United Nations satelite images show bomb craters throughout the "No Fire Zone"



The following report contains United Nations satellite images of the "No Fire Zone" taken several days ago which clearly show the extent of bomb damage to the densely populated civilian areas. While viewing the images, note the fact that practically no permanent building has a roof, but the walls remain intact - a clear indication that the building was bombed.

Already a large amount of evidence has been gathered to be used against Sri Lankan government officials for war crimes against civilians. The complete report is available here in pdf format:

Also Sri Lankan soldiers are allowing people to "escape" from the camps in exchange for large payments (sometimes arranged by outside relatives). Of course very few have anything left that they can offer, so only the fortunate few are allowed to escape.

{The inside story of the LTTE 'regime'

Surrendered LTTE cadres are shaming the LTTE to its core. Latest wave of surrendees have revealed vast amounts of information and Diaspora contacts that were part of an elaborate money laundering and weapons smuggling racket.

A woman who once held a very high profile in the LTTE's political wing and her husband, an LTTE cultural unit head were among the surrendees. They had provided details regarding a particularly interesting tour to Europe.

The LTTE political wing, cultural wing and some of its military leadership had taken part in this 8-nation European tour which had included Norway, Sweden, Denmark, France, UK, Germany etc. The LTTE 'delegation' had been instructed by its top leadership to use this as a cover to demand money from the Tamil Diaspora.

In a prior briefing given to the 'delegation', the LTTE leadership had explained to the delegation that their adherence to the Cease-Fire Agreement was a ploy and that they were buying time to rearm and reequip themselves for the final battle.

For this the Diaspora had to be convinced to donate their money. The main slogan was that the LTTE needed more money to buy more sophisticated weapons to counter those of the Sri Lankan military. Indeed some of these weapons had been procured, but where the rest of the money had gone was apparently not very clear to the 2nd and 3rd level leadership of the LTTE.

The weapons that were procured were impressive nevertheless for a small terrorist organization or any terrorist organization for that matter. One LTTE Fast Suicide Craft recovered recently and the surrendering of the Mastermind of the LTTE's boat manufacturing unit as well as the #2 of the boat engine unit has bared some incredible details.

The fast suicide craft had two 496 Horsepower engines made in the United States fixed to it. The suicide boat was capable of reaching 50 Knots, faster that the Navy's Super Dvora. The engines had been procured and the suicide boat manufacturing completed during the Cease-fire in 2004.

Among the junior LTTE surrendees were 52 forcibly recruited teenagers with their hair cropped. They had been taken by force from their families between mid 2008 and early 2009. Some had received only two days of training when the Army disrupted the LTTE training program allowing the children to escape.

A more senior LTTE cadre had revealed of a special training he had received from Israeli mercenaries during the cease-fire in 2004. The Israeli mercenaries had restructured the LTTE's Physical Training (PT) course as some of the exercises had been outdated and potentially damaging to the trainees, particularly to women and children. The team had also taught the tigers a few tactics.}

{Neither Australia nor the international community believed the ethnic problem in Sri Lanka could be solved by the creation of an independent Tamil state, Australian Foreign Minister Stephen Smith said yesterday.

In an interview with ABC Television Minister Smith said the safety and protection of civilians must be the absolute priority for all sides engaged in fighting in northern Sri Lanka

He said Australia would commit an additional $4.5 million in humanitarian assistance for civilians caught up in the conflict in northern Sri Lanka. This assistance will provide urgent support including medical supplies, shelter, water and sanitation, he said.

"It's all aimed at trying to relieve the terrible humanitarian situation we find in Sri Lanka," he said.

"We have seen in recent days and weeks a very large number of displaced people and the assistance is aimed at trying to alleviate their burden," he said.

The aid will be delivered through the United Nations High Commissioner for Refugees ($1.5 million), the International Organization for Migration ($1.5 million), International Committee of the Red Cross ($1.0 million) and RED R Australia, an Australian NGO which supports UNICEF in the delivery of water, sanitation, and shelter ($0.5 million).

The $4.5 million package is in addition to the $9 million in humanitarian support and food aid Australia has allocated to Sri Lanka since December last year. Australia has consistently made clear its deep concern about the humanitarian situation in northern Sri Lanka and agrees with the Secretary General that the UN humanitarian team in Sri Lanka should be given full access to the conflict zone to assess the full extent of the civilian situation in the area.

Mr. Smith said he had spoken at length to his British counterpart David Miliband over the weekend.

"We want to see the Tamil Tigers lay down their arms," he said.

It had been clear for months the Sri Lankan Government was winning the war.

"But it needs more than a military solution to give the Sri Lankan people the chance of a long-term enduring peace," Mr. Smith said.

Australia continued to urge the Sri Lankan Government and the Tamil Tigers to cease hostilities and seek a political settlement.}

No one was here to call a ceasefire to save Prabhakaran but we are here to discuss the protection of civilians that was our absolute and paramount interest. The LTTE should stop fighting, UK Foreign and Commonwealth Affairs Secretary of State David Miliband told at a press conference at the Foreign Affairs Ministry yesterday. ”The LTTE was a proscribed and banned organization in our countries and they are holding citizens in the No Fire Zone.

The LTTE had killed civilians in buses and shopping areas. Our concern was about the civilians, held by the LTTE in the No Fire Zone and other civilians in the IDP camps, Miliband said.

”We would discuss with the Sri Lankan Government, UN agencies, ICRC and the opposition how the international community could support the civilians in the NFZ,” he noted.

Answering a question about attacks on Sri Lankan embassies in Europe he said: “We condemn attacks not only in our country but in any other country.”

There were also innocent Tamils who were not supporting the LTTE and we cannot lock them up but we were trying to bring about a political change.

Foreign Secretary of France Dr. Bernard Kouchner said: “We are anxious about civilians held by the LTTE and we are concerned about the civilians who should rebuild their lives. Sri Lanka had suffered for more than 25 years and we are concerned about ending that situation. We are ready to help free hostages held by the LTTE. Foreign Minister Rohitha Bogollagama said the UK Government had donated 2.5 million Sterling Pounds for the welfare of the civilians of the north and within three days, the French Government had built a field hospital.

Clearing of land-mines was being done and resettlement of civilians of the north in their original places of habitation would be completed before December 31, 2009.

The rehabilitation of combatants to bring them back to normal society would be done under a legal structure, the Minister said.

Minister Bogollagama said that bilateral and multilateral agreements on the work to be done in the post conflict scenario were aimed at working together with the UK and French Governments had been reached so that the people who had suffered under terrorism could be rehabilitated. The two Foreign Ministers accompanied by Minister Rohitha Bogollagama were scheduled to visit the IDP camps in Vavuniya yesterday and open the field hospital donated by the French Government and were scheduled to meet President Mahinda Rajapaksa at Embilipitiya later in the day.

The United States is threatening to block a $1.9 billion (£1.2 billion) emergency loan to Sri Lanka from the International Monetary Fund (IMF) because of the treatment of civilians caught in the conflict with the Tamil Tiger rebels, according to Western diplomats.

Sri Lanka applied for the loan early last month to help to cope with a financial crisis caused partly by the global credit crunch and partly by its record defence expenditure of $1.6 billion this year and $1.5 billion last year.

The Central Bank said that it expected to conclude negotiations on the loan by the end of March, and most analysts expected it to be cleared by mid-April. The IMF said last night, however, that the loan was still being discussed. Western diplomats say that is because the United States, Britain and other allies are reluctant to bail out unconditionally a Government that has dismissed their concerns about civilian casualties and human rights issues in the past few months.

They are also anxious not to lose their only real leverage over the Government in continuing negotiations over the plight of tens of thousands of civilians on the front line or in internment camps.

“The Americans want to play with the question of the IMF loan,” Jean-Maurice Ripert, France’s Ambassador to the UN, told Inner City Press — a news service covering the United Nations — on Tuesday. The Times has heard a recording of the comment. It was the first public admission by a Western official that Washington may be responsible for an apparent delay in the IMF emergency loan — which can be disbursed in ten days.

Mahinda Rajapaksa, the Sri Lankan President, vowed in March that he would not accept any conditions from the IMF, which was expelled from the Indian Ocean island in 2004. “We will not pawn or sell our motherland to obtain any monetary aid,” he said.

Sri Lanka’s Central Bank said last Wednesday that the IMF deal had reached an “advanced level of finalisation” and that an IMF team would visit this week before submitting it to the executive board for approval shortly. The Times has learnt, however, that US officials have written to the IMF’s executive directors and the Sri Lankan Government saying that it would be difficult for Washington to back the loan in the circumstances.

“There’s a lot of discomfort in being seen to bail out the Sri Lankan Government,” one Western diplomat said. The IMF declined to comment, but the loan is not on the executive board’s agenda for the next seven days. The final decision on an IMF loan is taken by its executive board, on which the United States wields the largest share of the votes — 16.77 per cent — because it makes the greatest financial contribution. The decision is ususlly reached by consensus.

The United States officially denies using the IMF loan in its negotiations with Sri Lanka over the war but admits that it is under discussion between different parts of the US Government. “The US has never threatened either publicly or privately to block the IMF loan to Sri Lanka,” said a spokesman for the US Embassy in Colombo. “There are discussions currently under way within the US Government.

“The Department of Treasury, the lead US government agency on IMF issues, is consulting with the State Deprtment and other USG agencies.” Diplomats say that opinion is divided in Washington and other Western capitals, with some officials arguing that IMF funding should be based on economic criteria alone.

Sri Lanka’s foreign currency reserves dropped to $1.4 billion in February from $3.4 billion in September, as the Central Bank defended the rupee’s peg to the US dollar.

Other US officials argue that the loan has clear political dimensions since the Government said in its application that it needed the money to “continue with the resettlement, rehabilitation and reconstruction work” in the north and east where the fighting has been. It said that the work was essential “to successfully implement the Government's efforts to bring a sustainable solution to the conflict”.

The loan would technically go to the Central Bank, but would free funds to be spent elsewhere. Officials on both sides of the debate are concerned about the potential for bad publicity from human rights groups and the Tamil diaspora if they support the loan.

Human Rights Watch (HRW) and other groups have urged the US and Britain not to approve the loan. “Sri Lanka is in a fiscal mess in good part because it massively overspent on this war,” Tom Malinowski. HRW’s Washington advocacy director, told The Times. “It can’t remotely expect the international community to bail it out of that mistake without taking some steps to meet global concerns about the way it’s waging the war.”

In Britain, a group called Public Interest Lawyers has urged the Government to vote against the loan. A similar US group is seeking a court order saying that approval of the loan would violate US law.

What's the big deal about this IMF loan? If they are not going to give it, it does not mean it is not going to make things better for LTTE. What's your point? Are you trying to say that IMF will hearafter deal with the 'new country' called Tamil Eelam?

Today I was watching Paul Holmes speech at the UN. He also said that it is very dangerous to visit that area as LTTE is firing at civillians who try to flee.

He also said he is happy with what SLGO has done to help liberated people.

For all people who equate the current struggle to Bangladesh issue and wanting India to interfere:

East-Pakistan issue was completely different and a very very legitimate issue.
The fact remains that out of the then 300 constituencies in West & East Pakistan combined together,the Awami League headed by Sheik Mujibhur Rahman won 169 seats thereby having the majority to form the Govt of Pakistant.

However,West Pakistan didnt want to be ruled by a party from East Pakistan.Hence General Yahya Khan the then Pak President,nullified the elections and started the blood shed in East Pakistan.

India was swormed with refugees most of whom still live in India.It was under these circumstances that Indira intervened.

For the record, China came through big and gave $15,000 U.S. dollars to Sri Lanka after Rajapaksha begged them for aid money. That $15,000 will run the country for about 2 seconds.

Briefing a British delegation that included the British Foreign Secretary, British High Commissioner to Sri Lanka Dr. Peter Hayes and two other diplomats, at the Foreign Ministry, yesterday morning the Defence Secretary did not mince his words, when he said it was Sri Lankan troops and civilians who had perished in the conflict and therefore the government was determined to finish off the LTTE. He said humanitarian concerns were only a ploy employed by some people to extricate Prabhakaran and his top leaders from the mess they had got into. He said a truce would only help the LTTE to regroup.

"The only person who could stop this war," a plain-spoken Defence Secretary told the British dignitaries, "is only the President of Sri Lanka." The military had orders to either capture or destroy Prabhakaran and other top LTTE leaders, he added.

Mr. Rajapaksa told the British delegation that since March 2009, over 200,000 persons had been rescued by the army. "On April 20 alone we secured the release of over 100,000 men, women and children from the clutches of the LTTE," he said promising to rescue the others shortly. He said the whole world had witnessed that rescue operation that the army had conducted without firing a single shot.

When Miliband interrupted him to say that Britain had information that civilians had been harmed due to the army's firing, the Defence Secretary said Britain should not be duped by the disinformation campaign the LTTE was carrying out. "Even BBC is dishing out LTTE propaganda material without verification," he told Miliband.

Miliband said his claim was not based on BBC reports but credible information elicited from sources in the LTTE-held no fire zone. Apparently annoyed, the Defence Secretary said anyone who knew the LTTE would not believe that any reliable information would emanate from that area under its jackboot. All the stories that were disseminated from the no fire zone, he told the British delegation, were all doctored by the LTTE for the consumption of the international community and the western media. "Do you think a terrorist group like the LTTE will allow anyone to express independent views detrimental to its cause?" he asked.

The Defence Secretary said it was up to the British delegation to decide whether it should believe what a terrorist group said or what a responsible officer of a legitimate government told them. "The choice is yours," he said.

French Foreign Minister Bernard Kouchner requested that the UN be given access to the civilian zone held by the LTTE. The Defence Secretary said no one was safe in that area and the government could not guarantee anyone's safety. Kouchner replied that he was prepared to visit the area himself. He said he would take the risk and go there.

A smiling Rajapaksa told the French Foreign Minister that the LTTE was so desperate that he, too, would be taken hostage. "I don't mind that risk," Kouchner said.

The government and international rights groups have accused the rebels of holding tens of thousands of ethnic Tamil civilians as human shields to slow the government offensive.

Satellite images can only show large craters. They will not show mortar attacks, RPG attacks, heavy caliber machine gun attacks, or even smaller artillery attacks. They will show aerial bombing, which is just a tiny percent of the overall attacks.

Sri Lanka's defence minister Gotabaya Rajapaksa has launched an angry verbal attack on Britain's foreign secretary David Miliband, accusing him of basing his policy on Tamil Tiger propaganda.

Speaking to the Daily Telegraph, the president's brother raged at the co-ordinated pressure being put on his government by the international community and singled out this week's visit of Mr Miliband and his French counterpart Bernard Kouchner as a "waste of time".

He spoke after reports of a "stand up row" between him and Mr Miliband during a meeting in Colombo in which the Foreign Secretary was trying to persuade the Sri Lankan government to declare a ceasefire to allow civilians trapped in the fighting to leave.

Mr Rajapaksa, who is known as a passionate and feisty advocate of completely crushing the Tamil Tigers and capturing its leadership, said Mr Miliband had interrupted him during their meeting.

"Maybe it's his way but I don't mind his attitude or his ways. My issue is the present situation and why he should interfere in these things. That's what I told him. People in this country approve of what the president is doing and a leader must listen to people in his own country not the foreign minister of the UK," he said.

He said Britain and other members of the international community were now plaguing Sri Lanka with "unnecessary" visits to please the Tamil communities in their own countries but had not been so vocal when the Tamil Tigers had assassinated top Sri Lankan politicians and innocent civilians.

"In Mr Miliband's constituency there are many Tamils and they want to save the LTTE leadership, not civilians. It's a joke. We have proved we can save these civilians by rescuing 200,000. So why so many foreign ministers in this indecent hurry?

"When Prabhakaran [the LTTE leader] killed so many innocent civilians, no foreign minister came or put pressure on the LTTE. Where was Mr Miliband? What happened to him? Was he sleeping? We're just wasting our time with these dignitaries and VIPs coming to this country over and over again because of your internal problem to satisfy their [Tamil] diaspora," he said.

The two men had apparently clashed when Mr Miliband said he had received reports that army shelling was killing civilians. Mr Rajapaksa accused him in turn of believing BBC reports which he claimed were influenced by Tamil Tiger propaganda.

The British High Commission in Colombo denied it had been a row but admitted there had been an "open and frank exchange of views and strong opinions were aired".

A spokesman for Mr Miliband said he was not aware of there being a Tamil community in the Foreign Secretary's South Shields constituency.

"I take some exception to the suggestion that the Prime Minister, David Miliband, Bernard Kouchner, Hillary Clinton or the ministers of the G8 and European Union are motivated in this by electoral politics rather than genuine humanitarian concern," he said.

It is not the first time Mr Miliband has upset government ministers during a foreign trip. Earlier this year, the Indian Government lodged a complaint about his "aggressive" and "arrogant" manner during a visit to the country. A senior official spokesman said the Government had been irritated by the Foreign Secretary's attitude, adding: "He did not come across as the foreign minister of a friendly nation".

I personally wish Tigers to Hold onto NFZ till Tamilnadu elections completes on May 13th. Then they can vanish into thin air leaving all the civilians.

That way SL fighting & shelling will be reverberating on TN & Cong will be Screwed up beyond repairs. The lesson given to cong must make all the other Hindian Parties not to ill treat tamils sentiments.

Confidential UN satellite images leaked today appear to prove that Sri Lanka’s air force bombed a safehaven for civilians fleeing fighting against the Tamil Tigers.

The images contained in a leaked internal UN report may constitute the strongest evidence yet of violations of international humanitarian law, or war crimes, according to human rights activists. At the time up to 150,000 civilians were in the area.

The report by the UN’s Unosat arm, dated April 26, provides detailed images of the tiny strip of beach and coconut grove -- now covering just 3.8 square miles -- where the army has pinned down the Tigers along with thousands of civilians.

The government declared the area a safehaven or “no-fire zone” in January, urging civilians to seek shelter there, and has repeatedly denied using heavy artillery or aerial bombs to attack it.

However, the Unosat report, based on images between February 5 and April 19, appears to back up the persistent verbal testimony to the contrary from doctors, aid workers and civilians fleeing the area.

“Within the northern and southern sections of the Civilian Safe Zone, there are new indications of building destruction and damages resulting from shelling and possible air strikes,” the report said.

Francesco Pizano, Unosat’s manager, told The Times it was compiled to assist UN agencies and aid organisations in Sri Lanka and was accidentally placed on one of their websites. He said his analysts had concluded that some of the damage in the images could only have been caused by aerial bombing.

“This kind of accuracy you acquire only with air power,” he said. “The craters beyond a certain size also make our analysts almost certain that these were air-dropped bombs.”

He declined to say which side was responsible, but the army says it destroyed the last of the Tigers’ small air wing when it shot down two of its planes over Colombo in February.

Human rights activists said the images require detailed analysis and further enquiries, but could provide the hardest evidence yet that the army had shelled and bombed civilians.

“This is incontrovertible evidence that the government has been lying for months,” said Peter Bouckaert, Emergencies Director for Human Rights Watch.

“The images are significant because they show there’s been heavy shelling and bombing inside the no-fire zone.”

A Sri Lankan military spokesman was not immediately available for comment.

The images emerged as Sri Lanka rejected appeals for a ceasefire from David Miliband, the Foreign Secretary, and Bernard Kouchner, the French Foreign Minister, who both visited the island on yesterday.

“We have at no time gone for a ceasefire. We will not do so now,” Mahinda Rajapaksa, the President who met the two visiting ministers, said in a speech.

“I don’t need lectures from Western representatives.”

Sri Lanka also published details of an apparently heated exchange over civilian casualties between Mr Miliband and Gotabaya Rajapaksa, the Defence Secretary who is also the President’s brother.

Back in London, Mr Miliband told parliament that any alleged war crimes should be investigated “urgently, independently and credibly”.

He said he did not think it was feasible to expel Sri Lanka from the Commonwealth as it sits on the body’s ministerial action group, which makes decisions by consensus.

However, he hinted that Britain might join the United States in trying to use Sri Lanka’s application for a $1.9 billion emergency IMF loan as leverage in negotiations, as reported by The Times yesterday.

“We are duty bound to look extremely carefully at the situation on the ground should any plan be presented to the IMF board,” he said.

“It is a basic tenet of the work of the IMF that any money should be put to good use.”

The British government’s official line until yesterday was that the loan should be granted purely on economic criteria.

I got an information that Indian army personals are taken out from naagar kovil (in SL, not the one in TN). If it is true, I suspect that Sonia is pulling the troops out from SL. Election is nearing the completion date and it is not possible to do a full scale withdrawel in a single night without being noticed. So, it seems they have started gradual withdrawl.

The information coming out after the polls (PHASE 1, 2 and 3) suggest that BJP is heading for forming the next government in India. fingers crossed...

One university lecturer, who agreed only to speak on the telephone, said: "The police are always asking us what we are doing here. Why we are in Colombo. We are scared. In public places we have to speak Sinhalese. If you speak Tamil in a bus or market, people will stare."

This, of course, does not equate to support for the rebels' violent tactics. But on a walk through Bambalapitiya, replete with Hindu temples and flower sellers, practically everyone who agreed to speak voiced some degree of sympathy for the LTTE.

Hacking is when an outside person compromises a secure computer network. But when it's their own staff members, it isn't technically hacking and is not a crime. Their staff members are already given all access passwords, so misuse of those security clearances is not hacking.

The Sri Lankan government is too embarrassed to admit that their own military personnel was involved, so they pretend it was a case of hacking by LTTE agents. If they check their access logs they will see everything happened locally.

UNITED NATIONS (Reuters) - The members of the U.N. Security Council agree there is no point in punishing Sri Lanka by withholding a $1.9 billion International Monetary Fund loan or other steps, the council's president said on Thursday.

"I have not heard anyone suggesting that," Mexican Ambassador Claude Heller, president of the 15-nation council, told reporters after an informal session on Sri Lanka.

Asked if all members of the council agreed that penalties such as withholding the loan were unnecessary, Heller said, "Absolutely."

U.S. officials said on Wednesday Washington was trying to delay the loan to pressure the government to do more to help tens of thousands of civilians caught in the fighting between the government and Tamil Tiger rebels.

But Sri Lanka's central bank said on Thursday that there was no delay in its application for the loan and negotiations were in the final stages.

British Ambassador John Sawers said London agreed that punishing Sri Lanka did not belong on the agenda.

"We're not in the job of penalizing the government of Sri Lanka," Sawers said. "We want to help the government of Sri Lanka to address this problem. I just wish that the government ... was more open to the offers of help that have been extended to it."

U.N. humanitarian affairs chief John Holmes briefed the council on his trip Sri Lanka, telling them that he hoped the government would finally live up to its repeated promises to stop using heavy artillery in the conflict zone, where U.N. officials estimate some 50,000 people are trapped.

It is the last redoubt of the Liberation Tigers of Tamil Eelam, who have been fighting a 25-year war with the government for a separate ethnic Tamil homeland.

In remarks prepared for the press, Heller said the council repeated its calls on the government not to shell the conflict zone and urged the Tigers to stop using the civilians as human shields and lay down their weapons.

Sri Lankan Ambassador H.M.G.S. Palihakkara said his government had assured him it was not using heavy artillery against the tiny strip of land where the civilians are.

But U.S. Ambassador Susan Rice made clear Washington had doubts about the government's denials.

"Despite the government of Sri Lanka's promise to suspend combat operations, most accounts indicate that shelling into the conflict zone continues," she said in remarks prepared for delivery at the closed-door meeting.

"Very credible reports also indicate that the Tamil Tigers are using civilians as human shields, and have, in some cases, shot at civilians trying to leave the conflict area."

Rice urged both sides to "prevent further loss of civilian life."}
