers (Singapore, Taiwan, South Korea and Hong Kong) as well as Malaysia and Thailand will experience recessions.

--The Middle East and Africa will mark much slower growth, at half of their 2008 pace, given the reduction in capital inflows, reduced demand from the U.S. and E.U., and decline in commodity prices and output. Israel and South Africa will suffer slight contractions.

--The unprecedented fiscal and monetary stimulus may help alleviate the substantial contraction in private demand and reduce the risk of a global L-shaped near-depression. Debt financing may be a challenge for many countries though, especially emerging markets or the most vulnerable Western European economies.

--Job losses during the current global recession might exceed those in recent recession, contributing to increases in defaults and posing additional risks to banks. The unemployment rate in developed countries will reach double-digits by 2010 (as early as mid-2009 in the U.S.) and push more people in developing countries into poverty. Moreover, despite new funding from multilateral institutions, severe contractions will raise the risk of social and political unrest.

--Commodities, as a class, are likely to come under renewed pressure in 2009, despite some support from production cuts. I expect the West Texas Intermediate (WTI) oil price to average about $40 a barrel in 2009, as demand destruction continues to outweigh crude supply destruction.

When Rajapaksa was elected he wanted peace with dignity, becuase at the time it LTTE which had the upper hand. Now the Sri Lanka
has upper hand and pleased many sihala nationalist (gayan & co), srio lanka should solve this conflict once and for all.

Desperate Tamil civilians are trying to flee to India in small boats to escape intensifying fighting between the Sri Lankan military and Tamil Tigers.

As Sri Lanka called yesterday for international help in dealing with tens of thousands fleeing fighting, the Guardian has learned that boat-loads of refugees have arrived in Tamil Nadu – and others have attempted the trip – to avoid internment in government-run camps. Aid workers say some boats have sunk and children have been washed overboard.

Inner City Press asked Ms. Bragg if anyone other than Mr. Buhne had been considered. Ms. Bragg insisted that the UN had chosen Mr. Buhne. But there are senior UN officials who are embarrassed by him.

Srilanka couldn't declare holiday today. Reports say that the army is facing severe resistance at Valaignarmadam.

A press briefing was just done at Killinochi by the army, NDTV reporter had talked 'live'from there.

Daya Master has reportedly said that Prabhakaran is still at Vellamullivaikal and there is only a possibility of him leaving the area though sea.

Some other reports have also talked about some civilians having spotted Charles Anthony in the NFZ.

They say that the army's version of just 10-15, 000 civilians left in that area is false and the number is several times above that.

The same Government of India had planned to finish off IPKF operations within 3 or so many days in 1987.

The same India has not tackled insurgency at Nagaland ,Manipur, Mizoram, Meghalaya and Assam even after 62 years.

Kashmir is still being infiltrated inspite of the presence of 5 lakh Indian troops.

Naxalites have their own small state inside Chattisgarh, and nothing could be done so far.

They can give a deadline for the current phase of operations, that's all.

Civilians expose LTTE treachery: Foreign media stunned with revelations
Foreign media crew and journalists who were provide access this morning (April 24) to the recently liberated Puthumathalan area inside the declared No Fire Zone have expressed their surprise on what were cited as 'startling revelations' made by civilian hostages rescued from LTTE clutches since Monday(20).

The reporters were taken from Kilinochchi to Puthumathalan and provided with necessary assistance to gain first hand information of the unfolding ground situation, with LTTE nearing total defeat after 3 decades.

Entire Tamilnadu unit of the BJP supports the formation of Tamil Eelam.

And if at all the BJP has to form the government at the centre, they need the support of Tamil M.P.'s without which the next government will never be formed because of the hung parliament.

Diplomatic pressure over the war has boiled over this week with the U.N. Security Council, the United States, India and others demanding Sri Lanka stop its offensive and the Liberation Tigers of Tamil Eelam surrender to avert civilian casualties.

The White House urged Sri Lanka's government to stop shelling the safe zone and preventing international aid groups and media from gaining access to civilians who have escaped the fighting.

"International aid workers should have access to all sites where internally displaced persons are being registered and sheltered," the White House said. "The United States is working with international partners to attempt to care for those civilians who can be reached."

The White House called on both sides to "strictly adhere to their obligations under international humanitarian law."

Despite international calls for a cease-fire, including a visit here on Friday by senior Indian officials, the government is pushing ahead with its plans to destroy the remnants of the Tamil Tigers, now confined to a narrow strip of land about four miles long off Sri Lanka’s northeast coast.

More than 100,000 civilians fled the combat zone earlier this week, but the United Nations estimates that 50,000 to 100,000 civilians remain trapped on the sandy spit of land. The assessment is based on satellite images and reports from United Nations workers in the conflict zone.

“The humanitarian conditions in the conflict area are very grim,” said Sarasi Wijueatne, a spokeswoman for the International Committee of the Red Cross, which has evacuated 11,000 sick and wounded by ferry in the past three months.

“There’s a lack of medical staff, supplies and drinking water,” she said. “The people who remain are completely reliant on humanitarian aid, and as far as we are aware no food has gone in there since the first week of April.”

Sri Lanka’s Defense Ministry said Friday that 15,000 to 20,000 civilians were caught in the conflict zone. The government, which by its own admission has underestimated the number of trapped civilians in the past, says that Tamil rebels are shelling the area and using the civilians as human shields.

Relief agencies and the United Nations blame both sides for the civilian deaths.

As the military cordon around the separatists has tightened, the rebels appear to be forcing an increasing number of civilians to take up arms, said Gordon Weiss, a United Nations spokesman in the capital, Colombo.

“They’ve been recruiting civilians to fight, handing them AK-47s,” he said. “Increasingly, they’ve been recruiting children. We hear as young as 12.”

Some 6,432 civilians, many of them children, have been killed in the past three months and 13,946 have been wounded, according to a United Nations document obtained by news agencies.

The toll was compiled by the United Nations, based on information from government doctors and its own workers, and was corroborated by the Red Cross. The tally may already be out of date. “Hundreds more civilians have been killed or wounded in recent days,” said Ms. Wijueatne, the Red Cross spokeswoman.

The sharply rising death toll worsens prospects for an eventual political reconciliation between the ethnic Sinhalese majority and the Tamil minority that has long strived for greater autonomy. The casualties will also embitter the influential and wealthy Tamils living overseas who have been major backers of the insurgency, according to Alan Keenan, an analyst for the International Crisis Group.

“The levels of anger among Tamils and the sense of humiliation — as well as a desire for revenge — are unprecedented,” Mr. Keenan said.

Leading Indian magazine 'The Week' has published an interesting article 'Reading Prabhakaran's mind' by Anita Pratap.

It laughs at the media hype about the 'end game for LTTE' and says it is just based on sinhalese propaganda.

It says that prabhakaran will never give up and Tigers love fighting. These setbacks are nothing for them and they are capable to carry on for atlest another 20 years.

It further says that acquring territory is one thing but retaining it for long is not possible for the army and Tigers will strike back.

Nadesan has told in another interview given last week, that the Tigers have a chain of commanders and replacements are always kept ready to take over at any given point of time. Loss of some does not affect the operational capability.

The reality is that no peace in srilanka till Eelam is achieved.

The world, including India, has called for a cessation of hostilities to enable civilians to escape from the war zone, but China is still encouraging the Lankan offensive against the Liberation Tigers of Tamil Eelam (LTTE).

China is fishing in troubled waters. That is a lone, discordant voice among all of the global community, The Hindustan Times quoted Chidambaram, as saying.
